DEMANDS FOR GRANTS - 2016-2017

The Ministry of Skill Development and Entrepreneurship

SHRI RAJEEV SATAV initiating said: The Government has spoken very high about the Ministry of Skill Development and Entrepreneurship both in the country as well as abroad but the allocation made for it is absolutely inadequate.

This time a sum of Rs.1800 crore is being allocated. With this amount, it is quite impossible to provide jobs to one crore youths. Even the website of the Ministry does not have any concrete information to offer about it. The Prime Minister Skill

Development Scheme has been talked much. The Prime Minister has mentioned about developing the labour force into skilled manpower. If the Government has right intentions to make skill then the allocation has to be augmented. There is not even a single word difference between the objectives of the Prime Minister

Skill Development Scheme and the National Skill Certification or the Monitory

Reward Scheme launched during UPA regime in 2013. Even under this Scheme the reward amount has been reduced from Rs. 10,000 to Rs. 8000. This

Government during its first year 2014-15 has been able to create only 5.21 lakh jobs though the Government is claiming to give jobs to crores of people. During the year 2013-14 when UPA was in power, as many as 76,37,000 people were trained. This Government in the year 2014-15 has trained about 76,12,000 people that means the number of people trained during UPA Government and during this

NDA Government is almost same. This NDA Government has set a target to train

40 crore people in next 6 years but how this Government is going to achieve this target. This Government opened 1131 ITIs in the year 2015 and about 40 per cent

ITIs have been opened in and Rajasthan alone. This Government has to pay little more attention towards other states also. The Minister of Finance has mentioned in the budget that the Government will open 1500 multi-skill training institutes and a sum of Rs.1700 crores has been set aside. But how and when the Government is going to setup these institutes when it has got no trainers.

The Government disbursed a loan of Rs.50000 to about 25 lakh people but how many jobs are going to be created actually. Allocation for skill development should be permitted under the MPLAD Scheme. A Standing Committee should also be constituted for skill development so that all members could discuss this issue. The budget of this Department has to be increased. An allocation of

Rs.8000 crore is being made under the Prime Minister Skill Development Scheme but this should be increased at least to Rs.15000 crore.

SHRI OM BIRLA: The Ministry of Skill Development and

Entrepreneurship is an important ministry. After 67 years of Independence, the country is still struggling against the problem of unemployment. If India is to achieve economic prosperity then the unemployed youths has to be given jobs, their economic condition has to be strengthened and job opportunities has to be created in villages. Unless we train the youths both in villages and cities, we cannot meet the international standards. The increasing gap between the ballooning population and employment opportunities has to be abridged. About 80 per cent youths of Japan, 75 per cent of Germany, 68 per cent of Britain are skilled and in our country merely 4.69 per cent youths are skilled. There is an effort to augment the entrepreneurship of youths in the country under the Start-Up Scheme.

Funds will be provided through MUDRA Bank so that employment opportunities could be created. Our hon. Prime Minister has integrated about 70 schemes and 24 ministries under Skill Development Scheme. Our Government intends to open

ITIs and Skill Development Centres in each block of the country in next five years as there are no ITIs in 2500 blocks. Even today about 60 per cent youths in our country are not trained workers. In future, India will be the youngest country of the world. Now we shall not produce labourers in India but we shall produce trained youths. We will usher in a new India through skill development.

DR. MRIGANKA MAHATO: In a country like India, where there is a large number of unemployed youth, Ministry of Skill Development and

Entrepreneurship can do miracles if it works properly. The youths will be greatly benefited. They will be given training with which they will get jobs. Local representatives like MPs, MLAs and district authorities should be consulted for setting up different centres. Foreign tourism come to Darjeeling in West Bengal and in Rajasthan. Local people where foreign tourists come should be given training in foreign languages then it will be very effective. The people will get jobs also through this programme. It should be a need based programme. Due care should be given to the quality of training. After completing of training programme. At the time of giving certificates, if possible, campus interviews should be held so that a large number of youths are able to get jobs immediately after completing their training. In West Bengal, an initiative has been taken to set up an ITI in every block. Focus of the Government should be on rural India.

SHRI NAGENDRA KUMAR PRADHAN: This Ministry of Skill

Development and Entrepreneurship is very important because in the first meeting of the NITI Aayog held on 8th February, 2015, it was decided to form a Sub-

Committee of Chief Ministers. At present there are a huge number of unskilled workers in India who are mainly engaged in the less productive informal sector.

