Comment Process 30 PROJECT FUNDING • To implement the proposed project, the City and its federal partners have committed approximately $1.45 billion in funding • Includes $338 million in HUD Community Development Block Grant- Disaster Recovery (CDBG-DR) funds. These funds are broken into: • Planning • Predevelopment Work • Project Construction • Administrative 31 BENEFIT COST ANALYSIS OVERVIEW What is a BCA? At a cost of $1.4 billion, the East Side A tool for comparing Coastal Resiliency Project will provide a project’s costs to a $2-$3 billion in benefits over its lifespan project’s benefits What types of costs? The costs to construct, maintain, and operate the project over its lifespan What types of benefits? Reduction in flood The benefit cost ratio (BCR) for ESCR is 1.47 risk, as well as additional This BCA was prepared in accordance with the project’s HUD funding. The total cost used for the BCA excludes supplemental project features outside the scope of HUD’s environmental, social, and review. Ranges reflect variance in benefits analysis. Numbers presented are net present value using a 7 percent discount rate. Numbers have been rounded for clarity. For more economic benefits detail and full methodology, refer to the Benefit Cost Analysis Report. 3232 BENEFITBENEFIT COST COST ANALYSIS ANALYSIS (BCA) OVERVIEW Over its projected lifespan, the project will prevent an estimated: $750 MILLION TO $1.4 $58 TO $230 MILLION BILLION IN PROPERTY LOSS IN PROPERTY DAMAGE VALUE $799 TO $857 MILLION IN $173 MILLION IN RELOCATION COSTS AND BUSINESS DISRUPTION DAMAGE TO PARK FACILITIES $183 TO $295 MILLION HUMAN HEALTH IMPACTS $20 TO $58 MILLION + IN THE LOSS OF AND LOST PRODUCTIVITY SERVICES The ESCR design team identified a 50-year project useful life for the integrated flood protection system (IFPS) based on FEMA standard values for major infrastructure improvements, though project is expected to remain effective beyond this period, particularly with appropriate maintenance and as needed upgrades. The system will be built to be adaptable, to enable modification for additional sea level rise in the future.

On the contrary, the word is recognized by the local, state, and federal government, and has been in use since 1986. Actually, NORC is an acronym. It stands for “Naturally Occurring Retirement Community.” Basically, a NORC is a place (a building, a development, a neighborhood) with a significant elderly population that wasn’t purpose-built as a senior community. What counts as a “significant elderly population” varies from place to place (and from one level of government to the next), but that’s the basic definition. NORCs are important because once a community meets the criteria, it becomes eligible for local, state, and federal funds to retroactively provide that community with the support services elderly populations need (for example, case management and social work services, health care management and prevention programs, education, socialization, and recreational activities, and volunteer opportunities for program participants and the community). As it happens, there are 27 NORCs in New York City, located in four boroughs. NORCs are a national—even international— phenomenon, but the NORC movement began right here in New York City, when a consortium of UJA-Federation agencies THRESHOLDS 40 established the Penn South Program for Seniors in 1986.     One Police Plaza Security Plan EIS CHAPTER 4: SOCIOECONOMIC CONDITIONS A. INTRODUCTION This chapter examines the potential effects of the action on socioeconomic conditions in the study area, including population and housing characteristics, economic activity, and the real estate market. As described in Chapter 1, ‘Project Description’, the action is the maintenance of the security plan implemented at One Police Plaza and surrounding roadways following the events of September 11, 2001. The security plan resulted in the installation of attended security checkpoint booths, planters, bollards and hydraulically operated delta barriers to restrict the access of unauthorized vehicles from the roadways situated adjacent to the civic facilities located near One Police Plaza. The barriers were installed by the NYPD, with the exception of the barriers located at Park Row at Foley Square and at Pearl Street on the west side of Park Row, which were installed by the USMS. In accordance with the guidelines presented in the City Environmental Quality Review (CEQR) Technical Manual, this chapter evaluates five specific factors that could create significant socioeconomic impacts in an area, including: (1) direct displacement of residential population; (2) direct displacement of existing businesses; (3) indirect displacement of residential population; (4) indirect displacement of businesses; and (5) adverse effects on specific industries not necessarily tied to a project site or area. This analysis begins with a preliminary assessment for each specific issue of concern. According to the CEQR Technical Manual, the goal of a preliminary assessment is to discern the effects of a proposed project or action for the purposes of either eliminating the potential for significant impacts or determining that a more detailed analysis is necessary to answer the question regarding potential impacts.

Like Joe Bruno, I was born in New York City's Little Italy. My first residence was 146 Mulberry Street on top of Angelo's Restaurant. At the age of six years old, I moved a mile south to the Lower East Side to a place called Knickerbocker Village, which borders the East River, and is located between the historic Manhattan Bridge and the majestic world-famous Brooklyn Bridge. Like Joe Bruno, I lived in Knickerbocker Village for three decades. Our neighborhood was one filled with unforgettable characters, most of whom were criminals, and many of whom were in the Mafia. Joe got to meet and see many famous criminals during his years in Little Italy and in Knickerbocker Village. It is no surprise to me that he was fascinated not only with the mafia characters he knew and heard of, but with the entire history of Lower Manhattan, and New York City in general. His book, “ Mobsters, Gangs, Crooks and Other Creeps-Volume 1- New York City" is a composite of characters and events, that weaves the criminal characters of the underworld with the rich history of New York City, from the early 1800's, through the early 1900's. It is not just another mafia book, although Italian-American criminals are covered. The book covers the Jewish gangsters as well, who truly were the pioneers of organized crime, the Irish gangs, and the Englishmen, who were one of the first ethnic groups to run the New York City rackets.

Landmark Site: Borough of Brooklyn Tax Map Block 3025, Lot 46; Block 3026, Lot 1; Block 3027, Lot 1. On June 17, 2003 the Landmarks Preservation Commission held a public hearing on the proposed designation of the Williamsburg Houses and the proposed designation of the related Landmark Site. The hearing had been duly advertised in accordance with provisions of law. Four people spoke in favor of designation, including representatives of the New York City Housing Authority, Municipal Art Society, New York Landmarks Conservancy, and Historic Districts Council. Letters in support were also received from State Assemblyman Vito J. Lopez, 53rd Assembly District and New York/Tristate DOCOMOMO. The Commission previously held a public hearing on the Williamsburg Houses (LP-1252) on August 11, 1981 and November 10, 1981. Summary A collaborative project of the Federal Public Works Administration and the newly established New York City Housing Authority, the Williamsburg Houses are notable as one of the earliest housing developments in the United States to reflect the ideas of the modern movement in architecture. In the 1920s Williamsburg was one of the most densely populated sections of Brooklyn and nearly six hundred, mostly frame, structures were demolished to create the 23.3 acre site.
