Book IV – Function of the Church: Part I – the Sacraments
The Sacraments The Catholic Church recognizes the existence of Seven Sacraments instituted by the Lord. They are: Sacraments of Christian Initiation: Baptism, Confirmation, and the Eucharist Sacraments of Healing: Penance (Reconciliation) and Anointing of the Sick Sacraments at the Service of Communion: Holy Orders and Matrimony Code of Cannon Law: Book IV - Function of the Church: Part I - The Sacraments The Sacraments (Code of Canon Law; Cann. 840-848) Can. 840 The sacraments of the New Testament were instituted by Christ the Lord and entrusted to the Church. As actions of Christ and the Church, they are signs and means which express and strengthen the faith, render worship to God, and effect the sanctification of humanity and thus contribute in the greatest way to establish, strengthen, and manifest ecclesiastical communion. Accordingly, in the celebration of the sacraments the sacred ministers and the other members of the Christian faithful must use the greatest veneration and necessary diligence. Can. 841 Since the sacraments are the same for the whole Church and belong to the divine deposit, it is only for the supreme authority of the Church to approve or define the requirements for their validity; it is for the same or another competent authority according to the norm of can. 838 §§3 and 4 (Can. 838 §3. Religious Institutes-Structures Under Canon Law I will be using the terms religious institute, religious order and reli- gious congregation interchangeably. There is a canonical distinction be- tween religious congregation and religious order; the former's members take simple vows, the latter's members take solemn vows, a distinction of importance in regard to the ownership of property which I will elaborate on shortly. Religious institute is the canonical term, religious order is fa- vored in civil law and by the IRS, and religious congregation and religious community are the more popular terms. A religious institute comes into existence when a group of Catholic Christians who choose to live a common life in service to God's people on behalf of the Church receive the Holy See's or a local bishop's approval. -

DECEMBER 2014 NEWSLETTER POPE FRANCIS RAISES THE MISSIONARIES OF THE POOR TO THE STATUS OF PONTIFICAL RIGHT “THE LORD HEARS THE CRY OF THE POOR” (Ps. 34) His Holiness, Pope Francis, by formal decree, has approved the Missionaries of the Poor (MOP) as Lay Religious Institute of PONTIFICAL RIGHT on December 8, 2014, feast of the Immaculate Conception of the Blessed Virgin Mary. Institutes of pontifical right are those erected or approved by the Holy See by formal decree. MOP was founded by Very Rev. Fr. Richard Ho Lung in 1981. It is an international monastic order of Brothers, Priests and Sister dedicated to "Joyful Service with Christ on the Cross" to serve the poorest of the poor. It has now grown to over 550 brothers from 13 countries serving the Lord in nine missions around the world. With hearts full of gratitude to God, together with our Blessed Mother Mary, and our Poor, we sing the Magnificat: “My soul proclaims the greatness of the Lord, my spirit exults Very Rev. Fr. Richard Ho Lung, founder of in God my Savior! He has looked upon his servant in her lowliness, with favor on the humble estate of the Missionaries of the Poor. his servant” (Luke 1: 46-48). CONGRATULATIONS TO THE NEW MOP SUPERIOR GENERAL BROTHER AUGUSTO SILOT JR! THE MISSIONARIES of the Poor has elected a new superior general, Brother Augusto Silot Jr., to succeed Father Richard Ho Lung, who founded the institution dedicated to serving the poorest of the poor, and has served at the helm since 1981. -

CRAGC APRIL 30, 2020 INFORMATION FOR RELIGIOUS INSTITUTE MEMBERS [Website] CURRENT CIRCUMSTANCE AND NEEDS IN RELIGIOUS LIFE IN AUSTRALIA IN 2020 Catholic Religious Australia (CRA), a public juridic person, has resolved to accept responsibility to put in place appropriate governance and management initiatives for religious institutes moving towards completion. The proposal for CRA Council to be appointed to the role of Commissary is a response to current circumstances and trends within Religious life in Australia which need to be acknowledged, addressed and planned for. A Commissary is a Canonical Congregational Administrator, who performs the leadership functions for a Religious Institute that no longer has the members available or competent, to exercise leadership roles. The Commissary is appointed by an Ecclesial Authority, the Holy See in the case of a pontifical institute or the diocesan bishop in the case of a diocesan institute. In the recent past in Australia and overseas the role of commissary for religious institutes not able to provide their own leadership has been accepted by the leader of another institute. But the numbers of suitable religious to take the responsibility of Commissary are diminishing whilst the projected need will grow rapidly over the next 3 – 10 years. Letter from the Vatican: First Penance, First Communion
LETTER FROM THE VATICAN: FIRST PENANCE, FIRST COMMUNION Children must receive the sacrament of penance before they receive their first communion, according to a letter sent to the world's bishops by the Vatican Congregations for the Sacraments and Divine Worship and for the Clergy. In the letter, dated March 31 but released May 19, the congregations say that in spite of a 1973 declaration on this matter, it is apparent that "dissension and doubts" still exist in some parts of the church regarding the order in which children are to receive these sacraments. Thus, they say, it is necessary to explain once again the "mind and force of this declaration," which states that the 1910 decree of Pope Pius X, "Quam Singulari," is the norm to be followed "everywhere and by all." Immediately below is the text of the letter. It is followed by a brief, formal reply to an inquiry from a religious institute - one of many such inquiries and requests the congregations have received, the letter states. Even though the declaration Sanctus Pontifex was published on May 24, 1973, by both the Sacred Congregations for the Discipline of the Sacraments and for the Clergy (cf. AAS 65, 1973, 410), nonetheless, in some parts of the church and in some catechetical centers, dissension and doubts still remain about the ecclesiastical discipline which regards children's receiving the sacrament of penance before they receive their first communion. Many inquiries and requests have come to this apostolic see from bishops, from priests, and from parents. An apostolic religious institute which exercises its ministry in many countries posed the question explicitly whether, after the promulgation of the declaration, it was allowed, "as a general rule," to receive first communion without previous confession in those parishes in which this had become common practice. -

