It was incorporated in the year 1975 as a public sector company to accelerate power development in the country as a wholly owned company of the Government of India. In pursuit to achieve its target to eliminate energy and peaking shortages in the country, NTPC Ltd proposes expansion of Super Thermal Power Plant from 2000 MW to 2500 MW at Shakti Nagar, Sonebhadra District, Uttar Pradesh. 1.1 Site and Surroundings The plant site is located in Shakti Nagar, Sonebhadra district of Uttar Pradesh, having latitude and longitude of plant center 24°06' 04" N and 82° 42' E respectively. The Singrauli STPS is approachable from Renukut-Singrauli road through an approach road already constructed during Stage-I of this Station. Nearest railway station is Renukut located at a distance of about 60 kms. The site is approachable via Waidhan (MP) and is about 8 kms from Waidhan. The nearest airport is Varanasi located at a distance of approximately 200 km from the project site The Terms of Reference (TOR) for EIA report was accorded by MOEF Vide Letter No. J-13012/7/2009-IA.II(T) dated 25/05/2009 for carrying out the EIA study. The Environmental Impact Assessment (EIA) study is awarded to M/s Vimta Lab Ltd, Hyderbad. The baseline data monitoring was started in September 2009. However, EIA report is prepared based on the five months data from October 2009 to February 2010 covering post monsoon and winter seasons. 1.2 Land Requirement The expansion of Super Thermal Power Plant from 2000 MW to 2500 MW at Shakti Nagar, Sonebhadra District, Uttar Pradesh of the project will be accommodated in 4491 acres that is already available for Stage-I and Stage-II. However an additional land of 300 acres will be required for ash pond. There is no forest land present in the proposed ash disposal area. 1.3 Water Availability and Requirement The make up water for the plant is proposed to be drawn from hot water channel of Stage I & II. However, water availability of 20 cusecs has been obtained from Rihand reservoir vide letter no. 36.1- 24-P-3/2004-31(J N)/2003 dated 28th January, 2004. Normal make up water requirement for the proposed expansion project would be about 1835 m3/hr with ash water re-circulation system in operation. However, whenever ash water system needs to be operated in once thru mode, water drawal shall be of the order of 2800 m3/hr. Executive Summary VIMTA Labs Limited, Hyderabad DOC. NO.:0 Report for Singrauli STPP Expansion Stage-III (1 x 500 MW) ISSUE DATE: 10.06.2010 Page : E-2 1.4 Fuel Availability & Requirement Coal requirement for Super thermal power plant is estimated as 3.0 MTPA, considering average GCV of 3300 - 3700 kcal/kg and 90 % PLF. Ministry of Coal, Government of India vide letter dated 09.03.2010 recommended to Coal India Limited for issue of letter of assurance for coal commitment for Expansion of STPP, Singrauli. Coal is proposed to be met from Jayant coal mines of Northern Coal Fields through Indian Railways network. The coal quality considered in EIA is.as follows: Ash 35 % GCV (kcal/kg) 3300 œ 3700 Sulphur(Max) 0.4 C - 0.5 % 1.5 Transmission System The power generated will be evacuated through a transmission system to be evolved and implemented by Power Grid Corporation of India Ltd. 1.6 Project Description NTPC Ltd proposes Expansion of Super Thermal Power Project from 2000 MW to 2500 MW, which is intended for faster implementation of power and other infrastructure projects in the country. At present, land of about 4491 acres is in the possession of NTPC Ltd. The estimated cost of the project is Rs. 2973 Crores, which includes Rs. 45 crores for environmental protection measures. The environmental setting of the proposed plant site is given in Table-2. The study area map of 10 km radius is also given in Figure-1.
