5. 2011 RA POPULATION CENSUS PREPARATORY PHASE

5.1 MAPPING

Preparation operations of schematic layouts (6 paper copy and electronic version) were realized for planning Population Census processes and controlling operations (total 97 units) for 48 urban and 37 big rural communities (5,000 and more population) as well as for 12 administrative districts of city. Schematic layouts electronic versions and one paper copies were sent to the NSS RA marz agencies for checking together with corresponding specialists of local authorities and for approving by authorized person of marzpetaran and if necessary for adjustment. Adjustments of schematic layouts were transferred to the other copies. While preparing schematic layouts it was important the availability of necessary data for Population Census organization. As of 15 August, 2011 schematic layouts reception from 85 communities of RA and 12 administrative districts of Yerevan city was completed. The result of these operations was that borders of towns were adjusted as well as names of streets and numbering of blocks and houses were regulated as far as possible. The territory was delimited on one copy of schematic layout of each town (big village) according to listing areas and were distributed among registrars, other copies were distributed according to enumeration, supervisory and census areas.

5.2. LISTING

In the next phase of preparatory operations listing ofhouses (buildings)in towns and big villages, with population 5000 and more, was carried out using one copy of schematic layouts andlists of settlements and therein other residences were drawn up in rural communities and based on it thegiven territory division should be done for Population Census conduction organizational areas: census, supervisory and enumeration areas.

In the second half of August, 2011 were realized instructions on listing and reception order of houses (buildings) in RA towns and big villages and of rural residences for heads of the NSSRA marz subdivision and therein Population Census operations coordinator.

In July-August, 2011 by schedule fixed terms of 2011 Population Census preparation, conduction and data processing operations, in RA 97 residences according to prepared schematic layouts weredrawn up lists of houses by employees (registrars 660 in number) recruited for a period of a month based on contract and appropriately trained, including 27 in Aragatsotn marz, 41 in Ararat, 40 in , 105 in , 89 in Lory, 41 in , 80 in Shirak, 25 in Syunik, 10 in Vayotsdzor, 36 in Tavush and 166 in the city of Yerevan. Listing operations were realized in 3 phases started in July and completed in September. Schematic layouts of residences wereone more time adjusted by registrars while drawing up the lists .

Lists of settlements and therein other residences in 866 rural communities were drawn up by staff secretaries of rural communities heads and lists ofsettlements and therein households (except big villages) Form N 2 rural- table 2 werecompleted in rural communities by staff secretaries of 829 communities heads following records of household registration “Community books” kept in rural municipalities.

Lists were also included temporary dwelling organizations: rest houses, maternity hospitals, health resorts, hospitals, etc. as well as social organizations: boarding adjacent to schools and boarding schools, social service establishments for aged and disabled, children care organizations.

Till September 1, 2011 urban community housing divisions, rural municipalities, state institutions and legal entities having housing fund under their subordination represented state statistical observation questionnaires “On multi-flat house apartments (dwelling) characteristic" for RA all multi-flat houses, irrespective of their ownership and belonging. The aim of collecting this data was to ensure exact, common and complete fill in of information on multi-flat houses in the section of “Housing Conditions of Households” of RA 2011Population CensusQuestionnaire.

5.3. THE ORGANIZATIONAL PLANNING

5.3.1 Population Census Zoning

In August-September, 2011 the NSSRA marz agencies prepared and implemented RA 2011 Population Census preparation and conduction organizational planning (from now on orgplan) by Yerevan city, marzes and territories (former administrative) based on lists of houses (buildings) and rural residences, corresponding cartographic data as well as overwork norms, defining:

 Boundaries of census, supervisory and enumeration areas in territories (Population Census zoning)  Therein necessary census personnel number, reqruitement, training, instruction and preparedness check terms  Planning of Population Census conduction mass-explanation arrangements among population. Development of Population Census organizational plans were realized by heads of the NSS ,RA marz subdivisions together with census operations coordinators according to corresponding provisions defined by normative acts. Population Census zoning was based on listing data, schematic layouts and territories maps of towns and big villages as well as normatives defined for census areas.

