    District Council Annual Report March 2019 Compiled by Andy Baker, Ward Councillor for Lawford. This will be my last Annual Report for the Ward of Lawford – I am not standing for election in May 2019. Boundary Commission Review/Ward Boundary Changes from 1st May 2019 In 2018 the independent Local Government Boundary Commission for England recommended that the number of Councillors at Tendring District Council (TDC) be reduced, from 60 to 48, which involved the redrawing of Ward Boundaries. Those changes will take place from the local council elections in May 2019 and the Ward of Lawford will be no more. The New Ward of Lawford, Manningtree and Mistley will be a three Member Ward, which means that on Thursday 2nd May 2019 Voters will be required to vote for up to three candidates. There are currently no changes to the three Parish/Town Councils. Local Plan 2013-2033 The Local Plan was submitted in November 2017 and examined in early January 2018. Following that the inspector backed the councils’ submitted figures for housing growth up until 2033 – of 550 new homes each year in Tendring, 716 in Braintree, and 920 in Colchester. His response on housing figures had been delayed from the rest of the Plan after consideration of a late submission from a developer over Tendring’s projected numbers. However, the inspector ruled the councils had accurately predicted housing need based on national guidelines. However he had reservations about the Garden Communities proposals and indicated more work was needed before he could find Part 1 of the Plan sound.

From 1645-1646, he was employed to hunt out the area’s witches. The route returns to Harwich via the River Stour with its views and riverside hamlets.     The Witch finder’s step-sister. People make up lots of stories, which go off in all directions, about the so called witches, hunted by Matthew Hopkins in Manningtree. There are however more than enough facts to tell the real story, which is equally as fascinating. These are available both from the court papers, ‘confessions’ of the women extracted under duress and the written work of the witch finders, who afterwards sought to justify their actions. For a change let us look at what happened in the run up to events that started in spring 1645, why Matthew Hopkins started his cruel investigations and if we can set the record straight about where he lived and operated before he set off on his crusade. The Hopkins family came from Great Wenham, just a few miles over the border in Suffolk where his father James was rector, having studied in Cambridge University at the same time as Thomas Witham, who in 1610 became the parish rector in Mistley. At that time the small hamlet of Mistley surrounded St Mary’s parish church located in the area we now regard as Mistley Heath, a mile and half away from Manningtree, along what is now the Essex way footpath. ‘New’ Mistley, Mistley Thorne, the ‘Towers’ Church, Hopping Bridge/lake and Mistley Quay, were developed much later on farmers’ fields known as Le Thorne. The Thorne Inn in its present form also came after Hopkins time and Manningtree was still very much the principal port for shipping. The only other noticeable feature there at the time may have been an old wind mill which stood on top of Mistley Hill.

Pennie Summary of thesis The subject of this thesis is the impact of religious reformation on the inhabitants of a small urban centre, with some reference to the experience of nearby settle- ments. Dedham has a place in national history as a centre of the Elizabethan Puritan Movement but the records of the Dedham Conference (the local manifestation of that movement), also illustrate the development of Reformed religion in Dedham and associated parishes. The contents of the thesis may be divided into four sections. The first of these concerns the material life of the inhabitants of Dedham and the way in which this generated both the potential for social cohesion and the possibility of social conflict. The second section examines the attempt at parish reformation sponsored by the ministers associated with the Dedham Conference and the militant and exclusive doctrine of the Christian life elaborated by the succeeding generation of preachers. The third element of the thesis focuses on the way in which the inhabitants articulated the expression of a Reformed or Puritan piety and, on occasion, the rejection of features of that piety. The ways in which the townspeople promoted the education of their children, the relief of the poor and the acknowledgement of ties of kinship and friendship, have been examined in terms of their relationship to a collective mentality characterized by a strong commitment to 'godly' religion.
