1.0 INTRODUCTION

1.1 Mewies Engineering Consultants Ltd (M-EC) has been commissioned by Larkfleet Homes Ltd to prepare a framework Travel Plan (TP) for a proposed commercial development on Land off Peterborough Road, Market Deeping, Lincolnshire. Site location plans are provided in Appendix A and site layout plans are provided in Appendix B.

1.2 The implementation of a Travel Plan is a key component of the overall mitigation strategy detailed within the accompanying Transport Assessment (TA), which will contribute to managing the travel demands generated by the development, reducing car-based travel and encouraging sustainable travel behaviour.

1.3 A description of the development is as follows;

“Outline planning application, with all matters (internal access, layout, scale, appearance and landscaping) reserved for subsequent approval except the principal means of vehicular access from Peterborough Road, for the erection of 10,000 sqm of commercial development (Use Class B1/B2) highway infrastructure, footpaths and cycleways, public open space, landscaping, balancing pond and associated earthworks to facilitate surface water drainage and other ancillary infrastructure.”

1.4 This Travel Plan document will focus on the sustainable measures to be implemented by the proposed development and details a package of measures designed to reduce the number of car borne journeys. It will also set out the key objectives of the Travel Plan.

1.5 All Travel Plans are treated as ‘living’ documents that are reviewed and updated at various key stages of development implementation and occupation. Regular reviews are theretofore proposed in order to enable effective monitoring and implementation of this the Travel Plan detailed in this document.

1.6 The scope of this Travel Plan has been completed in accordance to LCC’s Travel Plan guidance document, available online. It is noted that this mainly references national guidance and Travel Planning best practice, rather than providing specific local requirements.

1.7 M-EC has completed this report for the benefit of the individuals referred to in paragraph 1.1 and any relevant statutory authority which may require reference in relation to approvals for the proposed development. Other third parties should not use

3.0 POLICY REVIEW

3.1 This section considers a number of national and local policies which have informed the content of this report.

National Policy

National Planning Policy Framework (NPPF) (March 2012)

3.2 The NPPF states that there is a presumption in favour of sustainable development, and that transport policy has an important role to play in facilitating sustainable development, giving people real choice about how they travel. Local authorities are required to take the NPPF into account when formulating local development plans, and it is also a material consideration when determining planning applications.

3.3 The NPPF states that a key tool to facilitate this will be a Travel Plan, and that all developments which generate significant amounts of movement should therefore be required to provide a Travel Plan. A framework Travel Plan has been provided as a companion document to this TA.

3.4 Other documents such as Transport Statements and Assessments should be prepared to exploit (and protect) opportunities to use sustainable transport modes, giving priority to pedestrian and cycle movements and ensuring access to high quality public transport facilities. They should also support the creation of safe, secure development and highway layouts, which minimise conflicts between vehicular traffic, cyclists and pedestrians. These matters are addressed in detail throughout this TA.

3.5 The NPPF states that authorities should take account of whether a development provides:

 The opportunities for sustainable transport modes to be taken up, depending on the nature and location of the site, to reduce the need for major transport infrastructure;

 Safe and suitable access to the site for all people; and,

 Improvements within the transport network that cost effectively limits the significant impacts of the development.

3.6 The NPPF states that development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe. Where there is no current development plan policy in place, planning applications should be

approved unless likely adverse impacts would "significantly and demonstrably outweigh the benefits" of development when assessed against the NPPF as a whole.

National Planning Practice Guidance (NPPG) (March 2014)

3.7 The NPPG (March 2014) states that Transport Assessments, Transport Statements and Travel Plans can positively contribute to:

 Encouraging sustainable travel

 Lessening traffic generation and its detrimental impacts

 Reducing carbon emissions and climate impacts

 Creating accessible, connected, inclusive communities

 Improving health outcomes and quality of life

 Improving road safety

 Reducing the need for new development to increase existing road capacity or provide new roads

3.8 The NPPG supports national planning policy which states that planning should actively manage patterns of growth in order to make the fullest possible use of walking and cycling, public transport, and focus significant development in locations which are or can be made sustainable.

3.9 Transport Assessments and Statements are ways of assessing the potential transport impacts of developments, and may propose mitigation measures to promote sustainable development. Where that mitigation relates to matters that can be addressed by management measures, the mitigation may inform the preparation of Travel Plans.

3.10 This TA and accompanying framework Travel Plan have been produced with due regard to the above key elements of NPPG.