The whole territory of the Republic was divided into 183 census, 2243 supervisory and 11548 enumeration areas according to summary organizational plan of RA 2011 Population Census.

Number of de facto formed areas is reflected in schematic image #1.

Schematic image shows that the whole territory of the Republic is divided into 5 platforms according to principle of vertical subordination. Credentials and responsibilities defining normative documents were drafted and put into an action for each subordination platform directing to raise selfregulating level of lower platforms subdivisions for «easiing» overload of higher platform subdivisions operative processes. Above described was contributed for productivity of higher platform controlling-supervisory credentials. Management of such scheme has no alternative during widespread enumerations, and this system developed by the NSS RA was approved by American and International experts.

5.3.2 RECRUITMENT OF POPULATION CENSUS PERSONNEL

According to the RA 2011 Population Census preparation, conduction and data processing timetable, by the next phase of preparatory works defined by the organizational plan the recruitment of temporary personnel has been implemented. Heads of marz agencies and the regional divisions of NSSRA were provided with temporary personnel of coordinators of Population Census works for 4.5 month duration. By that personnel 61 persons were involved in the following units -10 in marz and one in Yerevan city agencies, 40 in the regional divisions of NSS RA marz agencies and 10 in the units of administrative districts of Yerevan city. By the next platform of temporary personnel the recruitment of census area managers and their assistants for 2.5 month duration was foreseen. For this purpose 364 temporary employees, 182 census area managers and their assistants equally were recruited. The working period for 2425 supervisors (including the reserve) was foreseen for 1.5 month and for 12125 enumerators (including the reserve) for 1 month. When selecting the temporary employees by the marz units of NSS RA the candidatures suggested by the local self-government bodies have been taken into account. When recruiting the mentioned personnel the advantage was given to those with higher education, school teachers, students, as well as to unemployed people with relevant qualification. The advantage was also given to the persons who participated in the works of the previous Population Census, surveys and elections. During the personnel selection the fact that candidates were not the implementers of fiscal and quasi-fiscal functions has been taken into account, because the habitants were able to avoid a meeting with such enumerators or could be constrained when answering the questions of the Population Census questionnaire. The temporary employees who had psychological problems when communicating with the population have been replaced. The age, educational and occupational distribution of the temporary involved employees in RA 2011 Population Census is presented below.

5.3.3 TRAINING OF POPULATION CENSUS PERSONNEL

After the recruitment of Population Census personnel the works of their instruction (training) were started. According to the timetable during August 2011 the heads of NSS RA marz agencies and persons responsible for their regional units, heads of Yerevan city’s agencies and coordinators of Population Census works (122 persons) have been instructed on RA 2011 Population Census organizational and methodological main provisions and on issues of Population Census conduction’s organizational plans preparation order. The instructions were carried out in 10 working groups. The instructions related to the filling in of the questionnaire of RA 2011 Population Census (conduction of Population Census), responsabilities of census area managers and their assistants, supervisors and enumerators, as well as to the filling in of other additional documents were carried out in September 2011 in 20 working groups by the following stages: the heads of agencies of the National Statistical Service of RA and the coordinators of Population Census works, then census area menagers and their assistants. Instructing (training) of the census area managers and their assistants was carried out by the Population Census Department of NSS RA, the supervisors were instructed by the heads of marz units of NSS RA and by the coordinators of Population Census works and the enumerators were instructed by the census area managers and by their assistants (with participation of supervisor of correspondindg area). The training processes were accompanied with the practical filling in of the Population Census questionnaire and Population Census other documents.