According to the National Skill Development corporation (NSDC), there is severe quality gap and lack of availability of trainers in vocational education and training sector. The workforce requirement is projected to increase to 3,20,000 by 2022.

Government has to invest in bridging the Skill gap in the vocational education and training sector to improve the employability of people. India is the youngest nation in the world. In fact, during the next 20 years, the labour force in the industrialized world is expected to decline by four per cent while in India it will increase by 32 per cent. What steps the Government is exactly going to take in view of the emerging world situation? Skill should be converged with higher education. Centres of Excellence should be set up in universities. DGET/NCVT offices should be there in every State. NSQF must be owned by universities and universities may be allowed after proper approval from MSDE to go pan India.

Third party evaluation of NSDC partners must be institutionalized. In difficult geographical areas and the Left Wing Extremist Areas, the number of ITI and

ITDA blocks must get special treatment. Convergence of skill training of various

Ministries should be there. The provision of Budget must be sufficient to reap the demographic dividends.

SHRI ANANDRAO ADSUL: Our country is called to be a young country because the share of youth in the population of our country amounts to 65 per cent.

In fact, they are our assets and strength. The country cannot be placed on the growth trajectory unless and until these assets and strength are utilized in toto. It is imperative to launch Skill Development Scheme in order to utilize this youth power in view of the absence of proper arrangement for education and employment in the country. Setting up a Skill Development Centre is a welcome move in this direction. Our Skill Development Schemes are being misappropriated. Therefore, a monitoring mechanism is required to be evolved in order to make this scheme a success. Moreover, the youth are required to be imparted industry specific training by adopting a pragmatic approach in the entire contours of the scheme.

DR. RAMESH POKHRIYAL NISHANK: I am on my legs to speak in favour of the Demands for Grants under the control of the Ministry of Skill

Development and Entrepreneurship. All the schemes like Make-in-India, Skill

India, Digital India, Pradhan Mantri Mudra Yojana and Start Up India are inter- linked with one another. Taking the facts in view that the share of our country in the global population of skilled workforce is mearly 4.69 per cent as compared to

68 per cent in England, 75 per cent in Germany, 80 per cent in Japan and 96 per cent in Korea, the formation of a separate ministry for skill development is reflective of Government's commitment towards skill development. A sum of

Rs.180 crore was provided to the 54,000 youths of under Pradhan

Mantri Mudra Yojana. I believe that the proper implementation of all the skill development programmes have the potential to change the picture of the country and usher in a new era in the country. Setting up of 7,000 new ITIs and 25 lakh

ITI seats have been ambitiously targeted to be created by the September, 2016.

Most striking is your effort to create a new eco-system for Public Private

Partnership in this sector. You have taken a move forward towards a new revolution in computer and information technology by formulating a separate policy for soft skill. The efforts being made to make India the world capital of skill will bring us success in establishing India as a new economic power. In our bid to realize the dream of prosperous and excellent, the success of the Digital

India Scheme, Make-in-India, Skill India and Start Up India will depend on the efficiency and a strategy of the Ministry. I believe you will be successful in turning out Skill Development and Entrepreneurship to be the corner stone of a prosperous India.

SHRI JAYADEV GALLA: The Ministry of Skill Development and

Entrepreneurship is instrumental in achieving the Hon. Prime Minister's dream of making India the skill capital of the world. India is one of the youngest nation in the world with more than 62 per cent of its population in the working age group of

15 to 59. It is unfortunate that only 2.2 per cent of our population is skilled workforce. At the same time, we have a very small capacity of vocational stream at the school level. There is less than 2 per cent in vocational stream in high school when compared to 50 per cent in China and nearly 60 per cent in Japan.

Further, academic knowledge can become outdated but skill is a useful means of making people employable. Moreover, I request that Skill Loan Scheme should be rolled out immediately and increase the number of loans from 34 lakhs to one crore. In Andhra Pradesh alone, we require nine lakh skilled workers in areas of smart cities, grids, industrial hubs, IT, etc. in the next four years to build the new

State but only 50,000 have been able to be provided with skills. The steps should also be taken for setting up of five to six multi-skilling institutions in each district with sector-wise Skill Councils in every state. Besides, there is a need to set up

Skill University on the lines of Central University in every state. If CSR funds are not allowed to be utilized for skill development then you should speak with the

Minister of Corporate Affairs to get this changed and as a result of thereof a lot more corporate money can come into skill development, which is the dire need.

