Qatar’s UN HDI ranking distorted due to migrant workers: Study

DOHA: Researchers from Weill Cornell Medical College in Qatar (WCMC-Q) have shown that Qatar would improve its ranking in the United Nation’s Human Development Index (HDI) if adjustments were made for the country’s large popula- tion of migrant workers. The study titled “Impact of migrant workers on the Human Development Index” was con- ducted by Dr Ravinder Mamtani, Associate Dean for Global and Public Health at WCMC-Q, Dr Sohaila Cheema, Director of Global and Public Health at WCMC-Q; and Dr Albert B Lowenfels, Professor of Surgery at New York Medical College. The study has been published in the UK-based journal, Perspectives in Public Health. “Our research study makes two important points. One, the Human Development Index must be adjusted for the migrant population because this group often has a low level of educa- tion. Failure to do so can result in a distorted HDI ranking for a nation such as Qatar with 70-80 percent migrant workers. Two, the current HDI ranking based on unadjusted data must be inter- preted with caution,” Dr Mamtani said. The HDI was developed to measure the overall wellbeing of a nation and is often used as a means of comparing countries. Iran faces one-third budget shortfall DUBAI: Iran faces a shortfall of one-third in this year’s budget due to lower than expected revenues and spending plans will be revised next month, senior gov- ernment officials said. The country’s oil exports, its major source of revenues, have halved since 2011 as a result of sanctions on its oil, shipping and banking sectors imposed by Western nations over Iran’s disputed nuclear programme. Iranian President Hassan Rouhani, who took office this month, has pledged to improve the economy by cutting inflation of around 40 percent, repairing Iran’s oil sector and easing sanctions. About one-third of the approximately $68bn budget for March 2013-March 2014 will not be realised, said Vice-President Eshaq Jahangiri, citing figures provided by the administration of former President Mahmoud Ahmadinejad. Jahangiri was quoted by the ISNA news agency as saying yesterday that officials told him that “more than one-third of the budget is unrealistic” and it must be cut to about $45bn. REUTERS
