That 2,500-year-old lemma can be a guide for us all in our personal and professional lives. But it is equally important for institu- tions. And those of us who have the privilege to work with and for the Interna- tional Labour Organization have a rich heritage that informs our work and guides our actions, often without our knowing it. To know this heritage can help us understand both the responsibilities of today and the mission that our founders and successive generations have placed in our tripartite hands. When Dharam Ghai came to me with the proposal that we document better the ILO’s history and its achievements in time for its 90th anniversary in 2009, the idea was instantly appealing. Dharam, with whom I have worked in dif- ferent contexts and who headed my transition team after my election as Director- General, has been a source of inspiration and support to many of us who have been working to strengthen international social policy, and his understanding of our possibilities and our goals is second to none. He was sowing on fertile ground. Some years before, I had mentioned in my annual address to the ILO Conference the fact that we won the Nobel Peace Prize in 1969. Throughout that meeting, I was struck by the number of delegates who were unaware of a key facet of our history. Clearly, we needed to do some- thing about it. And so this book was conceived, and the idea of the “Century Project” to celebrate our 100th anniversary in 2019 was born. The ILO is a large community, more broadly based than the other United Nations organizations because we include not only governments, but also workers’ ix The ILO and the quest for social justice, 1919–2009 and employers’ representatives, each with their own global networks. Thousands of national and local organizations belong to the ILO through their representatives at our Conference. Then there are those who work in the ILO’s secretariat, and our loyal corps of former ILO officials and delegates around the world, as well as the many more who belong to a wider community concerned with work, with workers, with enterprises, with social justice, with decent work, with gender equality and non-discrimination, within each country and in the international system. This book is for that wider community and beyond. It explores some of the main ideas which the ILO has seized, developed and applied, examines their his- tory and tells how they were pursued in different geographical and historical set- tings. And, since the ILO revolves around ideas, that helps us understand why the ILO has sometimes thrived, sometimes suffered, but always survived and persisted to pursue its goals through the political and economic upheavals of the last 90 years. What lessons can we draw? First, the institutions on which the ILO is founded have proved their worth. That includes labour laws which frame national action; social dialogue which builds understanding and expands the common interest; and tripartism, the bed- rock of the ILO, which provides for the democratic participation in decisions of the key social and economic actors. Second, the effectiveness of the ILO – the role it can play and its ability to respond to the demands that are put upon it – depends on major world events: economic crises, social conflicts, war, and in recent years globalization policies which are inimical to ILO values. But, in all of these extreme situations, in the end the ILO is an indispensable partner because of the balance it brings between state and market, between society and individual and, today, between economic, social and environmental policies for sustainable development. Third, the ILO has often been swimming against the tide. Its mandate for social justice can be thwarted by economic and political forces, and pursuing its goals is often a long struggle, as is today the struggle for decent work.

