The stations are given below. Spouses and adult children of retired Railway employees (Only one person for one retired Railway employee to be nominated by him/her) may also be allowed to work as facilitators in addition to retired Railway employees working as facilitators. Spouse/adult children of retired railway employee shall not have any claim for employment in Railways. Applicants residing near the station of choice will be given preference. In case there is more eligible applicant for a particular station than the required number, facilitators will be chosen by draw of lots. The applicants should not have been involved in any Vigilance / Departmental DAR cases during their service. Terms of engagement The tenure of ATVM facilitator will be upto 31.03.2022 which may be extended as per Railway Board’s guidelines. No remuneration will be paid by Railways. The facilitators can retain the incentive of 3 % given on every re-charge of smart card. The rate of 3% is liable to change by Railways any time and the facilitator will not hold the right for claiming any arrears / compensation Functioning of Facilitators Smart card The facilitators will purchase one smart card from the station to which he/she is selected. He should use only the registered smart card for issuing tickets to public through ATVM. He can do any number of re-charges as per his requirement. If the smart card is lost, he should intimate the same to CBS/SM of the staton and purchase another smart card in lieu of it and register it with the Division. Issuing of tickets 1. The facilitator should issue tickets only from the machine allotted to him. 2. In case of more than one facilitator appointed, he will work in shifts in the ATVM as per the roster made out by the CBS / SM. 3. He has to wear the ID card issued by Railways while issuing ticket. 4. While no uniform is prescribed, he should be neatly dressed in formal dress and be presentable to public. 5. The facilitator should at all times behave politely and courteously with passengers. Any complaint of misbehaviour or others may result in termination of the engagement. 6. Facilitator shall help to form queue of passengers and issue tickets as per demands duly charging the correct fare. Any complaint regarding over charge will be viewed seriously and may attract termination of engagement. 7. Smart cards will be continued to be sold to general public and they will get priority in getting the tickets directly from ATVMs and need not come in the queue formed by the facilitator. 8. He will always give priority to smart card holders to take tickets whenever they approach ATVMs for tickets. 9. He should make a name badge of his own and wear it at all times and also the identity card issued by Railways. 10. Every facilitator should issue atleast 400 tickets per day with minimum working of 20 days per month. 11. Wherever there is demand, Railways can appoint upto 2 facilitators per ATVM. In such cases, the facilitators will work in shifts as rostered by the CBS / SM of the station. 12. Commencement and closure of work shall be reported to CBS every day and the same has to be recorded in the register kept for this purpose in the booking office. The commencing number and closing number of the ticket should also be recorded along with number of tickets and the amount. 13. Dusting and general cleaning of ATVMs will be the primary responsibility of the facilitator. Any system failure and requirement of ticket rolls shall be reported promptly to the CBS/SM, who, in turn will take necessary action and get the ATVM rectified. 14. Only the facilitator engaged should operate the ATVM and issue tickets to the passengers. At no time he shall allow any other unauthorized person to issue tickets. In case of subletting or proxy attendance, the engagement will be cancelled immediately and will be debarred from further engagement. 15. He shall cooperate with all inspecting officials in their work and will produce all required records and documents for inspection. 16. Any instructions issued by Railway Board / Headquarters regarding ATVM will be binding on facilitators. 17. The facilitator will not be permitted to operate the ATVM at any other station / platform / shift other than the one allotted to him. 18. However, Railways can with prior intimation, transfer the operation of Facilitator to any other location temporarily / permanently as and when warranted. Termination The engagement as facilitator will be terminated in case of - Failure to attend the shift - Overcharging of passengers - Unsatisfactory performance leading to public complaints - On completion of 65 years of age - Any other reason in the opinion of Railways which warrants termination. The facilitator can withdraw from the engagement by giving 15 days notice to Railways. In all cases including engagement, procedures for operation, transfer, termination etc. the decision of the Senior Divisional Commercial Manager, Chennai will be final and binding. How to apply Interested persons who are eligible as above can obtain the copy of proforma from the CBS / SM of the station where ATVMs have been installed. The application can also be obtained from the office of the Senior Divisional Commercial Manager, Chennai Division, Southern Railway, NGO Annexe, Park Town. Chennai – 3 on any working day. The application can also be downloaded from website www.sr.indianrailways.gov.in. Only one application should be submitted by an applicant. Multiple applications will be summarily rejected. All the information asked for in the application should be correctly filled in. Incomplete applications forms are liable to be rejected 3 stations in the order of preference should be given. If the applicant has only one or two preferences, then the rest should be filled as NIL and should not be left blank. The filled in application form with the enclosures as prescribed should be put in a sealed cover. The cover should be superscribed as “Application for engagement as Facilitator to operate ATVMs”. The sealed cover should be dropped in the box kept for the purpose in the Office of the Senior Divisional Commercial Manager, Chennai Division, IInd floor, NGO Annexe, Park town, Chennai – 3 between 10:00 hours and 14:00 hours on 15.07.2021 The application covers will be opened at 14:30 hours on the same day. Applications received beyond 14:00 hours on 15.07.2021, will not be opened. They will be considered only in case of any vacancy after considering the applications received within time. In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.
