Strategic Planning Part 1. Strategic Planning 1. Introduction There is a common understanding that the prevalent traffic congestion in Dar es Salaam is unsustainable, and inflicts huge costs in terms of lost time and productivity for the city and the nation as a whole1. There is (or needs to be) a sense of ‘crisis’ to spur into action a series of sound policy decisions to address these concerns and the re-orientate the city toward a better and more sustainable future where quality of life, the environment and productivity is improved. The JICA-funded ‘Capacity Building Project for Improvement of Dar es Salaam Transport’ involves 11 secretariat members from different public agencies/academic institutions. The project has involved various capacity building elements including coordination, training, urban transport policy development, and planning of prioritized projects. This CBD Traffic Improvement Plan in Dar es Salaam is a product of secretariat members and JICA Experts, with a consensus reached on a planning framework and a number of projects. The document contains three sections, principally based on the following areas: Firstly, the Strategic Policy Framework (SPF) that sets out a logical and principled approach to guide action and implementation. It starts with a Strategic City Vision and espouses a set of planning principles to guide the planning process. All recommendations fall under this policy framework to ensure strategically aligned actions, prudent use of resources and effective project outputs. This SPF also forms the basis of consensus amongst stakeholders - typically a ‘first level of agreement’ that directs decision making. Secondly, demand management is the main element to address traffic congestion, as it aims to reduce the volume of traffic. Ever increasing car ownership and private car use (fuelled by lack of good transport alternatives) will soon overtake all efforts to increase capacity (supply) through improved traffic management. Even with the most efficient traffic management measures2, without demand management the city will soon be in the same situation. Demand management involves proactive measures such as improved bus services, cycling, and pedestrianization, and also restrictive measures such as increasing parking charges or reducing parking availability. Thirdly, in tandem with demand management is traffic management, intersection improvements, and parking management to make most efficient use of road space and ensure proper transport within the CBD. This discussion paper raises these issues in turn: 1 Considering that Dar es Salaam as an economic centre represents a high proportion of nationwide GDP 2 A good example is Bangkok, where automated traffic signalling was abandoned, as traffic saturation made the signalling inefficient and ineffective. Review of Empirical Studies and Present Progress 2.1 One way CBD Circulation Plan The most significant action to date has been the decision to adopt a one way traffic plan, following a meeting in 2010, by engineers from Dar es Salaam Region, DCC and DART to discuss quick solutions to de-congest traffic congestion in CBD. The parties agreed to introduce one-way traffic circulation as proposed in 2007 by consultants for the DART project to accommodate the proposed DART BRT system with a dedicated BRT along Morogoro Rd with a one way mixed traffic carriageway along Sokoine Drive. The associated traffic plan involved changing all major two-way streets in CBD to one-way and diverting Samora Avenue and Sokoine Drive to the opposite direction. In response to the request by Dar es Salaam Regional Administrative Secretary, Ilala Municipality set aside a development budget for implementation of one-way traffic circulation and in July 2011, and commenced installing one-way traffic signboards along major streets in the CBD. Since then, the focus of the secretariat has been centred on this one-way operation supported by JICA experts in developing supporting measures. However, during this exercise, a consensus of concern arose that the one-way traffic circulation requires traffic improvement measures, including parking management and daladala rerouting and also design guidelines for sidewalk and traffic safety measures. To support this, a series of traffic surveys, including parking survey, daladala survey and topographic survey were carried out from October to December,

    Chapter One The Emerging Metropolis: A history of Dar es Salaam, circa 1862-2000 James R. Brennan and Andrew Burton This chapter offers an overview history of Dar es Salaam. It proceeds chronologically from the town’s inception in the 1860s to its present-day status as one of the largest cities in Africa. Within this sequential structure are themes that resurface in later chapters. Dar es Salaam is above all a site of juxtaposition between the local, the national, and the cosmopolitan. Local struggles for authority between Shomvi and Zaramo, as well as Shomvi and Zaramo indigenes against upcountry immigrants, stand alongside racialized struggles between Africans and Indians for urban space, global struggles between Germany and Britain for military control, and national struggles between European colonial officials and African nationalists for political control. Not only do local, national, and cosmopolitan contexts reveal the layers of the town’s social cleavages, they also reveal the means and institutions of social and cultural belonging. Culturally Dar es Salaam represents a modern reformulation of the Swahili city. Indeed it might be argued that, partly due to the lack of dominant founding fathers and an established urban society pre- dating its rapid twentieth century growth, this late arrival on the East African coast is the contemporary exemplar of Swahili virtues of cosmopolitanism and cultural exchange. Older coastal cities of Mombasa and Zanzibar struggle to match Dar es Salaam in its diversity and, paradoxically, its high degree of social integration. Linguistically speaking, it is without doubt a Swahili city; one in which this language of nineteenth-century economic incorporation has flourished as a twentieth-century vehicle of social and cultural incorporation for migrants from the African interior as well as from the shores of the western Indian Ocean.

    Responses from the Focus Group Discussions Location: Tabata Segerea Ward Interviewees: Livestock keepers (men and women) Five women and three men aged between 28–59 years were interviewed in Tabata Segerea ward. All of them have been living in Segerea for more than three years and they are owner of the land. Their income comes from poultry and pigs farming together with other business. The mode of farming is mainly intensive and commercial because they are farmed for commercial purposes and the area involved is small enough to practise extensive. All respondents have been involved in farming of short cycled animals for more than two years except one who has farmed for more than six months. The number of poultry kept ranged from 300 – 3000 and for the pigs were 10 – 70 animals. The challenge with large animal farming is that the municipal by-laws insist on keeping not more than 4 animals so they are forced to confine and manage them in strictly intensive mode of production. This farming system is good for protecting pigs from the community member that do not want to hear about pigs and pig products. According to the group, the use of antimicrobial agents in pigs and poultry is high especially in poultry farming. The birds are frequently attacked by diseases such as coryza, typhoid, coccidiosis, respiratory diseases and diarrhoea. The use antimicrobial is to avoid economic loss arising from animal death. In pigs the frequently occurring diseases are worms, respiratory diseases, skin diseases, mastitis, iron deficiency and diarrhoea. The farmers themselves are experienced enough to do diagnosis through clinical signs and symptoms.

In Dar-es-Salaam city about, 80 per cent of its residents live in informal settlements. These settlements lack the basic services of water supply, access roads, waste water management and storm water drainage systems. Regularisation has been practiced in order to provide these basic services. This paper focuses on physical regularisation which was im- plemented through Community Infrastructure Upgrading Project (CIUP) within sixteen settle- ments in Dar-es-Salaam City. Through explorative research using case study strategy, displaced residents were traced. For those who were found an in-depth interview was conducted and narra- tions of their experience before during and after displacement and resettlement were obtained. The paper analyses the process of displacement and resettlement caused by regularisation through the country’s policy and legal frameworks.
