KENDALL MURDOCK / WENDY SCHILD: CONDITIONAL USE PERMIT FOR A DANCE STUDIO IN A LIGHT MANUFACTORING ZONING DISTRICT (ACTION ITEM: DECISION) A proposal from Kendall Murdock, the land owner of a large accessory structure located at 26 N 470 W, and his Lessee, Wendy Schild, who owns and operates a dance company called “Diva Dance”, for a second Conditional Use Permit at this location. Mrs. Schild received a CUP by the Planning & Zoning Commission on June 12, 2019 however the CUP was appealed to the Board of County Commissioners. The Board placed a 2 year term of use as a condition via a Decision signed August 21, 2019. The Landowner and the Lessee both wish to apply for a second CUP for the continued use of a dance studio which may be conditionally permitted in a “M1” Light Manufacturing Zoning District. Approx. FAST STOP 1148, INC: CONDITIONAL USE PERMIT FOR A COMMERCIAL SIGN (ACTION ITEM: DECISION) A proposal from Fast Stop 1148, Inc, represented by Lytle Signs, for the replacement of an existing sign with a new internally illuminated wall sign; the square footage of the sign is 54.41 sq. ft. at the convenience store and gas station located at 902 West Highway 39 in a “C2” Heavy Commercial Zoning District. FURNISS FAMILY TRUST: REQUEST FOR ZONING AMENDMENT FROM “A” AGRICULTURE TO “R/A” RESIDENTIAL/AGRICULTURE (ACTION ITEM: RECOMMENDATION) A proposal from the Furniss Family Trust, c/o Kristy McCandless, to amend the zoning of approximately 6.78 acres of “A” Agriculture zoned land to “R/A” Residential/Agriculture; there is one existing residence on the parcel. The land is currently undeveloped and the Applicants desire to develop a small residential subdivision in the future with individual wells and septic systems. The Bingham County Comprehensive Plan has a portion of the north parcel classified as Residential/Residential Agriculture and the remainder Agriculture. Approx. Location: 901 W 100 S Blackfoot, ID. CERVANTES SUBDIVISION, A 2-LOT SHORT PLAT (ACTION ITEM: RECOMMENDATION) A proposal from Rafael and Maria Cervantes to develop a 2-lot Subdivision, to be known as Cervantes Subdivision, on approx. 10 acres, zoned Residential/Agriculture “R/A.” The parcel is located at 55 N 900 W; proposed Lot 1 would be 8.84 acres and has an existing home and outbuildings while Lot 2 is bare ground and would be 1.01 acres in size, receiving access from a 50 foot easement from the current approach for the residence with County frontage on 900 W Wilson Road. Each Lot would have individual wells and septic systems with irrigation water delivered via the Danskin Canal Company who has an existing ditch along the South side of Lot 1. Approx. Township 1N, Range 37 E Section 29, consisting of approx. 7.01 acres 6. RIVER RUN ESTATES SUBDIVISION, DIVISIONS 2, 3 AND 4 (13 lots) (ACTION ITEM: RECOMMENDATION) A proposal from Kaleb and Lisa Phelps to develop River Run Estates Subdivision, Division 2 (consisting of 7 lots (1 non-buildable lot of .21 acres) ranging between 1.19 and 1.50 acres), Division 3 (consisting of 2 lots; 1.12 and 1.50 acres) and Division 4 (consisting of (4) 2.04 acre lots), on a total of 22.37 acres of land, zoned Residential/Agriculture “R/A.” The proposal includes the construction of 695 E (a private easement) to Bingham County Road Standards by the Phelps’. The lots are proposed to have individual wells and septic systems with irrigation water delivered with a combination of an existing ditch and a pressurized irrigation system. Approx. H&H SUBDIVISION, A REPLAT OF LOT 1 BLOCK 4 OF GROVELAND TOWNSITE 3-LOT SHORT PLAT (ACTION ITEM: RECOMMENDATION) A proposal from Paul A. and Linda Rae Huff to develop a 3-lot Subdivision, to be known as H&H Subdivision, on approx. 1.16 acres, zoned Residential “R.” The parcel is currently Lot 1 Block 4 of the Groveland Townsite and is located at 174 N 380 W. The proposed Lot 1 would be .41 acres and has an existing home and an outbuilding while Lots 2 and 3 are both bare ground and would be .38 acres in size each, receiving access from two 50 foot easements along 380 W and 170 N. It is proposed that each Lot would have individual wells (if possible) and if not, extend a waterline west along 170 N. Each lot would be served sanitary sewer services from the Groveland Water and Sewer District with irrigation water from the Riverside Canal via a pressurized irrigation system. Approx. Location: 174 N 380 W, Blackfoot, ID. Parcel No. RP7017800 Township 2S, Range 35 E Section 28, Groveland Townsite, Block 4 Lot 1, consisting of approx. 1.16 acres 8. WAPELLO VILLA SUBDIVISION, DIVISIONS 2 AND 3 (16 lots) (ACTION ITEM: RECOMMENDATION) A proposal from Jay W. Marlow to develop Wapello Villa Subdivision, Division 2 (consisting of 2 lots at 1.01 and 1.14 acres) and Division 3 (consisting of 14 lots ranging from 0.99 to 2.90 acres), on approx. 21.84 acres, zoned Residential/Agriculture “R/A.” The two parcels that comprise Divisions 2 and 3 are located West and South of Wapello Villa Division 1 (7 lots platted in 2007) and West of the Wapello Townsite with County access from 200 E. The lots are proposed to have individual wells and septic systems with irrigation water delivered with a pressurized irrigation system. Approx.