The steps should also be taken to incorporate skill development courses in polytechnics and engineering colleges. We should utilize the expertise of Japan and Korea and take their help to achieve our goal of skill development. Under

Stand Up India, you are asking every branch of banks to sanction at least two projects, one for women and one for SCs and STs. In this regard, I request to include OBCs also in this list.

SHRI KONDA VISHWESHWAR REDDY: The country is facing many challenges but the biggest challenge is the rural unemployment and youth unemployment. Once we solve this problem, all other problems start diminishing.

The Ministry had asked for Rs.4,000 crore and the Finance Ministry has allocated just Rs.1,800 crore despite skill development being a major challenge. As per the

UN World Population Prospectus of 2015, India is one of the youngest nations.

We need well-informed and focused strategy to skill this young nation. The 12th

Plan projected that by 2017 the total labour force will be 502 million. But currently only 10 per cent of the work force is trained. A large portion of the work force in India does not get an opportunity for training. The focus of the

Government on providing decent job opportunities on the one hand and skill man power on the other hand, to improve competitiveness in highly globalized economy makes skill development very urgent. The Hon. Minister asked for

Rs.4,000 crore but the Finance Minister has given only Rs.1,800 crore. I would like to know from the hon. Minister as to what is the reason for reducing the grant sought. We really want skill development to succeed in all vocations, then those vocations should be certified. So, policy change is required. More importantly not just certification is enough but certification by whom? In our country or most countries all over the world, doctors certify doctors. The MCI certify doctors. But here, I think we are doing it totally in a wrong way. We are asking an IT company or any private entrepreneur to go and certify; and it has become a very big business. The Government prepares various schemes, printed brochures and pamphlets and they call it 'Apprenticeship Training Scheme'. This is not

'Apprenticeship Training Scheme'. In the Apprenticeship Training, it is the guilds, unions and associations involved in that vocation, they only certify. So, I think, this is the simple policy change which is required. It does not require huge amount of money and it can make a huge difference. I would like to suggest to the

Government to work with the Ministry of New and Renewable Resources and also to promote FDI because FDI is required. There are some investments worth

Rs.10,000 crore, but they produce only one or two jobs. For example, in the case of solar power, when we invest Rs.100 crore and put up a 10 MW solar plant and it creates only about 10 jobs, whereas in the case of biogas plants, if we promote biogas in a big way, in every village we can create three jobs and that is about 14 lakh jobs in the country.

SHRI MD. BADARUDDOZA KHAN: There is no doubt that India needs to equip its own work force with employable skill and knowledge. Today, the total work force in our country is nearly 487 million and out of that approximately 241 million are either skilled or they have some informal training. There are three major challenges which we are facing in our country now. The first major challenge is creation of jobs for the skilled youth. Secondly, women are almost half of the total population. The key challenge here is to increase their participation in the country's labour force which is directly linked with the economic growth of our country. Thirdly, according to NSDC, there is a severe quality gap and lack of availability of trainers in vocational education and training sector. Not only that, but some Polytechnics and some Professional Institutions also have no qualified teachers. In this situation, how can we develop the skill of the youth of our country? Then, there are some other problems. I got the name of a nodal agency from the hon. Minister. Actually that agency has no good infrastructure for such quality training. It is the situation they will give some certificate for skill development after a certain period. Actually, they will earn some money from this.

I do not know how skill will be developed. We are in a hurry to do this. So, I would urge upon the Government to allocate fund to set up at least two good working skill development centres in my constituency. There is no skill development center in my constituency. I would like to suggest the concerned

Ministry that after the elementary education, there should be a mechanism of selection within the students who are fit for higher education and the rest will go for vocational training.

