Islamist thought in Turkey contains new elements, but it also has deep roots in the tradition of Islamic political thought. As such by devotion to the traditional renewal (tajdid), it reflects a continuing dimension of Islamic political theory. It is also important to understand the specific intellectual settings within which Turkish Islamism has evolved. Islamist depictions of state and democracy whether in the Empire through Islamist identification of shura with constitutional regime or in the Republican period through Necip Fazıl Kısakürek’s totalitarian Başyücelik State, seem to be influenced by the political ideologies of their times such as liberal constitutionalism (in the Empire), and totalitarian aspects of communism, fascism, and Kemalism (in the Republic). Hence, Islamists of the second constitutional period perceived Islam a “soft ideology” whereas Islam became a kind of “hard ideology” in Kısakürek’s formulation, determining every aspect of political, societal and individual life. These analyses are also related to another argument that the tradition of Islamic political thought is open to different Islamist readings, both as authoritarian/totalitarian formulations and as democratic openings. This study also argues that Islamist intellectuals have a tendency of mixing modern notions such as progress and ideology with traditional material/grammar to face the challenge of western modernity. In order to reach an Islamic modernity, the concept of Islamic civilization constitutes a platform for the transformation and interaction of the elements of continuity (traditional grammar) and change (progress and ideology). This dissertation also suggests that Islamists are basically keen to see democracy as the limitation of an arbitrary/despotic rule and as the establishment of the rule of law, implying a rather Schumpeterian conceptualization of democracy: a type of government and procedure in electing those who rule people. The question of whether Islam is compatible with democratic values should be reworded in the way that whether Islamist interpretations/reconstructions of Islamic tradition were/are compatible with democratic values or not. This thesis also tries to give an insight about the Islamist stance towards Kemalist ideology and the impact of Kemalism on Islamism. Türkiye’deki İslamcı düşünce yeni unsurlar taşımakla beraber İslami siyasi düşünce geleneğinde derin köklere sahiptir. Bu itibarla, geleneksel yenilenme (tecdid) nosyonuna olan bağlılık, İslami siyasal teorinin süreklilik unsurunu yansıtır. Türk İslamcılığının evrildiği spesifik entelektüel ortamları anlamak ta önemlidir. Gerek imparatorluk döneminde, şurayı meşrutiyetle aynileştirirken, gerekse Cumhuriyet döneminde Necip Fazıl Kısakürek’in totaliter Başyücelik Devleti’ni sunarken, İslamcı devlet ve demokrasi kavramlaştırmaları kendi zamanlarının liberal anayasacalık, ve komünizm, faşizm gibi ideolojilerin totaliter yanlarından ve Kemalizmden etkilenmektedirler. Böylece, İslam, ikinci meşrutiyet dönemindeki “yumuşak ideoloji” konumundan Kısakürek’in formülasyonunda siyasal, toplumsal ve bireysel hayatından herbir yönünü belirleyen “sert ideoloji” olmaya dönüşmektedir. Bu analizler diğer bir argümana da ilintilendirilmiştir: İslami siyasi düşünce geleneği hem otoriter/totaliter hem de demokratik açılımlı farklı İslamcı okumalara açıktır. Bu çalışma, İslamcı aydınların Batı nodernliği ile yüzleşmek için, terakki ve ideoloji gibi modern nosyonları geleneksel materyal/gramer ile birleştirme eğiliminde olduklarını iddia etmektedir. İslami bir modernliğe ulaşabilme hedefinde, İslam medeniyeti kavramı, süreklilik (geleneksel gramer) ve değişim unsurlarının (terakki ve ideoloji) dönüşüm ve etkileşim platformu olma özelliğini taşımaktadır. Bu tez İslamcıların temel olarak demokrasiyi despot iktidarın sınırlandırılması, ve hukuk devletinin kurulması olarak görmeye yatkın olduklarını tartışmaktadır ki bu Schumpeteryan bir demokrais anlayışına karşılık gelir: halkı yönetecek olanları seçmede bir hükümet tarzı ve prosedür olarak demokrasi. İslamın demokratik değerlerle uyumlu olup olmadığı sorusu İslamcıların geleneği yorumlarının/kurgulamalarının demokratik değerlerle uyumlu olup olmadığı şeklinde yeniden formüle edilmelidir. Bu tez, İslamcı duruşun Kemalist ideolojiye bakışını ve Kemalist ideolojinin onun üzerindeki etkilerini aydınlatmaya çalışmaktadır.     