Department for Transport (DfT) – Creating Growth, Cutting Carbon (January 2011)

3.11 The DfT’s Local Transport White Paper “Creating Growth, Cutting Carbon – Making Sustainable Transport Happen” set out the framework within which detailed policies could be taken forward with the aim of creating:

“…a transport system that is an engine for economic growth, but one that is also greener and safer and improves quality of life in our communities.”

3.12 The document supports the continued development of integrated transport policies and seeks to deliver growth whilst reducing the environmental impacts of transport. It also

particularly targets shorter journeys, many of which could be undertaken by non-car modes where realistic alternatives are provided, and where interchange between modes can be readily achieved.

DfT – Building Sustainable Transport into New Developments (April 2008)

3.13 This document sets out guidance on how to build an effective sustainable transport system into new developments, working from planning through to the implementation stage. The document recommends a variety of different transport options to integrate and adopt, according to the location and needs of each individual development.

Local

South District Council – Site Allocation and Policies DPD (April 2014)

3.14 The Site Allocation and Policies Development Plan Document (DPD) forms part of the Local Development Framework (LDF). Together with the Core Strategy, it will provide the planning framework for the district including the town of Stamford, guiding the location, design, form and use of land and buildings across the district to 2026. The Site Allocation and Policies DPD is in conformity with the spatial strategy and policies included within the Core Strategy, which was adopted in July 2010.

3.15 Employment/Commercial Objective 3 notes:

“Identify a range of suitable and available sites to support a diversity of new and existing employers (including commercial, retail, leisure and other business sectors) to promote a thriving economy.”

3.16 The proposed development area is identified in Policy DE2 (under DE2b) and more specifically within Policy DE3: Mixed Use Urban Extension in Market Deeping. Within this policy the site area is identified as:

“…16 Ha of land on the northern edge of Market Deeping between Peterborough Road and Towngate East is identified as a mixed use urban extension. Of this, up to 6 Ha of land is for a range of different employment uses…”

3.17 The above Policy states the masterplan for the site should ensure that development achieves the following key principles:

 Provides appropriate access to the site from Peterborough Road as required by a

detailed Traffic Assessment and makes appropriate arrangements to increase the

capacity of the A15/A16 roundabout;

 Incorporates appropriately planned green infrastructure and landscaping within the design and layout of the development to both reduce the impact of development on the landscape…

 Ensures the design and layout of the development is of a high quality which recognises the importance of the sites location at the entrance to Market Deeping;

 Secures the provision of good pedestrian and cycle access from and within the site to the local centre…, (and) … new employment opportunities and the town centre;

 Incorporates within the development layout appropriate surface water management systems which will ensure that greenfield run-off rates are maintained once the site is developed; and,

 Provision of necessary infrastructure improvements required to support the development.

Lincolnshire 4th Local Transportation Plan (2013/14 – 2022/23)

3.18 The Lincolnshire 4th Local Transport Plan (setting out the transport strategy and programme for the period 2013/14 to 2022/23) was published in April 2013, along with various supporting documents including the Strategic Environmental Assessment. This publication builds on the progress made during the period of operation of the 3rd LTP. The key challenges of the LTP are to:

 Supporting growth and the local economy;

 Improving access to employment, training and key services; and,

 Contributing to a healthier community.

3.19 The objectives of the 4th Local Transport Plan are:-

 To assist the sustainable economic growth of Lincolnshire, and the wider region, through improvements to the transport network;

 To improve access to employment and key services by widening travel choices, especially for those without access to a car;

 To make travel for all modes safer and, in particular, reduce the number and severity of road casualties;

 To maintain the transport system to standards which allow safe and efficient movement of people and goods;

 To protect and enhance the built and natural environment of the county by reducing the adverse impacts of traffic, including HGVs;

 To improve the quality of public spaces for residents, workers and visitors by creating a safe, attractive and accessible environment;

 To improve the quality of life and health of residents and visitors by encouraging active travel and tackling air quality and noise problems; and,

 To minimise carbon emissions from transport across the county.

4.0 SCOPE AND OBJECTIVES

4.1 The scope of this Travel Plan has been completed in accordance to LCC’s Travel Plan guidance document, available online. It is noted that this mainly references national guidance (as discussed above) and Travel Planning best practice, rather than providing specific local requirements.

4.2 Covered within this Travel Plan are the main targets, objectives and measures which are required in order to achieve a successful Travel Plan.