SHRIMATI BUTTA RENUKA: Since time immemorial, skill development, as a concept, has been prevalent in our country though in different forms. Different skills were identified with different caste structures. As the economy developed and education spread among the people, the traditional skills are giving way to modern technology leading to unemployment among the rural artisans. This government has rightly envisaged and launched the skill development programme in a big way so as to arrest the trend of rural artisans becoming un-employed and to provide them alternate opportunities so as to become economically independent. For this purpose, I suggest that people from traditional skill-based communities like weavers, carpenters shall be trained and equipped with upgraded skills to enable them to become entrepreneurs. Special focus shall be given to the inclusion of Scheduled Castes & Scheduled Tribes, minorities, differently abled, etc., in the skill development programmes. Focus shall be placed on encouraging women entrepreneurs through appropriate incentives for women-owned business. The majority of India's vast population is of working age. Urgent and effective action is needed to capture the demographic potential of India's youth. Despite efforts to hasten and scale up the process through the creation of the National Skill Development Fund, the progress has not been very encouraging. Though India has a large number of population in prime age, it currently faces a severe shortage of well-trained, skilled workers of employers. The labour especially women who have been traditionally employed in biri manufacturing can be provided necessary skill training in alternate areas so they can be relocated to other jobs. Lastly, I would like to suggest one thing. Ten

Ministries are involved in this skill training. If the Environment and Forests

Ministry is also included in this, it will really help.

SHRI JAI PRAKASH NARAYAN YADAV: We need to give due recognition to labour and skill in order to increase employment opportunities. We will have to take up the Skill Development Programme on a large scale to give employment to those youths who are unemployed. Skill development is necessary for bringing in good days. There are so many skilled people in our country who are associated with their traditional vocations. Bhagalpur in Bihar is called the silk city. Banka is a major hub of weavers. The paintings of Madhubani are famous not only in the country but also the world over. Similarly, Banarsi sarees, brass utensils of Moradabad, glass bangles of Faizabad and locks of Aligarh are matchless and are famous the world over. Smart city would not help in removing unemployment whereas our village would become smart by way of development of skills. Today, there is a need for giving emphasis on vocational education.

Similarly, emphasis should also be given on cottage industries like bamboo and pottery. Skill development should not vie with machines. Handicapped persons should be given special facilities and we should ponder as to how employment opportunities could be created for them. There should be smooth process for providing loans from banks at cheaper rates. IITs should also be modernized because we have to come in the forefront in skill development in the world. And for this we should impart vocational training to our tribal youth. More funds should be provided to the National Backward Commission and Development

Corporations and Rashtriya Safai Karamchari Ayog. In the same way we need to strengthen the National Commission for Scheduled Castes. Finally, it is the responsibility of all us to take forward the initiatives of Skill Development.

SHRIMATI : The economies of those countries which are marching forward on the path of progress today are knowledge based. The most important component for knowledge based economy is skilled and ready to work manpower. Ours will be largest youth population by the year 2022. India can become human resource capital in the world if only we could ensure skill development opportunities to this large chunk of population as also enhance their employability. In today's emerging economies the new avenues of employment are increasing. We will have to scale up, speed up our skill development programme while ensuring its quality so that our youth could avail these opportunities. Today, the percentage of skilled people in India is far below as compared to other countries. We have a training capacity for only 43 lakh youth in various institutes of the country whereas the requirement of the industries is about 2,20,00,000.

Besides, 1,30,00,000 new people add to this workforce each year. We can easily imagine by these figures that how important skill development is for our country.

Uttar Pradesh has been a state of skilled people. Banarsi silk sarees, chickenkari and zardoji of , furniture of Saharanpur, glass bangles of Firozabad, leather goods of Agra and Kanpur, pottery of and locks of Aligarh are very famous across the world. The artisans of our state are a boon to our state and the country as well. We need to set up design institutes so that we could compete the artisans of the world and sell our Make-in-India products. We have not only to make our young generation skilled by imparting training but those who have traditional skills already should be given certificates to that effect so that they could get a decent jobs anywhere in the world. Uttar Pradesh is the first state in India which started skill development policy in 2013 to impart skill training to our youth. The state government has augmented the training capacity of ITIs in the state recognizing the importance of vocational educational and the state government has set up 80 new IITs in such tehsils and development blocks in the last four years where none existed. Besides, we have expanded the IITs which were already there and the state government has borne the entire expenditure on its own in this entire exercises. We want that the government of India should recognize this remarkable feat of the state government and provide financial assistance for setting up new IITs in tehsils and blocks where no such institutes exist. 115 government IITs have been upgraded under the PPP in the state. The

Government has set a target of providing training to 5 lakh youths in the state under the programme 'skill to all and work to all'. The state government has provided training to one lakh youth so far and the same number of youths would be provided training next year but this would not be possible with the resources of the state government alone. Therefore, we seek the cooperation of the Central

