Its modern history of immigration began in the postwar period, when France was the only country in Europe to encourage permanent immigration. Since then its relationship toward migration has been a permanent political debate, creating a complex environment where international situation meets with economical and political internal situation. Ever since the 1970’s, and the first oil shock, French employers have needed less or no foreign labor1, while periods of high unemployment has emboldened xenophobic current in the public. Political spheres have played these currents since then with securitarian policies and populist rhetoric. In 2001 already Virginie Guiraudon2 commented “while *…+ numbers do not point to a migration "crisis" in France, the issue has nonetheless been more highly politicized, and for a longer time, than elsewhere in Europe. Features of the French political system help explain this political attention. First, French electoral laws have encouraged a focus on immigration. Unlike the multi-polar party systems in other continental European countries, which encourage complex coalitions across multiple policy areas, France's winner-take-all electoral system has led the left and right to exaggerate partisan differences. As macroeconomic and industrial policy ceased to be divisive political questions in France—especially with the 1983 policy reversals of François Mitterrand's Socialist party—the political left and right seized on new societal issues such as immigration. -

GUIDED TOUR OF THE PENTES DE LA CROIX-ROUSSE - (C) PATRIMOINE-LYON.ORG 2014 01 - Place de la Croix-Rousse – After having taken the subway from the Town Hall station 'Place de la Comedie’, you reach Place de la Croix Rousse, a large square in two parts one of which is adjacent to the eponymous boulevard. Its name comes from a cross built out of a yellow-purple stone from Couzon that was taken away in 1881. A statue of Jacquard, a testimony to the textile history, stands in the middle of the square. The boulevard was called Rue de la Citadelle and Boulevard of the Emperor before 1871. Until 1852 the Boulevard formed the city limits and is now the northern boundary of the Unesco sector. Head to the town hall of the 4th district in the west. Longitude/latitude: 4.831971/45.774499 02 - Boulevard de la Croix-Rousse - Admire the beautiful buildings built from 1850 on the broad boulevard. On every morning except Monday, and ever since the “Ancien Régime”, the boulevard is home to one of Lyon’s most iconic food markets (along with the Quai Saint-Antoine). The big market is on Tuesdays. Stop at No. 133 at the town hall. Direction de l’Habitat et du Logement de la Métropole de Lyon EMERGING MODELS OF COHOUSING WG HOUSING JUNE 16th 2020 THE EMERGENCE OF COHOUSING IN FRANCE ➢ 2000’s : some groups of inhabitants launched collective initiatives aiming at designing and managing their habitat collectively ➢ The terminology remained fuzzy until 2010 when the terminology “cohousing” was finally agreed upon ➢ 2010 : Creation of the national network of local communities for cohousing (in Strasbourg). Lyon was one of the founding members ➢ March 2014 : With the law called “ALUR”, in March 2014, the concept of cohousing is expressly recognised and integrated into French Law. Lyon participated in the elaboration of the said law THE DEVELOPMENT OF COHOUSING IN LYON METROPOLIS 1st cohousing project : Village vertical (Villeurbanne) → this example was used to support debate when elaborating the ‘ALUR’ law. 2007 : the concept of cohousing is integrated in the local urban masterplan Since 2006, Grand Lyon has been working with inhabitants groups: - Annual funding to ‘Habicoop’ who provides support to inhabitants groups - Support to inhabitants groups in identifying lands and real estate properties - Sale of land or real estate, sometimes with discounts - Provision of loan guarantees, under the condition of a social landlord endorsement/support/backing, if needed KEY STAKEHOLDERS Rhône Saône Habitat : the most involved social landlord Alliade Habitat and EMH : other social landlords involved in developing cohousing solutions SERL : Equipment & Urban planning company for