Objectives of the Travel Plan

4.3 The objectives of this Travel Plan will dictate the overall direction of the report and help set achievable targets to improve traffic movements locally around the site. The main targets of this travel plan are to;

 Reduce to a minimum the number of single-occupancy car traffic movements to

and from the residential site, subsequently reducing pressures on local highway

capacity, particularly at peak travel times;

 Address the access needs of residents and visitors by supporting walking, cycling

and the use of public transport;

 Reduce to a minimum the number of single-occupancy car movements to and from

the residential site by encouraging more active travel to improve the health and

well-being of the community;

 Enable staff and visitors to have an informed choice about their travel options. This

can be achieved through the role of the Travel Plan Coordinator (see Section 9).

4.4 The objectives outlined above have been carefully selected to help benefit the local area surrounding the proposed site. These objectives provide short, medium and long term achievable targets, which will contribute to the success of this Travel Plan.

5.0 SITE DESCRIPTION & DEVELOPMENT PROPOSALS

Existing Site

5.1 The site covers an area of approximately 3.75ha and is located on the northern side of Market Deeping and to the north of the Town Centre. The site is currently greenfield and bounded to the east by a vertical strip of existing industrial land (Spitfire Park). The site is bound to the north by Northfield Road and to the south by a number of residential dwellings and a hotel. B1524 Peterborough Road forms the western boundary.

5.2 The site is accessible at the northern boundary from Northfield Road. Trees are located scattered within and around the site particularly in the north and centre of the site.

5.3 The site has good transport links with the surrounding area with several routes available to access local facilities and amenities as well as the town centre and wider areas. The B1524 Peterborough Road to the west of the site provides a link between the A15 and A1175 to the north and south towards the centre of Market Deeping via Halfleet and Church Street. These routes provide links to major destinations in all directions including Stamford, Spalding and Peterborough as well as the A1(M) and A47.

5.4 Market Deeping Town Centre is located approximately 1km to south of the site and can be accessed via the Halfleet and Church Street or alternatively Towngate East and Godsey Lane.

Proposed Development

5.5 The outline planning application is for a proposed commercial development covering approximately 3.75ha. Within this area it is proposed that 10,000 sqm of proposed employment floorspace (Land Use Class B1a/B1b/B1c/B2) be provided.

5.6 Principal, vehicular access to the site would be via the construction of a new ghost-island access junction on Peterborough Road. An indicative site Development Plan is available in Appendix B.

5.7 It is proposed that a secondary access point to the development site from Spitfire Park. This will allow for vehicle movements between the two sites, but is not proposed to handle a significant amount of development traffic. The provision of this secondary access point will also improve pedestrian and cycle accessibility for the development site.

6.0 SUSTAINABILITY

Existing Pedestrian Facilities

6.1 There are existing footways and footpaths within close proximity of the site providing access to the various local services and amenities identified below. On road footways extend east along Towngate East and west along Towngate West and on the surrounding residential streets. There is also a pedestrian access via a footway at the western side of Peterborough Road. Within Market Deeping there are a number of local amenities, and these are listed below and shown in drawing 20154_08_010_04 in Appendix C.

6.2 The above footways join together to form a cohesive local pedestrian network. This is further supplemented by several nearby Public Rights-of-Way (PRoW), which are shown on the general site location plan, drawing 20154_08_010_01 included in Appendix A.

6.3 The 2013 DfT National Travel Survey (), found that walking constitutes 22% of all journeys made in a year, and that approximately states that 4 out of 5 (78%) of walking trips were under a mile (1.6km). The Manual for Streets (MfS) reinforces this advice, using the criterion that walking offers the greatest potential to replace short car trips, particularly those under 2km.

6.4 Guidance on walking distances to amenities was historically provided by the Institution of Highways and Transportation (IHT) document, "Providing for Journeys on Foot" (2000). The corresponding acceptable and preferred maximum walking distances for trips to work (or school) were given as 1000m and 2000m respectively.

6.5 For context, a 1000m walk is equivalent to approximately 12½ minutes, while a 2000m walk is equivalent to approximately 25 minutes.

6.6 The IHT guidance is now reasonably dated, and as such only given limited weight. In particular, the NPPF has removed reference to specific walking distances and indicates that the sustainability of a site can be considered against the context of the wider location.