5.3.4 PUBLICITY AND INFORMATION CAMPAIGN

The conduction of the Population Census demands large explanatory works among the population to inform about purposes, problems, order of conduction and dates of the Population Census. A plan of the Population Census publicity and information campaign was drawn up to make it more purposeful. The population was kept regularly informed about the preparation and conduction of the Population Census both by press and on the radio and on TV. The population was also informed that the processes of the Population Census were regulated by the RA law “On Population Census” which also defined the requirement of protecting the confidentiality of population’s individual information, as well as the rights and obligations citizens. 20 advertising panels each of 18 square meters in area were placed in Yerevan city and in main highways of the republic in order to raise awareness of the population on the Population Census. 19 600 posters, as well as brochures informing about RA 2011 Population Census were published and distributed. An advertising video has been shooted in a cartoon format, which was broadcasted during 17 days on the Public (one time per a day), Public-2 (on average 6 times per day) and Armenia (once per day) TV channels. An informative video was filmed in the program format, which was broadcasted on Public-2 Channel (twice). The school guidelines were prepared with the assistance of U.S. Census Bureau experts and under the agreement with the RA Minister of Education and Science during the first decade of October the 2011 Population Census awareness courses were conducted among the fourth graders and over through games and shows. The Chairmen of State Commission of the Organization and Conduction of RA Population Census, the Deputy Prime Minister, the RA Minister of Territorial Administration applied with the letters to the RA 3 major mobile operators to send messages (sms) with the U.S. Census Bureau experts composed text to all mobile subscribers (according to the official

POPULATION CENSUS PREPARATORY PHASE information obtained from the Public Services Regulatory Commission, as of 1 January 2011 the number of active cell phones in the RA territory comprised 3 210.8 thousand), informing the days of the Population Census, about participation and inquiry phone numbers. The Armenian Apostolic Church also responded to the letter of the Deputy Prime Minister on assisting to aware about the Population Census and according to the agreement reached during the meeting held in Edjmiadsin, to encourage the believers to participate directly and unconstrained to the Population Census through the advertising posters and brochures provided by the NSS RA to the Church, as well as through other means of pastors. By the suggestion and support of U.S. Census Bureau experts the special page “2011 Population Census” was open on the social networking service Facebook, through which all the above mentioned tools were also dissiminated. As a result of the mentioned publicity and information campaign the active and friendly participation of the population to the Population Census was ensured. During the works of the Population Census there were regularly organized seminar- trainings for the NSSRA marz and Yerevan city agencies’ staffs in the “Sport Complex” in Tsakhkadzor, as well as in “ Hotel” in Aghveran during which the fulfilled tasks were brought together and further steps were discussed.

5.4. PREPARATION OF CODING CLASSIFICATIONS AND HANDBOOKS, DEVELOPMENT OF CODING INSTRUCTION

Seven answers to the questionnaire’s 33 individual questions were textual and therefore were subject to the digital coding. They were:  Question 5. For absent person: where was the person on the moment of Population Census enumeration? (In case of Armenia- the marz, in other case – the country).  Question 6. For the temporary present person: the place of usual residence (In case of Armenia - the marz and the settlement, in other case – the country).  Question 10. Person’s place of birth (In case of Armenia- the marz and settlement, in other case – the country).  Question 11. Country (countries) of citizenship of the person (to mention the second country in case of dual citizenship).  Question 17 . Person's previous place of residence ( in case of Armenia the region and settlement, in other case – the country). For persons having job and profitable occupation:  Question 27. What is the main economic activity in the workplace or the type of service rendered and / or its full name.  Question 28 . What is the main occupation in the workplace, occupied position or work description. The manual on “RA Administrative and Territorial Units Coding” for the questions 5,6,10,11 and 17 which was approved by the Resolution N 31-A of the State Council on Statistics of 5, November, 2010 and International Classification of Countries Names which has been registered in RA State Register Book by the number 10-2005 of 14.07.2005, was developed to change the old names by the new ones. For the coding of questions 27 and 28 the NSS RA Population Census Department decided to apply the National Classification of the Types of Economic Activities (in 2 parts), accordingly, approved by the Order of RA Minister of Economy No 372-N of 3 June 2009 and the RA National Classification of Occupations (in 4 parts) approved by the Order of RA Minister of Economy No 632-N of 3 July 2009. The manual “On Occupations' names in alphabetical order” was developed in parallel with the “Classification of Occupations”. In order to implement the coding process in the best way the instruction on “The order of coding of Population Census data” was developed as a training manual, which was entered into application by the Resolution of RA State Council on Statistics No 53-A of 17.09.2011. The aim of the instruction was to present the need and order of coding process to the temporary recruited employees - coders, as well as to present the order of application of relevant classifications and manuals for implementing this process. The coders were instructed before starting the coding process. The coding process was accompanied by the entire control of coders work. The whole process lasted 6 months.

