Report:

1. Site and Surroundings

Gardeners Cottage is a Grade 2 listed building situated witti'Parwich's designated Conservation Area on Kiln Lane. The external walls of the detached dwelling house are clad with coursed squared limestone with gritstone detailing. The roof is clad with plain clay tiles. There is an existing lean to extension with an end section which has a large proportion of glaZing. This has a timber frame, finished in a recessive green colour and has slim lite double glazing.

• 2. History

1983 - Planning permission granted for extension to Gardeners Cottage.

1986 - Property listed

2010 - Planning permission and listed building consent granted for extension to dwelling to form storm porch

3. Proposal

The current application seeks listed building consent for the following internal works:

1. removal of internal staircase; 2. removal of two small sections of wall at first floor level; 3. insertion of stud wall at first floor level to create wardrobe space; and 4. insertion of new doors in the internal porch on the ground floor 4. Discussion

Removal of the internal stair case and associated works including the removal of wall sections and insertion of a stud wall on the first floor have already been carried out. The works are stated to be desirable and necessary to provide better access to the first floor and ease circulation around the first floor.

The submitted details indicate that the staircase that has been removed was of 20th century construction, one of the new openings was created by removal of an eXisting stud wall, and that the insertion of a new stud wall is essentially reversible. The submitted details also suggest a number of internal alterations were carried out prior to listing and it is not possible to ascertain precisely what might have been the original internal layout.

It is considered that the works that have been carried out do not fully meet the requirements of LCB. However, the works do not irreconcilably prejudice the special architectural or historical interest of the property which has been listed primarily because of the uniqueness of the squared coursed limestone walls. The works do not otherwise affect the setting of the listed building.

It is therefore considered that the internal works comply with the strategic intent of RSS policy 27 and PPS5 because the works do not harm the heritage asset insofar as the works would preserve what is significant about this building, and complies with LC6 insofar as the works do • not harm the special qualities of the building. The internal doors would otherwise be of an appropriate design in keeping with the general character and appearance of the listed bUilding and would therefore not compromise its architectural or historic interest. The doors would also not affect the setting of the listed building. It is therefore considered that the proposed doors also comply with LCB, and the strategic intent of RSS policy 27 and PPS5.

Accordingly the current application for listed building consent is recommended for approval.

1. APPLICATION

1.1 This heritage statement has been prepared ID accompany an application for retrosped:ive listEd building consent on behalf of the applicant's Mr & Mrs A Purvis at the property known as Gardeners Cottage, Kiln Lane, Parwich.

1.2 This application for listEd building consent is seeking regularisation of unauthorised internal modifications ID the dwelling which have been carried out over the last two years.

1.3 This statement is supported by plans prepared by Mr Andrew Humphries in relation ID the changes.

2• CONTEXT • Site Location 2.1 Gardeners Cottage is a Grade II listEd building situated ID the north of the village of Parwich and in dose proximity ID Parwich Hall. The property lies within the Parwich conservation area boundary.

2.2 The building is roughly L-shaped in plan form and is constructed in coursed IimeslDne with sandslDne dressings and plain day tile roofs.

Planning History and Background to the Application

2.3 Planning application NP/WED/1183/464 for an extension ID the dwelling was submitted and approved in November 1983. At the time this application was submitted the building was not a listEd building.

2.4 Work began on this application during the spring of 1984. Indeed there is a note on the planning hisIDry file from District Council Building Regulations • Department, indicating that building work began on 1st May 1984. 2.5 On 1st April 1984 plans were submitted seeking amendments and these were subsequently approved.

2.6 A copy letter on the file dated 25th June 19841D the owners from Peter 8eamiss, advised the owners that as of 15th June 1984, the building became a Grade II listed building and as such any work after this date would require listEd building consent. The letter also advised the applicants that they may want ID pursue listed building consent ID regularise the situation. The letter also advised that the scheme was not incompatible with the bUilding. No further action was taken on this matter.

Opportunities and Constraints

2.8 The fact that Gardeners Ccttage is a Grade II listed building dearly represents a amstraint in temls of WOll< which may be carried out to the building. Policy HE6, HE7 and HE8 of PPSS requires plaMing applicatIOnS or modifications to heritage assets to"be appropriately assessed with regards to the proposed modifications, dearly Indicating exactly what has been proposed and how this affeCts the heritage assets in which it is to be Iocatl!d. In partiaJlar Policy HE6.1 deals with the requirements for a submission for development affecting heritage assets and states:

"the level of detail should be proportionate to the importance of the heritage asset and no more than is sufficient to understand the potential impact of the proposal and the significance of the heritage • asset".

2.9 The scheme now under consideratloo by the National Park Authority Is seeking ronsent for internal modifications which have previously been camed out. The WOll

Design Evolution

2.10 The intemallayout of Gardeners Cottage has at some point in the past been modified prior to the building becoming listed. The precise details of the previous layout are not known as there is very little informatloo available.