Government in this task. This scheme can work properly only when the implementing states are given a major stake in it. When training of youth is completed it takes a lot of time for their assessment. Therefore, it is imperative that the Skill Development Ministry of the Government of India should pay proper attention towards the fact that system of assessment is proper and the agencies involved in this process are adequate so that the process of assessment could be finished on time. One of the important issues is that various ministries of the

Government have been running the skill development programmes as per their own guidelines and norms. There is need to bring uniformity in this regard. As far as the assistance to the State governments given by the various ministries of the

Government of India is concerned, not much progress has been made in this regard. If the Union Government fails to make adequate allocation of funds for the skill development then the dream of Skill India will remain unfulfilled and we will lag behind others in the field of skill development. To conclude I would like to say that the Government of Uttar Pradesh have taken several historical initiatives in view of the requirement of skill development. The Union government need to support the Uttar Pradesh Government accordingly.

SHRI PREM SINGH CHANDUMAJRA: The education system of this country is the legacy of British times due to which unemployment is rampant. No arrangement was made to provide employment to those unemployed. The industries set up in the country required special level of skill and dexterity while no effort was made to develop those skills. I am of the opinion is that this Ministry is going to contribute a lot for the country. Under the Pradhan Mantri Kaushal Vikas

Yojana a target of training 24 lakh people have been set out of which 12 lakh have been enrolled. There is also a proposal to upgrade ITIs and an allocation of Rs.300 crore has been made for this purpose. I would like to suggest the hon.

Prime Minister that the implementation of this scheme should be left to the State

Governments. We have started 400 Skill Centres in Punjab this year. The sheds covering an area of five lakh square feet in our Nangal have been lying unused for the last 20 years. If the Government is willing then we can start Skill Centres at such places and there are many more such places where it can be done. I think it will reduce expenditure and benefit the people a great deal. We can also ask the industries to train a particular number of people and their failure to do so can result in disincentives for them. I think the slogan of Make in India is most likely to be achieved with the kind of seriousness shown by the Government and the priority given by it to the Skill Development Programme.

DR. BHOLA SINGH: This Pradhan Mantri Skill Development Programme is a different kind of scheme. Under this Scheme Indian youth would be trained

* Please see Supplement and they will be prepared for seeking employment in Indian industries. With the production of such industries India will become one of the most important manufacturing countries in the world. The first target under the programme is to make 24 lakh youths skilled and later on this figure would be taken to 42 lakhs.

Skill Development Centres have been opened in every district. I have paid personal visit to see that dozens of institutions have been opened for the purpose of implementing Skill Development Programme and they are instilling new ray of hope among poor. Posterity will certainly rate this Government on a very high scale.

SHRI GAURAV GOGOI: There are several challenges before the

Ministry. The biggest challenge is that the entire skill development landscape has multiple factors, multiple institutions, and multiple departments. The second challenge is the entire culture of skill development is handicapped is handicapped by the mindset of youth. The youth people are very confident about taking loans and becoming entrepreneurs. But if you ask them to get a degree in welding or plumbing they hold themselves back. We have to focus on this mental attitude in our society and remove this stigma. The third challenge that faces your Ministry is that skill development is looked as something which is urban. So, the fact that this is so urban centric is a challenge that you have to address. The fourth challenge is that 90 per cent of working people are in the informal and unorganized sector. There is no regulatory, financial, a policy support for them. How do you move this large section of Indian working population from the unorganised sector to the organised sector? It is something that the Skill Development Ministry has to look at. The achievements under the scheme are very dismal and the Government need to acknowledge it. Skill India is a great slogan. But we must measure ourselves.

We wish you the best and we hope that the Government do more in the next three years than they have done in the last two years.

SHRI BHAGWANT MANN: This is a BPL based scheme and BPL population has not been updated for years. There is a need to update it. There is a need to pay special attention towards the youth of the farming families. Punjab should be given justice in water disputes and the debt of Punjab's farmers should be waived.

DR. ARUN KUMAR: Skilled hands in China is 47 per cent, Korea 96 per cent and India 2 per cent. Unemployment is also one of the major reasons for the anarchy like situation in the country. This department was constituted for maximum utilization of human resources and speedy initiatives are being taken in

* Please see Supplement this direction. Obra carpets are world famous. Major problems are besetting our traditional skills. There should be a separate set up for traditional entrepreneurship as due to lack of encouragement skilled forces are deployed in unskilled works.

