That has implications for us all. Combine that with South Australia’s demographic outlook and it’s a particular challenge for Local Government providing services. On the other hand, amidst so much uncertainty at the moment, there is an often overlooked light at the end of the tunnel – south-east Asia is poised to do for us again what China did, if we’re smart. Bio: Michael can be seen on Channel Seven's Sunrise and news programs, the ABC’s The Drum and is Contributing Editor for the Sydney Morning Herald and 's BusinessDay.com.au sites. He is an acclaimed conference speaker, MC and facilitator, bringing rare humour and plain language to the dismal science. Michael was born and educated in Queensland, starting his career with The Courier-Mail before working in Hong Kong for three years. He joined the Australian Financial Review in Sydney and then pioneered specialist finance journalism in commercial broadcasting - first with the Macquarie Radio network, then with Channel 9, Sky News and 7. 8:30am AGM Business 9:00am Conference Registrations 9:15am Introduction MC: Lisa McAskill Bio: Lisa is best known for her role as a presenter on Channel 9's Postcards program, a role she enjoyed for 14 years. Lisa also appeared on Postcards Australia which aired nationally on the Win Network and internationally on the Discovery Channel. Lisa has had on camera crash courses in all manner of extreme sports. All in the name of a good story. Her enduring TV career includes more than 70 local, national and international TV commercials and numerous tourism, corporate and training documentaries. In 2011, Lisa established Lisa McAskill Presenting with a focus on the training of presenters and media mentoring. TIME SESSION 9:30am From the Depths of Despair to Opportunities Aplenty - the Rebuild of a Council Presenter: James Miller, Chief Executive Officer, Adelaide Plains Council Description: In 2015, James Miller took on the Everest of Local Government - a Council on the brink of administration, a rudderless ship, a community torn and an image tarnished. In 2020, and having overseen perhaps the biggest rebuild of any Council in living memory, James can be described as none other than a survivor, a pioneer, a leader. Hear the story through James’ eyes – his experiences, his ideals, his strength of character, his influence in turning what was a Council in chaos and on the brink of closure to a well-respected identity within the sector and a place in which record levels of investment is being channelled. This is the story of the rebuild and the rebirth of Adelaide Plains Council. Bio: Across 20 years in Local Government James has, somewhat surprisingly, only worked for three different Councils, namely Mid Murray Council, Light Regional Council and Adelaide Plains Council. Commencing in 2000, James plied his trade as a planning officer on the Murray plains before transitioning in 2006 to Light Regional where he assumed the role of General Manager - Development and Environmental Services - a role he held for seven years. Toward his latter time at Light he transitioned into an economic development role before being seconded to the then District Council of Mallala in 2015 as Acting CEO following the very sudden departure of both the then CEO and Mayor. Following a six month secondment in an Acting CEO capacity, James applied for and secured the permanent CEO role in May 2016 - a position he still holds to this day. 10:00am Collaboration or Catalyst? Local Governments Role in Stimulus and Recovery Presenter: Matt Pinnegar, Chief Executive Officer, Local Government Association of SA Description: Local government does a lot with a little. Our response to the bushfires, drought and now COVID- 19 is a critical example of the importance of having a strong and financially sustainable Local Government sector. How do we stay financially sustainable to remain agile and meet the needs of our communities? Bio: Matt Pinnegar is the Chief Executive Officer of the Local Government Association of South Australia. Matt is a Director on the Statewide Superannuation Board and a member of Statewide Super's Risk Committee. He also serves on the board of the Local Government Finance Authority (LGFA) and is a Director of LGASA Mutual Pty Ltd, the LGA subsidiary that oversees local government Mutual Liability and Workers Compensation Schemes. Matt’s previous positions include as External Affairs Manager for BP Developments and he has over seven years of South Australian State Government experience including Chief of Staff, Ministerial Adviser and Senior Adviser in numerous Government portfolios including Transport, Energy and Infrastructure, State/Local Government Relations, Industry and Trade, Regional Development and Fisheries.