6.7 As an employment site, the greatest demand for travel is likely to be from employee’s homes. It is noted that a significant area of housing lies to the immediate south and south-west of the site. It is estimated that approximately one-third of all housing within Market Deeping (by area) lies within a 1,000m walk of the site, with approximately two- thirds within a 2,000m walk. Given Market Deeping has over 6,000 residents (based on recent census data), it can be seen that a significant number of potential employees would be able to commute to the site on foot.

6.8 In addition to the above residential areas, outlined below are the key amenities and facilities within walking distance of most use to employees of the proposed development. Distances quoted are as measured from the approximate site centre, via the existing pedestrian network:

 Health Centre / Pharmacy – 700m;

Supermarket – 1.1km;

 ‘The White Horse’ Public House - 1.1km;

 Post Office – 1.2km;

 Market Deeping Town Centre (including numerous local shops, banks, food outlets,

additional public houses, etc.) – 1.3km;

 Co-Op Supermarket – 1.5km;

 Sports and Social Club – 1.55km.

6.9 There is no intermediate break in footway provision when accessing any of the above amenities, although localized narrowings are noted in some areas. Having due regard to the various guidance documents and recent appeal hearings detailed above, it is considered that the proposed development is sited within an acceptable distance of facilities likely to be of use to employees at the proposed development.

Existing Cycling Facilities

6.10 The 2011 Census found that, nationally, approximately 2% of people who commute do so principally by cycle. DfT ‘Local Area Walking and Cycling Statistics 2012-2013 noted that approximately 15% pf the population cycle at least once a month as part of a utility or recreational journey.

6.11 The DfT National Statistics fact sheet ‘Cycling in Great Britain’ (January 2003) stated that the average length of a cycle stage was 2.4 miles (3.86km) and that 90% of cycle trips were under 5 miles (8km) in length. These distances are consistent with the previous PPG13 guidance which stated that cycling offers strong potential to substitute for car trips for those journeys under 5km, or those made as part of a multi-modal trip that includes cycling and public transport (especially rail).

6.12 A 5km distance is equivalent to a typical cycling time of 15 to 20 minutes, and would allow for all residential areas within Market Deeping to be reached by cycle.

6.13 A review of the Sustrans mapping has determined that there are no formal cycle routes surrounding the site. On-site observations show cycle links exist along the A15 to the

north and also along Godsey’s Lane close to the Health Centre and Tesco supermarket. There is also a cycleway along the western side of Peterborough Road. Cycling in the vicinity of the site is achieved largely by on-road cycling without cycle lanes; however the National Route 12 and 21 are situated approximately 4 km to the south of the site. Drawing 20154_08_010_05 shows the available cycle routes in the vicinity of the site and is provided in Appendix C.

Existing Public Transport Facilities Bus 6.14 The site is served by the service numbers 101/102 that provide access to Peterborough and Morton. These operate approximately every hour all week. Service 203 also provides access to Northampton and Kettering every hour from Monday to Friday. Bus timetable information is provided in Appendix C and Table 1 below provides a summary of bus services operating in Market Deeping.

6.15 The Institute of Highway and Transportation’s document entitled “Guidelines for Planning for Public Transport in Developments” (1999) recommends a 400m walking distance to the nearest bus stop. However, the document also states that this is simply to be considered as ‘guidance’ and that it is of much greater importance to provide services that are easy to understand and attractive to use than to blindly adhere to this standard.

6.16 The nearest bus stop to the site is located on Halfleet just after the junction with Towngate East and is located approximately 260 metres from the site boundary. This comprises of a shelter facility, raised kerb, full timetable facility and is served by service numbers 100/101. Further bus stops are also located on Towngate East approximately 300 metres south of the site. This comprises of a flag stop and bus timetable information and is served by service numbers 100/102/203. Drawing 20154_08_010_006 in Appendix C shows the bus stops and bus routes close to the site.

Rail 6.17 The closest Train Station to the site is situated approximately 12km to the south of the site in Peterborough. This station lies on the East Coast Main line and provides services to , Lincoln, Spalding and Stamford as well as destinations in Yorkshire and East Anglia. Peterborough Station can be accessed via bus service 101/102 to the town centre, or by car.

6.18 Table 2 provides details on rail services to the major destinations from Peterborough Rail Station.

Accessibility Assessment

6.19 This assessment has been undertaken in order to highlight the accessibility of local services and amenities. Table 3, below, provides a summary of accessibility to key amenities and facilities from the proposed development over all transport modes.

