Only 1% fully support the activities of the government. Also the findings indicate that in the period from November 2014 to April 2015 the government performance index dropped by half. In April, only 8% of Ukrainians expressed satisfaction with the activities of the government, against 68% being unsatisfied with it. According to experts, such results result from the unpopular laws that are related to the tariff policy in the country. Putin's approval rating, announced by independent Moscow-based pollster the Levada Center, sat at the same level last month, when a similarly worded poll was conducted. By comparison, the most recent Gallup Poll data shows that U.S. President Barack Obama enjoys the approval of a mere 46% of Americans. German Chancellor Angela Merkel currently has the approval of 70% of her compatriots, Reuters reported in early May. "Many of their actions are consistent with preparations for another offensive," Breedlove said. Pressed during the hearing, Breedlove acknowledged he could not predict Moscow's next move but characterized its ongoing actions as "preparing, training and equipping to have the capacity to again take an offensive." "In the past they have not wasted their effort," Breedlove told the Senate Armed Services Committee. Breedlove said Russia was seeking to tighten its grip over separatist fighters, bolstering its command and control "because there was disunity in some of the earlier attacks."
