It is wonderful to see you here in a very crowded Chamber. I am Baroness D’Souza, the Lord Speaker, and I am presiding over the debate, as I do normally when we hold debates in this House. The discussions we are going to have today are extremely important, as I am sure all of you realise, in that we will be talking about defence, remembrance and, of course, the legacy of the Great War and other conflicts. This is the seventh debate to be held in the Chamber with guests who are not Members of this House. For hundreds of years, no one was allowed to sit in this House unless they were Peers. Most of you are not Peers, so we are very delighted to see you here today. I am doubly pleased that we have a mix of young cadets and venerable veterans with us today. This is only the second time that we have held an intergenerational debate, so again we are making history. I hope you agree that it is both valuable and wonderful to hear views from across the age range.

Please contact them directly if you wish to use their material. 1 Hello All It will not have escaped the notice of many of us that the month of July, 2009, with the deaths of three old gentlemen, saw human bonds being broken with the Great War. This is not a place for obituaries, collectively the UK’s national press has done that task more adequately (and internationally, I suspect likewise for New Zealand, the USA and the other protagonists of that War), but it is in a way sad that they have died. Harry Patch and Henry Allingham could recount events from the battles at Jutland and Passchendaele, and their recollections have, in recent years, served to educate youngsters about the horrors of war, and yet? With age, memory can play tricks, and the facts of the past can be modified to suit the beliefs of the present. For example, Harry Patch is noted as having become a pacifist, and to exemplify that, he stated that he had wounded, rather than killed, a German who was charging Harry’s machine gun crew with rifle and bayonet, by Harry firing his Colt revolver. I wonder? My personal experience in the latter years of my military career, having a Browning pistol as my issued weapon, was that the only way I could have accurately hit a barn door was by throwing the pistol at it! Given the mud and the filth, the clamour and the noise, the fear, a well aimed shot designed solely to ‘wing’ an enemy does seem remarkable.

His death in that conflict meant that this was a career that lasted barely twenty years; however it comprised a large range of creative endeavours. Although all these facets of Whistler’s career are touched upon, the main focus is on his work in murals and the fields of advertising and commercial design. The thesis goes beyond the remit of a purely biographical stance and places Whistler’s career in context by looking at the contemporary art world in which he worked, and the private, commercial and public commissions he secured. In doing so, it aims to provide a more comprehensive account of Whistler’s achievement than has been afforded in any of the existing literature or biographies. This deeper examination of the artist’s practice has been made possible by considerable amounts of new factual information derived from the Whistler Archive and other archival sources.

    Fleet Street Colossus: The Rise and Fall of Northcliffe, 1896-1922 J. LEE THOMPSON The political influence and power wielded by Alfred Charles William Harmsworth, Viscount Northcliffe, remains one of the lurid little secrets ofBritish history. From the 1890s, Northcliffe used a formidable array of press weapons to bludgeon the ruling classes of Britain over a wide variety of national issues. Northcliffe's power reached its peak in the Great War and, over the intervening years, his important role has been largely overlooked in part because three years after the signing of the Versailles treaty the press lord was dead at age 57. This premature end ensured that the history of his turbulent times would be written by a long list of other notable figures, including Lloyd George, Winston ChurchiU and Lord Beaverbrook, most of whom were, to varying degrees, the targets of the press lord's stinging cnticisms. It became convenient for his many opponents to forget just how influential and feared Northcliffe was, particularly between 1914 and 1918. Until recently Northcliffe's substantial role had gone unnoticed or else relegated to narrow studies of the press and propaganda.' As the pre-eminent journalistic force in Britain, by 1914 Northchffe controlled roughly 40 per cent of the morning, 45 per cent of the evening and 15 per cent of the Sunday total newspaper circulations.^ By far the two most important weapons in his press arsenal were The Times and the Daily Mail.^ Created by Northcliffe in 1896, within a few years the Daily Mail reached a million, mainly lower and middle-class, readers.

In addition, any quotation or extract must include full attribution. 2 This thesis attempts to explore the influence that Duncan Sandys' experiences of the Second World War had on his policy preferences, and policy-making, in relation to British defence policy during his years in government. This is a significant period in British nuclear policy which began with thermonuclear weaponry being placed ostentatiously at the centre of British defence planning in the 1957 Defence White Paper, and ended with the British acquiring the latest American nuclear weapon technology as a consequence of the Polaris Sales Agreement. It also saw intense discussion of the nature and type of nuclear weaponry the British government sought to wield in the Cold War, with attempts to build indigenous land-based intercontinental ballistic missiles, and where British nuclear policy was discussed in extreme depth in government. The thesis explores this area by focusing on Duncan Sandys and examining his interaction with prominent aspects of the defence policy-making process.
