The proposed start date is 10th September 2018 for 5 days Water Street and Frog Street, Lopen - from the junction with Holloway Road to the junction with Water Lane, a distance of 217 metres. The proposed start date is 15th September 2018 for 5 days Church Street, Merriott – from the junction with Bull Bridge Lane to the junction with Higher Street, a distance of 420 metres. The proposed start date is 24th September 2018 for 12 days. Apple Close, Dowlish Ford- from the junction with Main Street for its full extent, a distance of 73 metres. The proposed date of the closure is 28th September 2018 for 30 days. Access to properties will be maintained. Donyatt Hill Estate, Donyatt- from the junction with Shave Lane for its full extent, a distance of 130 metres. The proposed date of the closure is 28th September 2018 for 30 days. Access to properties will be maintained. Pound Lane, Donyatt – from the junction with A358 Donyatt Hill to outside of the property Little Wakefield, a distance of 85 metres. The proposed date of the closure is 1st October 2018 for 5 days. Boozer Pit and Higher Street, Merriott - from the junction with Church Street to the junction with A356 Scotts Way to Boozer Pit, a distance of 1360 metres. The proposed start date is 8th October 2018 for 12 days. Watery Lane, Donyatt and Ilminster- from the eastern junction with Old A3037 westwards for 460 metres. The proposed date of the closure is 8th October 2018 for 5 days. Church Street, Donyatt- from the junction with A358 Donyatt Hill to the junction with Park Lane, a distance of 230 metres. The proposed date of the closure is 13th October 2018 for 10 days. Knowle Church Road, Knowle St Giles and Chaffcombe- from the junction with Cricket lane to the junction with Pinkham Hill, a distance of 1460 metres. The proposed date of the closure is 15th October 2018 for 5 days. Scotts Way, West Chinnock- from the junction with the A356 Scotts Way to Boozer Pit to the property Hamdon View, a distance of 460 metres. The proposed date of the closure is 22nd October 2018 for 4 days. The proposed date of the closure is 29th October 2018 for 12 days. Mill Lane, Cudworth- from the junction with Higher Weare Lane to the junction with Cudworth Street, a distance of 350 metres. The proposed date of the closure is 1st November 2018 for 7 days. Shave Lane, Donyatt – from the junction with A358 Donyatt Hill for its full extent, a distance of 760 metres. The proposed date of the closure is 5th November 2018 for 5 days. The proposed date of the closure is 12th November 2018 for 5 days. Oxenford Lane and Main Street, Dowlish Wake - from the junction with Cricket lane to the junction with Cudworth Road, a distance of 1600 metres. The proposed date of the closure is 12th November 2018 for 10 days. Kitchill Lane South, Dowlish Wake - from the junction with Oxenford Lane to 30 metres northeast of the property Kitchells, a distance of 800 metres. The proposed date of the closure is 15th November 2018 for 10 days. in the Parishes of LOPEN, MERRIOTT, WEST CHINNOCK, CHAFFCOMBE, CUDWORTH, DONYATT, DOWLISH WAKE, HORTON KNOWLE ST GILES AND ILMINSTER in the District of SOUTH SOMERSET in the County of Somerset (hereinafter referred to as "the said road"); Authorised Officer Number in Register AND WHEREAS the Council has given notice in pursuance of Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) of its intentions to make an Order PROHIBITING TEMPORARILY the use of a part of the said road by ALL VEHICULAR TRAFFIC: NOW THEREFORE the Council in exercise of the powers conferred upon it by virtue of Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) HEREBY MAKES THE FOLLOWING ORDER:- 1. Save as hereinafter mentioned ALL TRAFFIC SHALL BE PROHIBITED from using that part of the said road, for a period not exceeding eighteen months in the first instance until the works being executed or proposed to be executed on or near the said road shall have been completed. 2. This Order is required to facilitate highway works and is necessary for the safety of the workforce whilst carrying out their duties. The restriction shall apply when indicated by traffic signs. 3. This Order shall come into operation on 6th September 2018 4. Nothing in this Order contained shall be deemed to prohibit all traffic from using the above-mentioned length of road EXCEPT THAT PART THEREOF UPON WHICH THE WORKS ARE BEING CARRIED OUT if such use is necessary (i) for the conveyance of persons, goods or merchandise to or from any lands or premises situate on or adjacent to the length of road hereinbefore described; or (ii) for the purpose of agriculture in connection with land adjoining or lying near to the length of the said road or for the conveyance or haulage of timber felled upon such land.     