This publication is fast becoming an integral part of our Association and, according to responses from a recent Board of Directors meeting, a valued part as well. As the West Virginia Forestry Association endeavors to help find ways to certify hardwoods for use in Cross Laminated Timbers,I remedy the problem with loggers’ workers compensation premiums and address the mass of legislation that we work on throughout the year—check this issue for legislative results for this year’s session—we come to rely on this method of communication to relay more detailed information than our more frequent weekly electronic newsletter and monthly one-pager can accommodate. State of the Forest Products Industry – Optimistic

WRITING FOR FARM CREDIT EAST, INRS’ Eric Kingsley reviewed the current state of the forest industry across the Northeast, and finds some real reasons for optimism. With lumber markets strong and new investment in remaining pulp and paper mills, the region is seeing a stabilization in markets. That doesn’t mean there won’t be changes—there will be. However, after years of negative changes (lost markets), we are starting to see positive changes as new manufacturing projects are announced. The Northeast’s robust and diverse forest industry supply chain is making these new projects possible. Executive Order WV Regulatory Reform Continues

GOV. JIM JUSTICE has issued an executive order as a part of his continuing efforts to enact regulatory reform. The executive order provides for an expedited process for all permits including:

ƒƒ Permitting for all projects.

ƒƒ Prioritization of permits for projects of critical economic concern.

ƒƒ Requiring executive state agencies to file written reports to the permit applicant, executive director of the state Development Office, and Governor, explaining inaction on completed permit applications for projects of critical economic concern.

ƒƒ Establishing an annual reporting requirement from the Development Office to the Governor and Legislature explaining whether the program is operating successfully.

Earlier this year, as reported here, the Governor signed executive orders establishing a regulatory moratorium and regulatory review. Along with the legislature’s passage of bills, these actions all address over-regulation in West Virginia. Over 1,360 rules in the WV Code of State Rules have been repealed. 

Invasion of Lanternflies

Mary Kay Malinoski, a veteran entomologist with the University of Maryland’s agricultural extension program, has never seen anything like the spotted lanternfly, a leaf-hopping pest that recently overran southeastern Pennsylvania and is poised to invade Maryland for the first time this spring.

The speckled, four-winged insect, native to China, Vietnam and parts of India, first appeared in the United States a little more than three years ago, when a shipment of stone from Asia arrived in Berks County, Pa., with lanternfly eggs attached.

Since then, the invader has harmed important crops including grapes, fruit trees, hop plants and hardwoods, and left gardens, decks and patio furniture in more than a dozen Pennsylvania counties covered in goo. It feasts on more host plants than expected, reproduces more quickly than anticipated, and faces no known native predators. It also latches onto a wide variety of hard surfaces, allowing it to travel to parts unknown aboard cars, trucks and trains.

Our Annual Meeting is set for July 11–14, 2018, at Canaan Valley Resort, Davis, WV. Each year we all enjoy the many banquet door prizes and the WV Tree Farm Committee Silent Auction. The success of these activities is all due to you, the members, contributing the many times.

Teaching with i-Tree

PRODUCED IN COLLABORATION with the U.S. Forest Service, PLT’s new Teaching with i-Tree unit contains three hands-on activities designed to help middle and high school students discover and analyze the many ecosystem services that trees provide. The lessons accompany i-Tree Design—a suite of free online tools developed by USFS and its partners—that allows students to calculate the dollar value of the benefits provided by a tree or a set of trees. Teaching with i-Tree will be released this month and can be downloaded for free from PLT.org. The activities can be used in formal classroom settings or with informal groups, such as scouts and students enrolled in after-school programs. 

This Bill will terminate the nine percent (9 percent) surcharge on workers comp insurance premiums which are directed towards the Workers Compensation Old Fund Debt, which was created back in 2005 when the state’s workers comp system was privatized. Now that the Old Fund debt is actuarily funded to pay all future claims, HB 4628 provides that this surcharge will be eliminated after the last day of the year (December 31, 2018). 