The competent expertise of the military should also be used for this. A unit should be set up in each district of the country so that complete skill entrepreneurship should be conserved, and quality should be maintained in centralized certification so that the country maintains the international norms.

SHRI RADHESHYAM BISWAS: It is estimated that only 2.3 per cent of the workforce in India has undergone formal skill training as compared to 68 per cent in UK, 75 per cent in Germany, 52 per cent in USA and 96 per cent in South

Korea. The new programme aims at providing training and skill development to

500 million youth of our country by 2020, covering each and every village. The emphasis is to skill the youths in such a way so that they get employment and also improve entrepreneurship. The training program must be on the lines of international level so that the youths of our country can not only meet the domestic demands but also demand of other countries. We need a huge fund and latest

North-Eastern states is insufficient to meet the requirements of the region itself.

There is a unique requirement in training depending on natural resources, industry and native trades. I would request the Government to take steps to establish new

ITIs in the region as well as in my constituency, Karimganj, which is very backward economically, industrially and in infrastructure development. The Union

Government announced to open a new scheme under the banner of "venture fund and startup centre". I would request to start this scheme immediately in north eastern zone on priority basis as well as in my constituency.

SHRI DUSHYANT CHAUTALA: Those below 15 years should also be imparted skill training as at present even 12-13 years old have skills inherited from family members. ITIs and skill development centres are being set up. Are companies like Toyota being able to set up their branches in these centres where youths can be employed. Are we imparting skill development to women self help groups? In Bikaner women make Lijjat Papads by hand. The handmade papads are tastier than machine made papads. Are we being able to promote this as an art under skill development. Our traditional skills are also a kind of 'skill'. I feel that this department think about the workers, the farmers to improve their expertise.

Haryana. The biggest problem is that no youth wants to go and take training there.

The Ministry should think of ways to attract the youths there. Why not link self help groups in the country with different skills. Each MP is a member of the district vigilance monitoring committee. Self help groups come under these committees. Why not all MPs make efforts that in on village certain skill expertise is developed. If skill development is made a Union subject then youths of the country will be employed and there will be progress.

SHRI KAUSHALENDRA KUMAR: The entire country is discussing skill development. I thank the concerned minister who consulted every MP and had a center opened in each MPs district. All the skills should be categorized statewide and district wise. In each district the concerned MP should be consulted before opening centres there. Just as the hon. Minister and the Prime Minister are making efforts to increase employment similarly is our effort in this regard. By

Doctors, engineers those coming out of ITI and apprentices are unemployed in Bihar. We have to provide employment to them. In some places in I have seen engineers working as electrician are earning rupees

5,000 or 8,000 per month. My request is that skill should be imparted as per the requirement. The national university which is to be opened should come up in

Bihar so that the youths there get employment.

SHRI RAJESH RANJAN: From the beginning economic freedom was advocated in the country because political freedom is no solution to the problems in this country. One cannot think of political freedom without economic freedom.

The capitalist have taken over the works of potter, nishad, woodcutter, adivasi, goldsmith, ironsmith, bangle makers etc. If the children of Nishad, poor and the weaker section swim cross ganga river, they get no respect but if your and my son swims 300 meters in Delhi is the greatest swimmer in the world. If the government wants to implement skill development scheme then why not implement compulsory and common education? If we talk of respect of dalits since 125 years then why not make provision for 50 per cent reservation as advocated by Baba Saheb Ambedkar. Each year Rs. 6,000 crores would be

Dalits have 1,200 seats in IITs but not only 800 students are admitted. Similarly, the total number of admissions of dalits, SCs and STs in DU is not even 7,000-8,000. Why does the government not implement the co-operative system. Today the capitalist have taken away the skills of the poor. In malls everything is sold from vegetables to milk, butter etc. The common man has lost his employment avenues. My only request is will the government give the status of industry to agriculture? Will the government assist in marketing? Will employment be provided as per the education? Will the government development employment on the basis of geographical, social and cultural basis? As long as capitalists wield power no matter how many skill development schemes are introduced, in my view justice cannot be done with the poor. For this employment will have to be provided.

India. The budgetary allocation for the Ministry of Skill Development and

2016. I would like to know the reason from the hon. Minister. This year, the allocation is Rs. 1,700 crore. You may kindly see that the Plan allocation was Rs.