Order 6-7. The Archdiocese recognizes that these questions were not fully explored in the parties’ briefing on the motion to dismiss and that, due to the coronavirus, the Court was unable to address these issues at oral argument. Accordingly, the Archdiocese respectfully asks the Court to reconsider the ruling with the benefit of additional clarity on the key canon-law matters it has identified. Taking the Complaint and exhibits as true, and taking judicial notice of undisputed canon law, the Archbishop’s directive to Cathedral could not be appealed within the Church, and the Archbishop is the “highest ecclesiastical authority”—as the Order uses that term—over Cathedral’s affiliation with the Catholic Church. Should the Court in considering this jurisdictional question under Rule 12(b)(1) wish to consider evidence on how canon law governs the relationships among Cathedral, the Archbishop, and the broader Church, the Archdiocese submits an affidavit from Fr. Joseph L. Newton, an expert in canon law, attached as Exhibit A. -

Diocese of Sacramento Employment/Ministry in the Church Pre-Application Statement “Go out to the whole world and Proclaim the Good News to all creation.” (Mark 16:15) MISSION STATEMENT OF THE DIOCESE OF SACRAMENTO We, the People of God of the Catholic Diocese of Sacramento, guided by the Holy Spirit, are called by Christ to proclaim the Good News of the Kingdom of God through prayer, praise and sacraments and to witness the Gospel values of love, justice, forgiveness and service to all. All Christ’s faithful, by virtue of their baptism, are called by God to contribute to the sanctification and transformation of the world. They do this by fulfilling their own particular duties in the spirit of the Gospel and Christian discipleship. Working in the Church is a path of Christian discipleship to be encouraged. Those who work for the Church continue the mission and ministry of Christ. Their service is unique and necessary for the life and growth of the Church. This has been our tradition from the beginning, as echoed in the words of St. Paul who worked with and relied on other men and women in the work of spreading the Gospel. St. Paul was known to acknowledge and thank them, at times calling them, “my co-workers in Christ Jesus” (Romans 16:3- 16). The Church needs the services of dedicated lay persons who have a clear knowledge and proper understanding of the teachings of the Church and a firm adherence to those teachings, and whose words and deeds are in conformity with the Gospel. -

1 From the General Curia3 Decree of Establishament of the Province of Saint Vincent de Paul – Spain The undersigned, Father Tomaž Mavrič, Superior General of the Congregation of the Mission (Padres Paúles), a Society of Apostolic Life and of Pontifical Right, established on January 25th, 1625, with residence at Via dei Capasso, #30, 00164, Rome (Italy). Pope Urban VIII gave pontifical approval on January 12th, 1633 through the publication of the Bull, Salvatoris Nostri. In accord with canon #621 of the Code of Canon Law and article 107.3 of the Constitutions of the Congregation of the Mission and after verifying that the conditions established in the Constitutions for the erection of a new Province within the Congregation have been fulfilled, I, as the legitimate authority responsible for the erection of provinces of the Congregation with the consent of the General Council, DECREE [1] To canonically establish the entity known as the PROVINCE OF SAINT VINCENT DE PAUL – SPAIN, a province of the Congregation of the Mission (Padres Paúles) which will enjoy all the rights, privileges, and faculties and will have the duties and obligations that correspond to provinces and that are in accord with the law that is applicable to our Congregation. The beginning Everything started from father Gemelli’s inspiring ideas. He had the project of founding a Catholic University, the dream of Italian Catholics, to overcome at last the cultural inferiority caused by the Non expedit of the Church. (The Non expedit was a Vatican disposition forbidding the participation of Catholics in politics). The Non expedit (you cannot) had, in fact, a strong influence and caused the detachment of the majority of Catholics from political life. Father Gemelli believed that, to make the University strong and lasting, it was absolutely necessary to have a spiritual institution including people at all levels (professors, assistant professors, technical and financial staff, public relations staff and even door-keepers) supporting its life and activities by all means. He thought of the possibility of a lay consecration to God in the world, with vows taken secretly by lay people. The initial problem was that this type of consecration was considered impossible and unimaginable at that time, as it did not exist in the canon law. He started, however, with the women’s Institute of “the Missionaries of the Kingship of Christ” originated within the Third Order as “a branch of the great and prolific Franciscan tree”. The first twelve “Franciscan Tertiaries of the Social Kingdom of the Sacred Heart” consecrated themselves to the Lord, in the little choir of the church of San Damiano in Assisi, on the nineteenth of November 1919. This was before the foundation of the Catholic University of the Sacred Heart that took place in 1921. These early Missionaries, through their witness of consecrated life in the world, gave a great contribution to the official acknowledgement of this special vocation by the Church.
