Report on Ministerial Visit to Boao Forum, 26 - 29 March 2019

Hon Alannah MacTiernan MLC Minister for Regional Development; Agriculture and Food; Ports; Minister Assisting the Minister for State Development, Jobs and Trade Overview Minister Alannah MacTiernan MLC visited the Province, China from 26 to 29 March 2019 to represent the Western Australian Government at the Boao Forum for Annual Conference.

Jointly initiated by 29 countries and inaugurated on February 27, 2001, the Boao Forum for Asia is the premier forum for Asian economies and emerging markets.

The forum brings together heads of state and government, Ministers, heads of international organisations, CEOs, economists and journalists from Asia and beyond.

The Boao Forum provides a unique opportunity to discuss issues relevant to Western and the region at the highest level with Asian and global leaders across politics, business and academia.

China is 's largest market for merchandise exports, accounting for 47 per cent of the State's exports in 2017-18 - close to $62 billion worth. As our largest market for agricultural and food exports, China accounted for 22 per cent of agricultural exports in 2016-17, valued at $1.89 billion.

The visit was an opportunity to confirm the importance with which the Western Australian Government holds our largest trading partner, particularly given the challenges in the relationship on a national level.

The visit provided the opportunity to highlight the State's export capabilities in agriculture, renewable hydrogen and tech metals.

Meeting with Hainan Provincial Government Profile Hainan is China's southernmost and smallest province. It encompasses the island of Hainan, which makes up most of its land area, as well as smaller islands nearby.

Hainan Province has three municipalities (Haikou, and Sansha), six county­ level cities, four counties and six minority autonomous counties. Hainan island is separated from mainland China by the Qiongzhou Strait. To the west lies Vietnam and to the south it faces and the Philippines.

5 Tourism, hospitality, retail, transportation, telecommunication and logistics are the mainstays of Hainan's economy, with the tertiary (services) industry accounting for 54 per cent of GDP in 2016.

Hainan has a flourishing primary sector that accounts for nearly a quarter of its GDP - the highest ratio among China's provinces.

In 2016, Hainan attracted more than 49 million domestic visitors and 7.5 million international visitors who spent RMB 61 million (A$12.2 million) and US$350 million (A$479.5 million), respectively.

Television interview with Phoenix Television Profile Phoenix Television is a television network that offers channels with Mandarin and Cantonese-language content that serve the Chinese mainland and Hong Kong along with other markets.

It has six different television channels, including Phoenix lnfoNews Channel, Phoenix Chinese Channel, Phoenix Movies Channel, and Phoenix Hong Kong Channel. Phoenix Television provides news, information, and entertainment programmes with a reported viewership in excess of 360 million.

Minister MacTiernan was interviewed by George Yang, Phoenix Televisions, Chief Correspondent in the South Pacific.

Dinner with Fortescue Metals Group and Australian Ambassador Profile Founded in 2003, Fortescue Metals Group (FMG) has discovered and developed major iron ore deposits and constructed some of the most significant mines in the world. Now consistently producing 170 million tonnes of iron ore per annum, FMG is the fourth largest, global iron ore producer and has been recognised as the lowest cost seaborne provider of iron ore into China.

Headquartered in Perth, Western Australia, FMG owns and operates integrated operations spanning three mine sites in the , the fastest heavy haul railway in the world and the five-berth Herb Elliott Port in Port Hedland. FMG also has a fleet of eight FMG Ore Carriers.

FMG's first commercial shipment of iron ore was in 2008 and it has since become a major iron ore supplier to China, expanding into Japan, South Korea and .