7.0 TRAVEL TO WORK TRIP ANALYSIS

7.1 In order to ascertain existing travel patterns in the local area, 2011 Census data has been obtained from NOMIS for travel to workplaces in the Market and Ward. The Census data shows that there are 3,424 economically active people in employed by employers within this area, although of these 344 of these people currently working from home. These people are still considered as having a potential travel demand to the ward, as their circumstances may change, and their employers may implement policies or practices making it more or less able to work from home.

7.2 Table 4 below provides a summary of the Travel to Work statistics for Market and West Deeping Ward taken from the 2011 census.

7.3 The census data provided above shows the majority of economically active residents within Market and West Deeping Ward drive to work (67.3%) with an additional 6.4% being passengers. The percentage of single occupancy vehicles (60.9%) can be estimated by subtracting the percentage of car passengers from the percentage of car drivers. Walking and cycling make up 12.5% of all trips to work.

7.4 It is expected that due to the close proximity of the site to an hourly bus service leading to the two residential destinations of Peterborough and Northampton, an increase in bus-based public transport patronage (currently only 2.2%) has the potential to

contribute significantly in the reduction of single occupancy vehicle trips generated by the proposed development. Increasing bus usage by 50% compared to the ward as a whole would generate a modal shift of 1.1%

7.5 The target for the site will be to achieve a 10% reduction in single occupancy car/van journeys, this target having due regard to national best practice and the realistic possibilities to increase the use of sustainable travel modes in the area. Such a reduction would reduce the modal share of single occupancy from 60.9% to 54.8% overall.

7.6 Some initial, modal targets are proposed below based on the 2011 census data. However, travel surveys will be undertaken following build-out of the business park, once 75% of the available floorspace is occupied/in-use, in order to determine the actual baseline figures for the development, and adjust the targets as required. The initial mode shift targets are to be determined and suggested modal shift changes are identified in Table 5, below:

7.7 The aim of reducing single occupancy car trips will be achieved through a series of SMART (specific, measurable, attainable, realistic, time bound) targets, following the implementation of the package of measures outlined in Section 8.0 of this Travel Plan. The Travel Plan Coordinator will be responsible for reviewing the census data/travel survey data and determining interim goals in order to assist with achieving the overall aim of sustained modal shift.

8.0 PACKAGE OF MEASURES

8.1 This section will list and provide information on the measures to be implemented as part of the development in order to meet the key aims and objectives highlighted previously. This section will seek to confirm the proposals to be implemented and at what stage in the development.

Information Packs

8.2 Information packs will be provided to all new commercial units from commencement of operation of the business park to encourage staff to travel by sustainable means and reduce the vehicular impact the development has on the local highway network. The aim of the information packs is to provide staff with information on all available sustainable alternative modes of travel in order to encourage modal shift away from single occupancy vehicle trips to/from the development site. The packs will be updated every 12 months and reissued to existing and new units up to the completion of the development. The packs will provide the following information:

 Plans of safe pedestrian routes to all local amenities and shops.

 Bus timetable information and routes maps of services operational at the nearest stop along Halfleet and Towngate East.

 Train timetable information for the most popular local routes as well as national services operational from Peterborough Train Station in conjunction with information on facilities available at the station.

 Information about the Travel Plan including how it works, why it is required and the purpose of the Travel Plan.

 Provide details of car share websites such as liftshare.com and lincshare.co.uk operating in area to encourage residents to car share.

Public Transport Improvements

8.3 In order to facilitate access to existing public transport services and make travelling by bus a more attractive option, new bus stops with raised kerbs, shelters and full timetable information will be provided where feasible at the northbound and southbound sides of Peterborough Road in the vicinity of the site access. This will help to make travelling by bus a more attractive alternative to private vehicle usage for workers of the site, as well as benefitting existing public transport users. A contribution will be offered as part of the Section 106 Agreement to facilitate these improvements.

Promotion of car share websites/databases

8.4 Details of national car share databases will be promoted to all units via the information Packs. Staff will be encouraged to register with websites such as www.liftshare.com and the Lincolnshire specific www.lincshare.co.uk which enable staff to register their journey details on a national database. Their journey details are then checked against the database of other local residents signed up to the car share scheme and a trip- matching exercise is undertaken. The Travel Plan Coordinator will assist employees in trying to establish trip matches.