72 The English Republic DOROTHY THOMPSON By the second half of the eighteenth century, England must have seemed the European country most likely to dispense with monarchical and aristo- cratic government. English kings had been by-passed, dethroned, even decapitated for the protection of the protestant faith and the sanctity of parliamentary government. Legitmacy in English monarchs came second to adhesion to acceptable political and religious views. The ruling house of Hanover was unpopular with many sections of the populace, a populace notorious for its and unruly and levelling behaviour. A cheap and expanding press fed a sophisticated and organised public opinion among the lower orders. In 1779 increasing concern with political and clerical authority errupted into major riots against catholic relief and against the refusal of parliament to modify the relief bill in response to mass petitioning. The riots, which took the name of the instigator of the petitions, Lord George Gordon, also took in attacks on poll booths and prisons, the symbols of state power. Two hundred people perished in the military confrontation by which the rioters were brought to heel, and other European states, particularly France, where central control and policing were more powerful, looked on in horror. By the opening of the twentieth century, however, the death of a monarch brought hundreds of thousands of mourners into the streets in England, and by the close of that century Britain was one among a group of north European countries in which a stable democracy existed under a monarchical system. It is one of the curious aspects of British history that there has not been in England, at least since the seventeenth century, a republican party.

On the other hand, it was also observed as contradicting to the Islamic law. During the Ottoman era, cash foundations were generally accepted as 1 OTTOMAN SOCIETY valid and legal institutions, except for a short prohibition period in the mid- sixteenth century. Depending on its increasing importance, it became the subject of a fevered discussion in the mid 16th century among the Ottoman scholars. The discussion process took a few decades to conclude, and as a result of the Tahsin ÖZCAN' discussion, cash foundations were banned for a few years. But finally, the issue was re-examined by a group of scholars and it was declared that cash foundations are legal and void according to the Islamic Law (Hanafite School). In this paper, the process of the legitimization of the cash foundations is analyzed and discussed ÖZET in detail. Starting from 11 December 1908, Vahdeti edited a daily newspaper, named Volkan (Volcano), until 20 April 1909. He personally published a number of writings in Volkan, and expressed his ideas on multiple subjects ranging from politics to the social life in the Ottoman Empire. His harsh criticism that targeted the policies of the Ottoman Committee of Progress and Union (CUP, Osmanlı İttihâd ve Terakki Cemiyeti) made him a serious threat for the authority of the CUP. Vahdeti later established an activist and religion- oriented party, named Muhammadan Union (İttihâd-ı Muhammedi). Although he was subject to a number of studies on the Second Constitutional Period due to his alleged role in the 31 March Incident of 1909, his ideas were mostly ignored and/or he was labelled as a religious extremist (mürteci).

