INTEROFFICE CORRESPONDENCE Los Angeles Unified School District Student Health and Human Services INFORMATIVE TO: Members, Board of Education DATE: July 31, 2018 Austin Beutner, Superintendent FROM: Rowena Lagrosa, Interim Executive Director Student Health and Human Services SUBJECT: UPDATE ON IMPLEMENTATION PLAN TO ADDRESS, PREVENT, AND ELIMINATE COMMERCIAL SEXUAL EXPLOITATION OF CHILDREN IN LAUSD The purpose of this correspondence is to provide an update on the implementation of the District’s efforts to eliminate Commercial Sexual Exploitation of Children (CSEC) as prescribed in Board Resolution (Res-026-15/16) Not in Our Schools, Not in Our Communities: Address, Prevent, and Eliminate Commercial Sexual Exploitation of Children in the Los Angeles Unified School District. The following provide’s updated information on the implementation: That the Governing Board of the Los Angeles Unified School District stands in solidarity with all local agencies working to eliminate and address the CSEC crisis that exists in Los Angeles County (resolve); The primary charge of the CSEC taskforce was to build a strong collaborative relationship with critical stakeholders as the District developed and implemented its CSEC plan (Attachment A). As part of these efforts, the District’s CSEC taskforce now has established on-going meetings that take place two to three times per year with critical stakeholders. That the Los Angeles Unified School District will infuse CSEC awareness prevention and intervention into all applicable District units, policies and trainings, such as the biannual mandatory child abuse trainings, and incorporate the District’s CSEC response and intervention plan into the Los Angeles County CSEC Plan by the 2016-17 school year (resolve); The updated Child Abuse and Awareness Policy, BUL-1347-3, Section III D 4, published on August 19, 2016, now includes commercial sexual exploitation as a type of child abuse and the Board Resolution as a resource material. Student Health and Human Services also developed a CSEC vignette that has been incorporated in the spring Child Abuse Awareness Training (CAAT). These vignettes are updated every year for relevance. Additionally, Bulletin 1132.3, Complying with the California Comprehensive Sexual Health and HIV/AIDS Prevention Education Act was revised to reflect the updated California Education Code which requires that comprehensive sexual education addresses commercial sex trafficking (per AB-329 of 2015 and SB-1165 of 2014). The Los Angeles School Police Department officers continuously participate in a variety of Training Courses related to Sex Trafficking throughout the year, as deployment needs allow. All School Police Department personnel, as well as District personnel, are required to complete the updated Child Abuse training courses that include the topic of CSEC. Members, Board of Education 2 July 23, 2018 Austin Beutner, Superintendent of Schools That the District will review existing LCAP-related investments and school climate programs that support vulnerable student populations to identify potential opportunities for expanding available District programs and supports to students identified as victims of CSEC (resolve); The District has made significant LCAP-related investments in Pupil Services led programs, such as the Foster Youth Achievement Program, that directly support some of our most vulnerable youth that are highly targeted for commercial sexual exploitation and disproportionately affected, such as, students in foster care and experiencing homelessness. The Student Health and Human Services has developed a multidisciplinary cadre of consultants that are providing CSEC 101 Awareness trainings to all secondary school sites throughout the District by 2020. Additionally, Pupil Services, Foster Youth Achievement Program’s Court Liaison is participating in weekly Multidisciplinary Team Meetings with the Department of Children and Family Services – Human Trafficking Unit. The SHHS multidisciplinary cadre of consultants are available for consultation and professional development at schools within the local district and assigned work site(s). Additionally, schools are provided with resources to incorporate CSEC awareness campaigns during the school year. That the Superintendent will develop and implement a CSEC awareness and prevention model for every secondary school in the District by the 2019-2020 school year. A pilot that targets the most impacted schools will begin in the 2016-17 school year, no later than the 2017-18 school year and be expanded every year thereafter. This program will include, but is not limited to: 1) comprehensive sexual health curriculum