An outline will be provided around the Commercialisation of the State Valuation Office that occurred in October 2017, with Land Services SA becoming the service provider to the State to assist the Valuer-General and her office to ensure fair and equitable valuations for all properties in South Australia. The Valuer General, as a statutory officer, remained within government responsible for providing legal, policy and regulatory oversight of the valuation activities and contractual responsibilities of Land Services SA with the support of her office. Bio: The Valuer-General of South Australia, Katherine Bartolo, grew up on the Central Coast of New South Wales before moving to Sydney for High School. She started in the property industry in 1999 where she has undertaken a wide variety of roles in her 20 years of being part of the property industry and completing a Post Grad Masters in Property through University of South Australia. Elevating to management in 2008 and more recently as the State Director of the CBRE SA Residential Valuations Business which remained her position until she was appointed as the Valuer-General in January 2019.

TIME SESSION 12:05pm Expiations and Recovery Presenter: Jenna Prisk, A/Deputy Director, Fines Enforcement and Recovery Unit Description: This session will provide insights into current challenges and opportunities in debt recovery, reflecting on the unprecedented impact of COVID-19 on the community. Through a deep dive into some of the trends and patterns emerging around expiations issued by Local Government and referred to the Chief Recovery Officer to collect, Jenna will talk through the profile of your clients, and the debt strategies that are utilised to maximise engagement. Bio: Jenna has worked in fine enforcement for over 16 years across 2 jurisdictions, NSW and South Australia. She is passionate about balancing the priorities of revenue, social justice and criminal justice and ensuring that vulnerable members of the community are not disproportionately impacted by the burden of high levels of fines debt. Jenna established the terms of reference and information sharing protocols for the Australia and New Zealand Fines Enforcement Reference Group (ANZFERG) and is the leading expert in managing public / private collaboration between state fine enforcement and the private debt collection industry. In her current role as Senior Manager, Strategy and Partnerships, Jenna is responsible for driving innovation and data insights to maximise collections on behalf of the Chief Recovery Officer, while making it easier for clients to engage with the Fines Enforcement and Recovery Unit and resolve their debts. 12:45pm Lunch

TIME SESSION 2:05pm Keynote Presentation: Hacking Human Nature – how to work with who you are & who shows up Presenter: Dan Gregory Description: Motivation is certainly a great thing to have, however, few of us are motivated all of the time and certainly not in every area of our lives or our work. In fact, there is much behavioural research that reveals that, in the long term, design beats discipline! In this exciting presentation, Dan Gregory will reveal how to hack human nature and use design over discipline to create a bias towards success (and away from failure) as well as providing practical tools to help you work with who you are (rather than beating yourself up) and how to engage who shows up (rather than complaining about their limitations). Hacking Human Nature is all about understanding human tendencies and preferences, learning to swim with behavioural currents and engineering habits and procedural “interrupts” that allow performance to show up independent of engagement. Moreover, it allows you to understand the shadow to your strengths and to turn your weaknesses into assets. TIME SESSION 3:05pm An Overview of the Local Government Price Index Presenter: Anthony Kosturjak, Senior Research Economist, SA Centre for Economic Studies, University of Adelaide Description: The Local Government Price Index (LGPI) measures price movements faced by Local Government in South Australia in respect of their purchases of goods and services. The LGPI is designed to provide an independent and reliable measure of the rate of inflation faced by Local Government in order to assist Councils with their forward budgeting tasks, and provide Councils, the public and other interested parties with a better understanding of how price movements faced by Councils can differ from those faced by households. The South Australian Centre for Economic Studies is currently responsible for preparing the Local Government Price Index. In this session Anthony will provide a look under the hood of the LGPI to provide an understanding of how it is constructed, including its relative strengths and weaknesses, which will in turn help one better interpret the results of the LGPI. He will also provide insights into the forecasts of the LGPI over the medium term, which were prepared for the first time earlier this year. Bio: Anthony joined the Centre in 1999 after completing an honours degree in economics at the University of Adelaide. His career at SACES has involved work on projects across a wide range of applied areas including program evaluation, economic and financial evaluation of public infrastructure proposals, benefit cost analysis, input output analysis, labour market analysis, regional development issues, demography, climate change, regulated infrastructure issues, and economic and social indicators development. Anthony has extensive experience analysing regional development and Local Government issues.