2.11 When entering the property through the front door on the south east elevation you would normally expect a staircase to be in froot of you rising to the rear of the property. However in this case, the original staircase appears to have been removed and replaced with a modem staircase which rose in the opposite direction, I.e. rising at the back of lounge to the first floor at the froot of the house. Whilst no longer In situ, this staircase • was of 20111 century construelion and the remains we'" viewed by Mr sewell when carrying out a site viSit in March 2010.

2.12 Unfortunately on studying the submittl!d plans for planning applicatloo NP{WEDI11831464 the full internal layout is not provided. As the property became listed shortly alter this approval and no mention of the intemallayoutismade.itis assumed that this modlficatloo was made prior to the approved extension taking place.

HSHIZ1S

2,13 The removal of this staircase has allowed a more logical layout of the building with single stairt:ase access. By retaining the rear stalrt:ase easier access to the bedrooms can be achieved off the landing, although it has meant that one new doorway has been created through one of the original walls, the other was through the existing stud wall. New stud walls have been used to form the wardrobe and rnpboard space. Again retrospective consent Is being sought for these modifications.

2.14 As part of this application, listed building consent is sought for replacement secondary internal doors to the front door of the building. This proposal has been disrnSsed in detail with John Sewell. The glazed subdMsion of the existing doors are considered unsuitable for a grade II listed building and an amended design has been disrnSsed and agreed with Mr Sewell as per the submitted drawing•

Polky Issues

• 2.15 planning (Listed Building and Conservation Areas Act 199oj provides specifIC The protection for buildings of special architectural or histo~c interest:, and places a statutory duty on local planning authorities to have special regard to the desirability of presetVlng listed buildings, their settings or any features of spedal archill!clural or hl~c Interest which they possess.

2.16 Planning Policy S1atement 5 - Planning for the Historic Environment was published on 23rd March 2010. This dowment supersedes the former PPG 15 "Planning and the H~c Environment" and 16 "Archaeology and Planning".

2.17 This dowment takes a different form to the previous PPG15. The governments overarching aim is that the historic environment and its heritage assets should be considered and enjOyed for the quality of life they bring to this and future generations. To achieve this, the governments objectives for planning for the historiC environment are:

• To deliver sustainalJle development with regards to hmtage assets and that if • the assets are to be maintained for the long term, suitable development may take many forms.

• To consider 's heritage assets in the manner appropriate to their Significance.

• To conmbute to our knowledge and understanding of our past by ensu~ng that opportunities are taken to capture evidence from the historiC environment and make this publicly available, partiCularly where a heritage asset is to be lost.

2.18 ThIs document then breaks down into a series of polides whim address ead1 further relevant sectlon In greater detail. The dowment also aims to provide more precise details of what Is expa;ted as part of any application for modifications, alterations and demolition of fisted buildings.

Proposed Alterations

2.19 As mentioned In para.2.7 above, this application is seeking retrospective consent for the removal Of a previous modem staircase, the removal of two small sections of wall at first floor level along with the Introduction of·a new stud wall at first floor level to create wardrobes In the two front bedrooms. Permisslon Is also being sought tor the replacement of the existing Internal pord1 doors at ground floor level.

2.20 During the sib! meeting In Marm 2010 various other matters were disaJssed with regards • to alterations to the property. These Induded the design of other glazed internal doors, height of the hearths and size and number of roof lights on the property.

2.21 The dient acknowledges that the other Internal doors may not be Ideal. However at this point of time, does not want to carry out any further alterations. Should the opportunity present Itself for the doors to be dlanged, then this.wDi be !mporary in this permanent structure, no physical damage Is being caused by existlIng doors remaining and there Is no Indication that the previous Internal doors were original or more approprlab!.

2.22 Also at this meeting, llJIICem was expressed by Mr sewell regarding the situation of the flreplaa! hearths being raised above the floor boards. From further ronversations with our dient, he has confirmed that prior to the replacement of the floor boards, the front room was carpel>!d. The hearths stood proud above the carpel>!d floor. The new oak floor boards were Installed at the same height and level as the previous floor boards, on top of • the existing lllnaete floor. More importantly, at the time of installation, the stoves had to be Issued with the necessary building regulations and fire certiflcal>!s, to lllmply with Part J of the Building Regulation 2000: Combustion Appliances. The regulations require the stoves to be placed on a non-combustlble board or tile which must lie above a oombustlble mal>!rlal sum as floor boards.

2.23 To carry out the suggested alteration (i.e the hearth to be on the same plane as the floor boards) Is likely to result In the worI

2.24 The final matter on which concern was expressed was the size and design of the existing roof lights. lhese roof lights were approved by the authority, under application NP/WED/1183/464. There is theJefOl e no requirement for our dient to change the design or size of these roof lights as lIley were both approved and Inslalled prior to lIle rlSting of the building.