Rather, they reflect the collective efforts of the Inter-Agency Support Group to highlight selected key issues and to provide substantive materials to inform the Conference, with a view to contributing to the realization of the rights of indigenous peoples. *The chair of the IASG rotates annually amongst the participating agencies. Although the region has experienced economic growth, the bottom 70 percent have seen their income share fall while the share for the top 10 percent has increased rapidly. Low wages and a lack of rights at work, particularly for women, are at the heart of this scandal. At the same time, women are subsidizing the economy with a disproportionate responsibility for unpaid care work. Achieving living wages and recognizing, redistributing and reducing unpaid care work could support both economic and gender equality in Asia and should be prioritized by both governments and businesses. www.oxfam.org 1 INTRODUCTION For women across Asia, access to decent work and a living wage represents a fundamental pathway out of poverty, and one of the best ways to counter the dangerous tide of growing economic inequality.     MEDIA RELEASE INTERNATIONAL LAUNCH EVENT OF THE LIBERATION ROUTE EUROPE HIKING TRAILS A unique international trail initiative to keep the memory of WWII alive Brussels, 15 July 2021 – The LRE Foundation is happy to announce the next evolution of the Liberation Route Europe, a certified Council of Europe Cultural Route connecting places and people that mark Europe’s liberation from occupation during World War II. The launch event will take place on 22 July at 3 pm CEST when the Foundation will present the brand new European-wide system of hiking trails along the Liberation Route Europe. Developed in collaboration with hiking associations across Europe, the new hiking trails link museums, memorials, cemeteries and historical sites along the Allied Forces’ advance in the last phase of WWII and aim to stretch for 10.000 km. The hiking experience is accompanied by the new Liberation Route Europe website and travel planner that allows the public to read and listen to many stories about WWII and plan their journey along the hiking trails. Introduction In Gothenburg on the 17th of November 2017, the European Commission, Parliament and Council signed a ‘solemn’ Inter-Institutional Proclamation on the European Pillar of Social Rights.1 As stated by one commentator, the Pillar ‘represents the most encompassing attempt to raise the profile of social policy in two decades, since the inclusion of the employment chapter in the Amsterdam Treaty and the formulation of the European Employment Strategy’.2 The Pillar is a high-profile political re-affirmation of a broad set of social rights and principles, which in line with the Rome Declaration could be taken as an indication that in the future post- Brexit EU27, there may be a stronger commitment to EU social policy.3 The Pillar’s implementation envisages the deployment of the full array of EU governance instruments: regulations and directives, recommendations and communications, the creation of new institutions, funding actions and country-specific recommendations. As such, the static imagery evoked by the notion of a ‘pillar’ arguably does not capture the true nature and potential of the initiative, which is dynamic and fluid, wide-ranging and permeating. An equation of the Pillar with the core set of 20 social rights and principles it proclaims similarly fails to capture its true legal and political significance, which lies mainly in its programmatic nature. The proof of the Pillar will be in its implementation. The precedent of the 1989 Community Charter on the Fundamental Social Rights of Workers with its accompanying Action Programme gives reason to be hopeful for those in favor of a more social Europe: an important part of the EU social acquis was progressively adopted on that basis.

    International Labour Law Instruments and Enforcement Mechanisms Lina Stotz and Gillian Kane INTERNATIONAL LABOUR LAW: RELEVANT INTERNATIONAL LEGAL INSTRUMENTS AND ENFORCEMENT MECHANISMS There are a number of international legal instruments which prescribe various rights to workers in the Garment and Textile industry. Furthermore, these instruments prescribe obligations for states to take measures to protect such rights. This document details such legislation, with relevance to the garment industry. On an international level, states have incurred rights and obligations from the various human rights treaties, and International Labour Organisation (hereinafter ‘ILO’) conventions which it has ratified. 1. Human Rights Treaties The main treaties that are of importance in connection to the rights of workers are: 1) The International Covenant on Civil and Political Rights (ICCPR) 2) The international Covenant on Economic, Social and Cultural Rights (ICESCR) 3) The Convention on Elimination all forms of Discrimination of Women (CEDAW) 4) The Convention on the Rights of the Child (CRC). These treaties are binding upon all states which have signed and ratified them. If, however, a country has entered a reservation on a certain article in a treaty which it has ratified, it may be that this article is not binding upon that country, or that the country has specified how it will interpret this article (perhaps to its own benefit).1 There are mechanisms to check if the parties to the treaties comply with their obligations. One important mechanism for that is the individual complaint mechanism. Under this procedure, individuals can bring a claim against the state to seek for enforcement of a right granted under a treaty.

    Part 2 Reform of the United Nations Reform of the United Nations During 1999, UN Secretary General Annan continued to move forward with his program of administrative and budgetary reforms. The 2000– 2001 UN budget came in at virtually the same level as the initial budget approved for the previous biennium, 1998–1999; administrative overhead costs were steadily reduced; and the Office of Internal Oversight Services identified millions of dollars in cost savings. Many of the Secretary General’s “Track One” and “Track Two” reforms were implemented, improving the efficiency of UN activities in the areas of development, humanitarian relief, human rights, and peace- keeping. By the end of 1999, however, the General Assembly had not yet acted on some other recommendations put forward by the Secretary Gen- eral that are priorities for the United States: results–based budgeting, which uses performance indicators to assess progress toward specific objectives, and sunset provisions for new UN programs. The United States continues to press for implementation of these measures. Apart from these efforts, discussions continued on reforming peace- keeping operations and possibly expanding the Security Council to 20 or 21 members, including permanent seats for Germany and Japan. Secretary General’s Reform Initiatives UN Secretary General Kofi Annan incorporated many U.S. ideas on improving UN economic and social institutions, activities, and programs into his two 1997 reform packages (“Track One” and “Track Two” reforms). The United States worked to generate member state support for their prompt implementation. In December 1997, the General Assembly adopted the Track One measures and most of the Track Two recommenda- tions by consensus.