    Bir Keşf-i Kadim Olarak Büyük Doğu Ve Necip Fazıl BİR KEŞF-İ KADİM OLARAK BÜYÜK DOĞU VE NECİP FAZIL Büyük Doğu yani “Doğunun doğuşu”. “Rüzgardan hafif topuklarla içimizdeki iklimlere doğru ruhani ve ince bir sefer” ediş hali. “Büyük Doğu, İslamiyet’in emir subaylığı…” “Büyük Doğu, İslam içerisinde ne yeni bir mezhep, ne de yeni bir içtihat kapısı…” Sadece “Sünnet ve Cemaat Ehli” tabirinin ifadelendirdiği mutlak ve pazarlıksız çerçeve içinde, olanca saffet ve asliyetiyle İslamiyet’e yol açma geçidi; ve O’nu eşya ve hadiselere tatbik etme işi…”[1] Bu durumda Büyük Doğu bir keşf-i kadimdir. Allah Resulü’nden (s.a.v.) günümüze kadar intikal eden İslami anlayışın keşif ve tatbikinden ibarettir. Bidayeti Mevcut haliyle Büyük Doğu, İslam’ın zuhuruyla başlar. Mazrufunu sahabenin mücadele tarzı doldurmaktadır. Tarih içerisinde görülen Büyük Doğu’nun sahabe devrinden tek farkı zarf değişikliğidir. Fakat zarf, mazrufa (sahabe devrine) nispetle kendini kıymetlendirirken “köle, bir emir subayı” olduğuna vurgu yapar. Yani Allah Resulü (s.a.v.) ve sahabeden intikal eden manaya bağlı kalmak Büyük Doğu’nun esasını teşkil eder. İlkeleri Büyük Doğu’nun mazrufunda pazarlıksız iman, tefekkür, amel ve dava şuuru vardır. Orada “iman” her şeyden öndedir. Mümin, tefekkürden önce “Ne getirdin, götürdün bildirdinse amenna” deme bahtiyarlığına erer. Tefekkür, iman ettikten sonra başlar ve Allah’ın zatı dışında her şeyi kapsamı içerisine alır. Amel imandan sonra gelir ve “salih” olabilmesi için de İslam’ın belirlediği esaslar çerçevesinde kıymetlendirilir. Bütün bunların neticesinde müminde gözünü kırpmadan her şeyini feda edebilecek bir dava ruhu tezahür eder. Sahabe imanla başlayıp dava şuuru ile kemale eren meratibi en güzel şekilde ortaya koyan insanlık tarihinin en muazzez kuşağıdır.

İstiklal Marşı şairi olarak da bilinen Akif, Türk halkının gönlünde taht kurmuştur. Sadece Türkiye’deki Türklerin değil, diğer coğrafyalarda yaşayan Türklerinde gönlünü fethetmiş, sevgisini kazanmıştır. Çalışmamızda, Mehmet Akif’in İslamcılık fikirleri ve faaliyetleri hakkında bilgi verilmeye çalışılmıştır. Akif’in İslamcılık fikri için yaptıklarına değinilmiştir. Onun İslamcılık anlayışı ve beklentilerinin neler olduğu ve bu beklentileri gerçekleştirmek için yaptığı çalışmalar dikkate alınmıştır. Akif halkı, Asr-ı Saadet zamanındaki İslam yaşamı gibi, bir hayatın yaşanması gerektiği fikrini savunmuştur. Bunu vaazlarında dile getirmiştir. Burada Akif’in daha çok Anadolu’da verdiği vaazlara dikkat çekilmek istenmiştir (Kastamonu Nasrullah Camii Vaazı, Balıkesir Zağanos Paşa Camii Vaazı gibi). Mehmet Akif’in Milli Mücadele’deki faaliyetleri ve fikirleri verilmeye çalışılmıştır. Akif, Müslüman toplumların, Gayr-ı Müslim toplumların boyunduruğu altında yaşayamayacağı fikrini savunmuştur. Osmanlı devletinin yıkılma sürecine girmesinden dolayı, imparatorluğun bünyesinde yaşayan devletlerin kendi kaderinin tayin etmesi gerektiği fikrini savunarak, Milli Mücadeleye her alanda destek vermiştir. Bu doğrultuda Anadolu’nun çeşitli yerlerinde vaazlar vermiş, halkın milli mücadeleye destek vermelerini istemiştir. Ayrıca, çalışmamızda Akif’in Sebilü’r-reşad ve Sırat-ı Müstakim’deki konumu hakkında bilgilere de yer verilmiştir. Akif, bu mecmualar aracılığıyla Milli Mücadeleyi eserleriyle desteklemiştir. Akif’in siyasi yönü üzerinde de durulmuştur. O siyasetin her türlüsünden kaçınmıştır, daha ileri giderek siyaset kelimesinden bile uzak durmuştur. Siyasetten Allah’a sığınmıştır.