Landscape

2.25 The proposed development has no effect on lIle amenity, lIle locality or the street scene of the building. The proposed modificalions are minor In form and reflect lIle character of lIle existing building and will therefore have no additional Impact. • Access Issues 2.26 The proposal provides for a level iJClESS to the building and all works will be carried out to Part M of the building regulations.

3. SUMMARY

3.1 This application is seeking iebospective consent for the wor1

along willl new internal modifications.

3.2 The development already carried out and the proposed development tully accords with lIle

poIldes of C9 of the 5tnJcture Plan, along wilI1 PoIIdes lC6, lCB of the local plan as well

as the most recent polldes contained wilI1in PPSS.

3.3 The proposals are justified in terms of being bolll desirable and ensuring the property as

modified, IS fit for purpose. The iebospective work already carried out and the proposed

modifications reflect the character of the existing building and will help to ensure lI1at lIle

building IS preserved and enhanoed now and for Mure generations and also provide a

viable future for the building as acknowledged by PPSS.

2. THE APPLICATION

2.1 The application seeks retrospective consent fOr Intemal changes to tile property.

2.2 These changes consist of:

• remodelling of tile snug with tile removal of modem timber staircase • remodelling of first floor following removal of staircase, Including new stud • wailing to aeate wardrobe and aJpboard space • new floor boards over prevtous stairwell • new entrance to bedroom • new aca!SS from front bedrooms to landing at first floor level • new Internal porch doors

3. CONTEXT

Site location and description

3.1 Gardeners Cottage is a Grade U listed building situated to tile nortI1 of tile village of Parwldl, within dose proximity to Parwidl Hall. The property ies within tile COIlSelVation area boundaries.

3.2 The building is a rough "l" shape In plan form and is lXlll5trucled In limestone wltl1 sandstone dressings and plain day tile roofs. • Relevant planning history 3.3 November 1983 - planning application fOr extension to dwelling and was subsequently approved (pIamlng application rode NP/WED/1183/464).

3.4 At tile time of tile above approval we understand tile building was not a listed building. This point is expanded upon within tile Heritage statement.

3.5 5eptember 2010 - planning and listed building mnsent granted fOr a single storey storm porch (ret no.NP/OOD/0710/0689 and NP/OOD/0710/0691).

4.9 This doament adds details to tile strategy and tile poIldes of tile structure Plan. Together with tile structure Plan, tile Local Plan provides a policy basis for controlling development In tile NatIonal Park.

5. PLANNING CONSIDERATIONS

5.1 This application seeks retrospective listed building consent for internal works to tile property with tile exception of tile internal porch doors which has yet to be carried out. ll1e work must thet efa e be judged against tile effect tile proposals have on tile character and structure of this Grade n listed building.

5.2 During ZOOS/9, the appliGInt can1ed out Internal WOf1(s to Gardeners Collage. At that point it was not realised that listed building consent was required ror the Internal altetations can1ed out. This was subsequenUy brought to the attention of the applicant who then took Immediate steps to resolve any concerns.

5.3 The applicant, Mr Purvis and Rawdon Gascoigne, Director of this practiCe met with John sewell, HistDric Building Ardlitect for the National Park Authority to diswss various proposals to the property In March of this year.

5.4 It was ad

5.5 Mr 5ewel1 acknowledged that whilst the removal of the staircase was unfortunate it was a 20" century addition and that It was very difficult to know what the original staircase would have looked like or even whether this was the original location and orientation. • ConsequenUy the work was considered to be acreptable.

5.6 Whilst the wor!( camed out has Inwlved the removal of two small areas or original walling (one to create the entrance to the bedroom the other to provide acress onto the landing) the amount of material removed Is very small and does not cause harm to the character of

the building. Again this wor!( was considered acceptable by Mr sewell.

5.7 At this meeting, disaJssions also took place with regards to the internal doors, in parliOllar the internal porch doors. Whilst these Internal doors were new, the previous doors were also not considered to be original. Mr sewell expressed concern that the proportions of the glazing panels on the pordl doors were wrong and should be changed. ConsequenUy, as part of this application consent Is being sought to change the doors from 8 panelled doors to two solid glazed doors, as per the submitted drawing.'It was also considered that the glazing panels on the other doors were not In keeping. However, the dient at this point In time does not want to change these doors, and they thererore form no part of this appliGItion. • 5.8 This property has been s1gnlficanUy altered over lime and what would have been 0lIlSidered the original building has been altered with permission plior to listing of the building. The external appearance would appear to be of most signifocance here and there are no proposals to alter that The proposed scheme will thererore not adversely affect the character of the original building.

6. ACCESS COMPONENT

6.1 The proposed development L'1VOIves minor modifications to the internal layout of the building. Acress In and out of the property will not be affected.

7.1 Gardeners Cottage is a Grade n listed building whidl has previously been modified and extEnded,

7.2 The proposed scheme now seeks to secure retrospective consent for modlflcatlons to the inll!mal layout of the building. The modifications earned out respect the character of the listed building,
