(b) a journey which an employee of the States is required by the exigencies of the service to undertake between the employee’s residence and usual place of work other than the employee’s initial journey to work and final journey of the day to the employee’s residence. 5 Consent of Committee required to any payment not authorized by Rules (1) Save as provided by these Rules, no employee of the States shall receive any payment in respect of any expenses incurred or to be incurred by the employee in travelling within Jersey, except with the permission of the Policy and Resources Committee (in these Rules called the “Committee”) previously given in writing, and the Committee shall not give such permission unless it has satisfied itself that the circumstances of the case are such that it cannot appropriately be dealt with under any other provision of these Rules. (2) For the avoidance of doubt, it is hereby declared that, without prejudice to the generality of paragraph (1), the prohibition contained in that paragraph applies to the payment of a periodical lump sum to an employee of the States in respect of the use of the employee’s private motor vehicle for official purposes. 6 Consent of Committee required to supply of petrol for use in private motor vehicles No employee of the States may receive for use in the employee’s private motor vehicle a supply of petrol – (a) free of charge or at a reduced charge from a pump owned or controlled by the States or a delegation of the States; or (b) otherwise at the cost or partial cost of the States, except with the permission of the Committee previously given in writing. 7 Marking of motor vehicles provided by States Where a motor vehicle is provided by the States or a delegation of the States for the use of an employee or employees of the States, the vehicle shall be plainly marked with the words “States of Jersey” and with the name of the Committee or other authority concerned (if any) together with the Coat of Arms of Jersey, except in the case of the motor car provided for the Agent of the Impôts, which Page - 6 Revised Edition – 31 August 2004 16.250.80 Civil Service Administration (Travelling Allowances) (Jersey) Rules 1950 Rule 8 shall be marked only with the words “States of Jersey” and with the Coat of Arms of Jersey and in the case of motor cars used by officers of the States of Jersey Police Force for the purpose of the investigation of crime, which shall not be required to be marked.6 8 Use of motor vehicles provided by States No employee of the States shall use any motor vehicle referred to in Rule 7 for any private purpose except for the purpose of travelling between the employee’s residence and usual place of work and then only where such use has been specially authorized by the employing authority. 9 Record to be kept of use of motor vehicle provided by the States7 (1) A record, in the form set out in Schedule 2, shall be kept in connection with the use of all motor vehicles referred to in Rule 7, and it shall be the duty of every employee of the States using such a motor vehicle for any purpose to make a proper entry in such record, showing full details of, and the reason for, the journey, and, where on any occasion it is not possible for the vehicle to be garaged overnight in a central depot provided by the Committee or other authority concerned, the employee shall state in such record where the car was garaged on that occasion and why it was not possible for the vehicle to be garaged at such a depot as aforesaid. The term ‘Regionals’ mentioned in the context of G.B. postage stamps is usually taken to mean the QEII Wildings (and subsequent issues) first put on sale on 18th August 1958 specifically for use in Guernsey, Jersey, Isle of Man, Northern Ireland, Scotland, and Wales & Monmouthshire. However, Guernsey and Jersey are of special interest because during the Second World War they were under German occupation (from 30th June 1940) for almost five years during which time they were supplied with “War Occupation Issues”. After the war, a special commemorative set was produced in 1948 to celebrate the third anniversary of their liberation. These three issues, although belonging to the reign of King George VI, will be presented here, with the QEII ‘Sterling Wildings’ following directly on. Guernsey - Wartime Occupation issues. Although none of the Guernsey ‘Wartime Occupation’ Guernsey stamps are known with Perfins, the issue has been shown here for completion. With supplies of mainland postage stamps running out, and having to resort to ‘bisects’, the German authorities sanctioned a new issue of postage stamps for use on the island, but would not allow the use of the King’s image, nor should the stamps indicate any connection with Britain. The design for the Guernsey stamps was produced by E W Vaudin, to a very similar design to that used by Edmund Blampied for Jersey. The coats of arms of Guernsey and Jersey are almost identical. The stamps were printed in typography by the ‘Guernsey Press Co’, parts of which may be found on lower marginal examples from the 6x10 sheet of stamps.