Pedestrian Improvements

Peterborough Road Site Access

8.5 There is a proposed provision of a 2m footway on the southern side of the site access road to connect with the existing footways along Peterborough Road. In addition, an uncontrolled pedestrian crossings comprising of dropped kerbs and tactile paving will also be provided to facilitate pedestrian movements across Peterborough Road. These improvements are shown on drawing 20154_03_003E in Appendix D.

Cycle Parking

8.6 Secure and covered cycle parking will be provided at each unit in accordance with local standards to facilitate cycle access to/from the development. Where possible, cycle storage will be located in well-lit areas adjacent to the entrance of each unit in order to maximise the number of cyclists.

Showers and Changing Facilities

8.7 Showers and changing facilities including lockers should be provided to enable cyclists and others to change/freshen up before starting work.

Information Board

8.8 Each unit will provide an information board, in a prominent location, to provide important information concerning the use of sustainable transport modes from the site. Local bus operators will be asked to provide important information for the boards including timetable changes and discount bus and rail opportunities. The board will also reinforce what is provided within the information pack by illustrating important walking and cycling routes to and from the site. The Travel Plan Co-coordinator will be responsible for updating information on the board as well as providing their contact details should employees wish to contact them to discuss individual travel plans.

Marketing Days

8.9 The Travel Plan Coordinator will organize marketing days at the site to promote alternative modes of travel to and from the development. Promotional material outlining the potential benefits of moving away from car use will be available along with personalized travel planning in order to identify the most efficient alternative method of transport to use to commute to and from the site for individual staff members.

Dedicated Car Share Car Parking Spaces

8.10 A number of car parking spaces close to the unit entrance will be dedicated for car sharers. Alongside this a guaranteed lift home scheme should be initiated to remove any potential barriers to car sharing.

9.0 THE TRAVEL PLAN COORDINATOR ROLE

9.1 The Travel Plan Coordinator will act as the promoter of the components of the Travel Plan and will be a key contact point for residents and other people who will use the site. In relation to this site it is proposed that the Travel Plan Coordinator will be a member of the on-site staff sales team.

9.2 The main responsibilities of the Travel Plan Coordinator will be to:

 Ensure delivery of the travel incentives once the Travel Plan is approved.

 Promoting the individual measures of the Travel Plan.

 Ensuring the approved Travel Plan and its component parts are being actioned.

 Liaison with LCC who will monitor the Travel Plan implementation.

 Acting as the contact for staff providing personalised travel planning.

 Production of the annual report and travel questionnaires.

9.3 The Travel Plan Coordinator’s role will be active for the entire build period of the development in order to provide on-going advice and assistance to the residents steering group, which will be established by the end of the development.

9.4 Once the development is completed, the responsibility of the plan and its continued management will then fall to the staff steering group which will be established by the end of the development. This group will be suitably briefed and competent in order to continue the Travel Plan and ensure modal shift is maintained.

10.0 MONITORING

10.1 Following build-out of the business park, and once 75% of the available floorspace is occupied/in-use, all staff will be required to complete a travel to work questionnaire. The Travel Plan Coordinator will also be available to discuss their current travel patterns and highlight how alternative methods of transport could be utilised through the iTRACE compliant travel questionnaire.

10.2 A comprehensive monitoring review will be undertaken every 12 months for a 3 year period thereafter. Interim targets can then be set to ensure modal shift is being achieved. This review will include surveys which will provide information on the following;

 The popularity of car sharing;

 The number of staff who work from home;

 The number of staff who cycle to work;

 The number of staff who use public transport.

10.3 Continual monitoring will take place annually of the travel plan to reduce chances of it failing. However, if it comes to light that the travel plan target has not been achieved upon the third year of completion, then additional measures will be undertaken in correspondence with the Travel Plan coordinator, and LCC to increase the modal shift from single car occupancy journeys to more sustainable means of travel. Such measures include additional marketing days including walk/cycle to work weeks and liaison with the council to involve local existing residents on a car share scheme. It is also anticipated by this point the Staff Steering Group will be suitably established to continue the application of the Travel Plan principles.

10.4 The review will involve the re-issue of the travel questionnaire to every staff. Analysis of the re-issued travel questionnaires will yield up to date mode split information which will be included within the annual report.

10.5 Monitoring information as detailed above will be submitted to LCC by the Travel Plan Coordinator. The review report will be compiled outlining the results of the review. Any issues can then be discussed with the developer and a review of the Travel Plan can be undertaken.

11.2 The implementation of the Travel Plan will be the responsibility of the developer of the site.
