Mukushev Temirlan Kappasovich Born in 1957, April 6, in Atbasar city. He began his career in 1974 in position of worker in Atbasar repair work and technical base. After graduating from Tselinograd Agricultural Institute in 1983 he worked as the chief zootechnician in state farms of the North-Kazakhstan region, director of the farm Aralagashsky in Soviet district. Since 1992 - the main zootechnician, then worked as the President of Company Bishkulskaya poultry farm. From 1999 to April 2007 he held the post of the deputy akim of the Kyzylzhar region of the Northern Kazakhstan oblast and from April 2007 he worked as deputy akim of the Northern Kazakhstan oblast. This work uses environ- mental monitoring techniques to analyze the current state of surface waters in the river. The content of main ions, biogenic and inorganic ions, heavy metals, organic impurities in seasonal and annual dynamics have been studied. Results show that, despite the tightening of requirements for wastew- ater discharge into the Ishim River basin, a number of water quality indicators did not fulfill the regulatory requirements for surface water bodies during 2013–2019. It has been identified that the greatest pollution in the Ishim River is brought by enterprises of the Karaganda-Temirtau techno- genic region, located in the upper reaches of the river. Approximately 95% of Kazakhstan’s forests are managed by 123 state forestry entities, which are overseen by regional governments (akimats). Under the current forest governance system, forestry entities lack sufficient capacity to effectively manage HCVF, including those forests neighboring highly biodiverse protected areas. Kazakhstan’s protected area system covers approximately 24,018,800 ha, or 8.81% (as of 2015) of the total country, although only 5% of Kazakhstan’s forests are included within protected areas. Therefore, forest ecosystems are underrepresented in the national protected area systems. Çarlık Rus İmparatorluğu’nun Kazak Hanlığı döneminden, SSCB’nin Stalin dönemine kadar önemli gelişmeleri bölümlerin ara başlıklarında ele alınmıştır. Tezde yerleşim yerlerinin adları, kişi adları ile soyadları orijinal haliyle verilmiştir. THE DEVELOPMENT OF THE CAPITAL CITY INFRASTRUCTURE WITHIN THE AGGLOMERATION Annotation: The analysis of the state and prospects of development of infrastructure of Nur- Sultan within the formation of Nur-Sultan agglomeration is carried. The key aspects of agglomeration development presented as the basis of spatial planning of regional policy are identified. The world experience of management of urbanization processes is interrelated with the current disproportions of regional development of Kazakhstan on the basis of the indicated positive prerequisites for the use of the model of agglomeration development of the capital and adjacent territories in the direction of specialization as a transport and logistics hub. The main directions of modernization of engineering and communication and transport infrastructure focused on creating an incentive for the territorial concentration of production and labor resources in the Nur-Sultan agglomeration are given, taking into account this vector of development.
