The Impact of Tariff Preference Levels on US Textile and Apparel
Office of Industries Working Paper ID-053 September 2018 The Impact of Tariff Preference Levels on U.S. Textile and Apparel Trade Mahnaz Khan Abstract Certain U.S. bilateral or multilateral free trade agreements contain tariff preference levels (TPLs) that permit a limited quantity of specified finished textile and/or apparel goods to enter the U.S. market at preferential duty rates despite not meeting the agreement’s required tariff shift rules. This article seeks to examine the effect of TPL provisions that have expired, or will expire in 2018, on U.S. textile and apparel imports and exports from certain FTA partners, including Bahrain, Nicaragua and Costa Rica (under CAFTA-DR), Morocco, Oman, and Singapore. It will discuss import and export trends after TPL implementation and in some cases, TPL expiration, in the context of an FTA partners’ industry structure and competitiveness as a U.S. textile and apparel supplier. Such trends vary widely across countries, and analysis of the factors influencing these trade flows suggests that the effectiveness of TPLs is dependent upon myriad factors, including the structure of the partner country’s textile and apparel sector, the country’s competitiveness as a U.S. supplier, and existence or absence of relationships with U.S. textile firms. By: Ouidyane Elouardaoui ABSTRACT Arab media has experienced a radical shift starting in the 1990s with the emergence of a wide range of private satellite TV channels. These new TV channels, such as MBC (Middle East Broadcasting Center) and Aljazeera have rapidly become the leading Arab channels in the realms of entertainment and news broadcasting. These transnational channels are believed by many scholars to have challenged the traditional approach of their government–owned counterparts. Alternatively, other scholars argue that despite the easy flow of capital and images in present Arab television, having access to trustworthy information still poses a challenge due to the governments’ grip on the production and distribution of visual media. This paper brings together these contrasting perspectives, arguing that despite the unifying role of satellite Arab TV channels, in which national challenges are cast as common regional worries, democratization and social development have suffered. One primary factor is the presence of relationships forged between television broadcasters with influential government figures nationally and regionally within the Arab world. -

Photo: Photo 12/Universal Images Group via Getty Images Warsaw Thursday marks the 75th anniversary of the heroic yet doomed Warsaw Uprising against German occupation forces in Poland. Every Aug. 1 at 5 p.m., Poles mark the bitter occasion with a moment of silence for the fallen. Alarm sirens wail in a would-be call to arms that captures the defiant spirit of this proud, pugnacious nation. Warsaw’s stupendous Uprising Museum, one of the city’s few tourist attractions, illustrates the painful side of this defiance. For the battle of 1944 left behind almost nothing of old Warsaw for visitors to admire. The martyrs of the Polish Home Army lost not only their lives but also the city they loved. The fate of Warsaw—reduced to rubble by the vengeful cruelty of one dictator, Hitler, in unspoken connivance with his enemy doppelgänger, Stalin—epitomizes the catastrophe of World War II better than any other single event. Why, then, is this shattering episode in European history almost forgotten in the West? Perhaps because the battle for Warsaw does not have a happy ending. Germany’s eventual defeat did not mark the liberation of Poles but the beginning of another brutal occupation by the Communists. This unsettles the narrative of World War II as a “good war” and looms large over Polish and European politics to this day. -
