Foreword by the Secretary of State for Defence I am delighted to introduce the 2019 - 2022 Corporate Plan for the Submarine Delivery Agency (SDA), which sets out the intent for delivery of this essential part of Defence. The Continuous at Sea Deterrent (CASD) is the cornerstone of our national security, reaffirmed by Parliament in 2016, and its delivery demands a strong and clear focus. Our Defence Purpose is to protect the people of the UK, prevent conflict, and be ready to fight the UK’s enemies. Our submarine capability ensures we are prepared for the present. It also guarantees we are fit for the future and provides the ultimate guarantee of our safety for the next 50 years and beyond. In its first year of operation, the SDA has made great strides to sustain the readiness and availability of our current and future key defence capabilities. I have seen the real progress being made on the ground in delivering our submarines in build and ensuring that our in-service fleet is able to fulfil its missions. We have seen commitments of around £2.5Bn to support the second phase of the Dreadnought programme so far. -

The Key Ship Design Decision
Trans RINA, Vol 154, Part A2, Intl J Maritime Eng, Apr-Jun 2012 CHOOSING THE STYLE OF A NEW DESIGN - THE KEY SHIP DESIGN DECISION David Andrews, FREng, PhD, FRINA, RCNC, University College London, UK SUMMARY As a former senior designer of naval vessels and, more recently, a leading researcher in ship design, the author has previously presented a description of the ship design process in terms of the important decisions a ship designer makes in concept exploration. Such decision are made consciously or unconsciously in order to produce a new design or, preferably, any design option. It has been contended in many publications that the first real decision that a ship designer makes, in order to proceed, is the selection of the “style” of the design study or of a specific design option. This term was adopted in order to cover, not just a host of design issues and standards implicit in a given study, but also, at this very initial step, the overall characteristics of any particular study. So the term style could be said to be doubly important. The current paper considers the nature of the early ship design process for complex multi-functional vessels and then retraces the origins of the particular use of the term, where it was seen as the last of the five elements in Brown and Andrews’ 1980 encapsulation of the ship design issues that matter to the naval architect, incorporated in the term “S to the 5th”. This leads on to consideration of the various aspects of design style, many of which could be considered “transversals” as they apply across the naval architectural sub-disciplines and to the component material sub-systems comprising a ship. -

1 MB1/I Mountbatten Papers: First Sea Lord, 1955-9 Mountbatten became First Sea Lord in 1955, fulfilling his ambition to succeed to the post that his father had held and which he had been obliged to resign in 1914 on account of the German origins of the Battenberg family. The First Sea Lord was the professional head of the navy, under the First Lord of the Admiralty, who was its political head. In practice, the latter seldom overruled the former on professional matters. Both were responsible to the Minister of Defence, as were the other two service ministries. The professional heads of each service, the Chiefs of Staff, met regularly to discuss service matters and to advise the government. Towards the end of Mountbatten's period of office as First Sea Lord, changes began to take place in this administrative structure. Macmillan felt that the Minister of Defence did not have enough control over the three service ministries to co-ordinate them properly. He therefore reduced the role of these ministries and increased the power and size of the Ministry of Defence. To strengthen this centralised structure, the chairman of the Chiefs of Staff committee was to be made Chief of Defence Staff, with his own organisation under him.