in a health course; 2) training for all school staff; 3) a reference guide for school site use, and 4) a reporting strategy for quarterly updates to the Board and public (resolve); The Division of Instruction (DOI) Health Education Programs (HEP) has notified all health teachers of the Education Code requirement that they include CSEC education in their instruction. Additionally, Bulletin 1132.3, Complying with the California Comprehensive Sexual Health and HIV/AIDS Prevention Education Act (SB 71 of 2003), was updated to reflect the new language of the California Healthy Youth Act (CHYA) (AB 329 of 2015), Sexual Abuse and Sex Trafficking Prevention Education (SB 1165 of 2014) and Human Trafficking Prevention Education and Training Act (AB1227 of 2017). The Division of Instruction (DOI) Health Education Programs (HEP) has purchased updated curricula that is compliant with CHYA Sexual Health Education (AB 329 of 2015) and the Sexual Abuse and Sex Trafficking Prevention Education (SB 1165 of 2014) California Education Code and have been implementing the curriculum since spring 2016. HEP implemented a professional development plan for health teachers that provides additional training on all new mandates on CHYA, including human sex trafficking and other related topics. Multiple training opportunities have been offered, per following list: 1) In 2017-2018, SHHS facilitated CSEC Awareness Trainings for staff of 69 identified school-sites (Attachment B), so that all staff on campus are informed of how to identify and follow established protocol for the mandated reporting of suspected victims of sex trafficking to law enforcement or the Department of Children and Family Services, and of resources to support these victims. These trainings are an enhancement to the CSEC awareness that is included in the biannual Child Abuse and Awareness Trainings, which are required of all staff. The Cadre trained a total of 3,778 District personnel in 2017-18. Members, Board of Education 3 July 23, 2018 Austin Beutner, Superintendent of Schools 2) The Division of Instruction (DOI) Health Education Programs (HEP) has purchased updated curricula that is compliant with CHYA (AB 329) and the human sex trafficking (SB 1165) California Education Code. HEP implemented a professional development plan for health teachers that provides additional training on all new mandates on CHYA, including human sex trafficking. Multiple training opportunities have been offered since summer 2016 and have continued through the 2017-18 school year. Training for all school staff: Over 250 SHHS (Pupil Services, Nursing, School Mental Health and Human Relations, Diversity and Equity) staff have attended a full-day CSEC 101 training offered by the Department of Probation, to date. The Los Angeles School Police Department (LASPD) continues to be a committed partner in CSEC awareness and response. An LASPD detective has been assigned to the Los Angeles Regional Sex Trafficking Task Force with LA County Sheriff’s Department and other state and federal agencies. LASPD will also liaison with County law enforcement agencies in monitoring sex trafficking data so that most impacted schools receive additional support. CSEC awareness training is a multi-prong approach. CSEC awareness has been incorporated into Child Abuse Awareness Training and the Child Abuse Policy. As such, all District staff will receive CSEC Awareness Training. In addition, SHHS provided additional in-depth CSEC Awareness Training to 69 targeted pilot school-sites. An additional 64 school-sites that will receive the CSEC Awareness Training for the 2018-19 school year. Attached is a list of schools that will receive training in 2018-19 (Attachment C). Post-training evaluations are currently being analyzed to determine the effectiveness of the CSEC Awareness Trainings provided to identified school sites throughout the District. Feedback provided by the lead cadre consultants at each local district is being collected to track the number of consultations provided to school sites. The Student Health and Human Services, Office of Human Relations, Diversity and Equity has compiled a selection of quality informational resources for school personnel and parents on the commercial sexual exploitation of children. Resources are posted on-line (http://achieve.lausd.net/Page/9794) to allow wide-spread access and the regular updates as new materials become available. The Student Health and Human Services Division will continue to provide the Board of Education and Superintendent quarterly updates regarding the implementation of the District’s Plan to eliminate Commercial Sexual Exploitation of Children (CSEC).