5.5 DATA ENTRY SOFTWARE PROCESSING AND INSTRUCTION DEVELOPMENT

The software package CSPro (Census and Survey Processing System) has been used for automated processing of 2011 Population Census data using the experience of the 2001 Population Census. This software package is foreseen for statistical processing of censuses and surveys. It consists of entry, editing and tables deriving components. It is available on the Internet for public use and it is easily downloaded. This time the improved version of the package has been used. Entry program has been drawn up in accordance with the structure of the questionnaire. Five forms have been composed where one screen was corresponding to each page. The first screen was foreseen for entry of the geographic codes (geocodes), the second and third screens were devoted to the entry of questions being asked to the households members, the fourth - to the questions being asked about the living conditions of households, and the fifth - to enter the data on employment in agriculture and other issues and data on persons with disability in the household. In some fields of entry software that were not subject to logical control were made checkings to minimize the percent of entry errors. The instruction guide on “Order of Population Census data entry” that contained general information on Population Census data processing, system work description, recommendations on data entry and control has been developed.

5.6 AUTOMATED EDITTING SOFTWARE PROCESSING OF POPULATION CENSUS DATABASE

The entered database is not guaranteed from the errors. The error could be made by enumerator, by coder, as well as by data entry staff. The software of databases automated editing has been developed to check the databases errors which represents the complete system that connects logically all the questions of census questionnaire. The automated software of logical control and checking of 2011 Population Census database errors has been also developed using CSPro software. The errors were corrected and blank fields were restored using the logical connection of the questions.

The software was developed in 2010 and was applied during the pilot census. Some changes were made to correct and restore the 2011 Population Census database. They were related to the changes in the questionnaire and to the elimination of gaps occurred during the pilot census.

The software was developed in a manner that in parallel with errors correction the massages on those errors and their percents have been received and helped to make changes in the software.

5.7 PROCESSING OF OUTPUT TABLES OF POPULATION CENSUS PROJECTS

RA 2011 Population Census draft output tables were based on: - RA 2001 Population Census draft output tables, - Principles and Recommendations for Population and Housing Censuses developed by the Statistics Division of UN Department of Economic and Social Affairs, Statistical papers Series M. No. 67/Rev.2, UN, New York 2009,

- Comments and recommendations made by the NSS RA relevant structural divisions.

As a result 67 tables have been derived.

As during the RA 2001 Population Census, the relevant divisions were created during the processing of tables among which the processed tables have been distributed. In 2011 the output tables were distributed among 8 divisions. The relevant parts of output tables are presented below:

1. Administrative-territorial distribution of the population (7 tables).

2. Demographic characteristics of the population (3 tables).

3. Educational attainment of the population (4 tables).

4. Economic characteristics of the population (10 tables).

5. Ethnic structure of the population (8 tables).

6. Migration of the population (6 tables).

7. Households by types, by structure and by other characteristics (10 tables).

8. Housing conditions of the population (19tables).

The list of output tables of RA 2011 Population Census has been approved by the Resolution No 31-A of State Council on Statistics of 12 November 2012.
