AMENDMENT IN THE ENVIRONMENTAL CLEARANCE FOR THE PROPOSED CONSTRUCTION OF RESIDENTIAL DEVELOPMENT CHAPTER 1 - INTRODUCTION 1. INTRODUCTION 1.1 BACKGROUND OF THE PROJECT M/s. VGN Developers Private Limited has proposed to establish residential development at T.S.No. 22/5, 23/4, 24/4, etc., of Block No. 2, Alandur Village, Mambalam - Guindy Taluk, Chennai district. VGN has obtained Environmental Clearance from State Environmental Impact Assessment Authority, Tamil Nadu for construction of residential development vide letter No. SEIAA-TN/F-2413/EC/8(b)/382/2014 dated: 30.03.2015 and the copy of the same is enclosed as Annexure I. Environmental clearance has been obtained for 1,334 units of Combined Basement 1 & 2, Block A - Stilt + 1 to 14 Floors; Block B - Stilt + 1 to 14 Floors; Block C - Stilt + 1 to 14 Floors; Block C (LIG) - Stilt + 1 to 14 Floors with the total built up area and plot area of 2,13,220.989 sq.m and 42,329.50 sq.m respectively. During execution it is proposed to increase the number of dwelling units as per present market scenario and its demand. Hence, it is proposed to construct 1,559 dwelling units in the same total land area 42,329.50 sq.m with the total built up area of 2,23,128.78 sq.m. Due to change in project there will be changes in the project components like population, water requirement, wastewater generation and solid waste generation due to the modification. 1.2 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT 1.2.1 Project Proponent VGN was established in the year 1942 and has successfully carved a niche for itself in the ever-dynamic real estate industry over the last 75 years. The project is categorized as Category ‘B1’ in Schedule 8(b) Township and Area Development Projects with built up area more than 1,50,000 sq.m as per the Environment Impact Assessment Notification, 2006, as amended and it requires Environmental Clearance from SEIAA, Tamil Nadu. 1.4 SCOPE OF THE STUDY The scope of study is limited to assessment of impact associated with proposed construction of area development of Environment Management Plan for safeguarding the core and buffer zone environment of this town with reference to the following components: To conduct literature review and to collect data relevant to the study area Establishing the baseline environmental aspects in and around the project site Identifying various existing pollution loads due to various activities Predicting incremental levels of pollutants in the study area due to the proposed expansion Evaluating the predicted impacts on various environmental attributes in the study area by using scientifically developed and widely accepted environmental impact assessment methodologies To prepare an Environment Management Plan (EMP), outlining the measures for improving the environmental quality in view of future expansion for environmentally sustainable development Identifying critical environmental attributes that are required to be monitored in the post-project scenario. 2 AUGUST 2017 AMENDMENT IN THE ENVIRONMENTAL CLEARANCE FOR THE PROPOSED CONSTRUCTION OF RESIDENTIAL DEVELOPMENT CHAPTER 1 - INTRODUCTION The area falling within 10 km radius from the project site is defined as the study area. 1.5 APPLICABLE ENVIRONMENT REGULATORY FRAMEWORK The proposed project will follow and function under the following Rules, Acts & Regulations that are formulated by the government of India in order to protect the environment and ensure development takes place in a sustainable way. According to the International Association for Impact Assessment, Environmental Impact Assessment can be defined as: ‘The process of identifying, predicting, evaluating and mitigating the biophysical, social, and other relevant effects of development proposals prior to major decisions being taken and commitments