1,700 crore, out of this, 1,350 crore has been allocated to the National Skill

Development Corporation, which has been in existence since 2010 during the time of the UPA Government. What is the purpose of having a new and separate

Ministry? I also fully agree with almost all the hon. Members who have cited, even former President of our country, late A.P.J. Abdul Kalam, that if the country has to grow, definitely we have to concentrate on youth. Only 4.69 per cent of the total population has been formally trained. There is a flagship programme of the

Government of India called the Prime Minister's Kaushal Vikas Yojana. It is being implemented through the National Skill Development Corporation. I would urge upon the hon. Minister to kindly evaluate the performance of this training scheme.

I would like to give two suggestions to the Minister. Instead of wasting money in giving such type of formal training for 15 to 30 days, it is better to have an organised and structured training throughout the country empowering the Industrial

Training Institutes, Polytechnics and Vocational Higher Secondary Institutions. I would also like to suggest to the Minister that this Ministry should coordinate with all the Ministries and the Departments of the Government of India so as to have a better coordinated mechanism in skill development. DR. SATYA PAL SINGH: I rise to speak on the Demands for Grants of this important ministry. I would like to draw the attention of this august House towards certain important points. Earlier the villages of this country where self reliant because village people had skill and other technical knowledge required.

So, let us not look towards the other countries in each and every matter and have faith in our country also. When our country gained independence, then we did not pay attention towards the skill development. During the year 1950 India had the highest per capita income among the other countries like Israel, Germany and

Japan. After the span of 60 years, in 2010 the per capita income of Israel,

Germany and Japan was 34 times, 48 times and 72 times more than our country respectively. I would like to give few suggestions in this regard.

PROF. SAUGATA ROY: I rise to speak on the Demands for Grants of the

Ministry of Skill Development and Entrepreneurship. I support the setting up of the Ministry in November, 2014. I also welcome the announcement of the Pradhan

Mantri Kaushal Vikas Yojana, which was launched in July, 2015. I also agree that the target set of producing 50 crore of skilled people by 2050 is a good target.

* Please see Supplement Today, of our total workforce only 10 per cent workforce is skilled. So, this is an urgent need of creating skilled people. We need to impart modern skills. Now, a budget estimate of Rs. 1,800 crore has been placed. This, Rs. 1800 crore, is a paltry sum for such a huge job of skill development. I want to tell you that we need not only investment of money in skill development but we need a massive change of mindset as far as skilled work is concerned. On skill development, now

I want to point out two things to the hon. Minister. One is the need about skill certification. Certification should be given by industry associations. We need trained people not only for the manufacturing industry but also we need people to have soft skills like gardening and barber profession.

SHRI PREM DAS RAI: We are completely in agreement that skill development is one of the most vital needs of this country and the targets set by the

Ministry are in accordance with the job at hand. We need to have a very balanced approach in the way in which skills will be developed in our country. But one of the things that we can see here is the utter lack of resources that have been put behind this. Mere Rs. 1,770 crore is not up to the mark. So, the amount needs to be moved up substantially. There is a National Skill Development Corporation. I would like to ask the Minister that it is in the PPP mode. How do we measure the quality of the product, specially in the Pradhan Mantri Kaushal Vikas Yojana.

Finally, in Sikkim we had the skill development as the State Capacity Building Mechanism, which we have already built. I would request the hon. Minister to support our capacity building exercise and our skill building exercise, in full.

SHRI RATTAN LAL KATARIA: I rise to support the demands for grants of the Ministry of Skill Development and Entrepreneurship. Various schemes under Pradhan Mantri Skill Development Programme have been launched and we are getting their results. By 2016, hiring of the job in India in comparison to the other countries is likely to increase upto 90 per cent. Lot of employment opportunities are likely to be created by the e-commerce and start up activities undertaken through skill development. Even after the 68 years of independence only 2.5 per cent people are trained in skill development. Whereas in the developed countries this figure varies between 90 per cent to 80 per cent and in some countries it is 56 per cent also. By the year 2055 India is likely to be the largest job provider country in the whole world. My Lok Sabha parliamentary constituency Ambala is a leading destination where maximum scientific work is undertaken. Various types of industries are operating in my parliamentary constituency. We are trying to give attention towards them also. We are trying to advance the skill development programme under the able leadership of our hon.