ILMINSTER DIVISION COUNTY/DISTRICT DECEMBER MONTHLY REPORT 2018 SCC - FINANCES Mid Term Financial Plan update – there remains a continuing need to save an additional £15m. SCC is aiming to ensure that all potential financial pressures are considered in order to ensure that the budget balances, taking into account factors such as Local Government financial settlements; district-based council tax collections; winter conditions. Children’s services remains the largest spending commitment, along with adult services, especially Learning Disability services. Somerset is one of the counties that will be part of the Business Rate Retention pilot which will mean a financial gain for both Districts and SCC. Government grants during the last five years have been reduced significantly, by over £2m. It is anticipated that for the 2019/20 budget there will be an increase of £5 for band D properties, with an assumed increase of 2.99% p.a. from 2020. Budgets are due to be set in Feb. DSFRS The Corporate Safety and Planning Committee considered a number of options for changes to the current duty system, where there is over, or under, staffing at key times. Planned changes are intended to ensure the service operates on a more flexible basis to allow for greater flexibility and adaptability, to reduce risk, and respond to changes in demand. It is likely that a variety of duty solutions will be tailored to suit the specific area of risk. The service, in addition to being the largest employer of ‘on-call’ firefighters in the country, is also the national industry leader for ‘on-call’ apprenticeships.

    THE CHAPELS SOCIETY VISIT TO MID-SOMERSET 28th SEPTEMBER 2013 Travel Guidance The tour starts and finishes in TAUNTON. The coach is due to leave the downside (south) forecourt of the railway station at 10.30am. It will drop us at Rowbarton Methodist Church near to the railway station for tea at about 5pm. By train Services direct or connecting with those from Manchester, Leeds, Birmingham, Cardiff, Bristol, London, Southampton, Exeter and Penzance are normally due into Taunton by 10.20am. Taunton is a closed station. Please use the exit barrier at the east end of platform 2 (the downside, not the one in the subway). Returning connections leave after our anticipated return to Taunton at 5.30pm. By coach and ‘bus Taunton bus station is a hub in the local, regional and national network. There are regular local bus services from there to the railway station (25 and 29 stopping in Station Road under the railway bridge and 28 for Minehead stopping in the downside railway station forecourt), local buses 1 & 2 run from the Parade to Station Road bridge and there is an adjacent taxi rank. Allow 15/20 minutes to walk between the two stations. By car There is a long stay car park (Kilkenny) run by the Borough Council (day fee £5.10) on the north side of the railway station and a smaller one (Station Car Park) to the south by the downside station forecourt. Taunton is a regional hub in the road network on the A38 and with access from the M5 (exit 25).

    COUNTY/DISTRICT COUNCILLOR JANUARY REPORT 2018 SCC - LETTER TO TERESA MAY The leader of SCC met with the five Somerset MPs this month. They have all signed a joint letter to the Prime Minister detailing the financial strain that Somerset County Council is currently suffering. ‘This is the first time that SCC have secured the support of all five MPs to approach a Senior Minister in this way, working together so positively. The outcome is less certain.’ COUNTY FARMS I met with the officer responsible for handling the disposal of County Farms to gain a greater understanding of the issues involved, and the impact this will have on the local community, and have a further meeting planned for early Feb. JOINT SCRUTINY – Children & Families + Adults & Health The focus of this meeting was on the health and well-being of children and young people, with Comment [LV1]: particular emphasis on mental health. Committee members expressed high levels of dismay at the current level of intervention and support in place. In Somerset during 2015/16 there were 643 10-24 year olds who had been admitted to hospital as a result of self-harm. There is also increasing concern over suicide pacts among young people. Presentations at the meeting included plans to improve the current situation. Support for pregnant women with mental health issues was also discussed. Results of an NHS funding bid are awaited. HEALTH & WELLBEING BOARD At this month’s meeting, plans for the over-arching strategy to ‘improve the lives of Somerset residents’, involving all agencies, was discussed. This also highlighted the need to retain young people in the county; currently net migration out of county is exacerbated by the lack of a university.
