Aceasta reprezintă preponderent o abordare cantitativă de monitorizare cu elemente calitative. Prin intermediul indicatorilor identificați, metodologia permite stabilirea dacă radiodifuzorii au respectat sau nu obligațiile legale, spre exemplu, în ce măsură radiodifuzorii respectă pluralismul politic. În scopul analizei cantitative a reflectării în mass-media a actorilor sau entităților relevante, unitatea de analiză este identificată ca parte a mesajului dedicat actorului politic sau subiectului selectat. -

Hill Moldova/Transdniestria: Steps Forward, Stumbles Back Introduction The Moldova-Transdniestria political settlement process achieved substantial progress over the past year, beginning with significant agreements adopted and implemented in November 2017, and continuing steadily to the time of writing in September 2018. Several long-standing practical disputed issues in the so- called “package of eight” were resolved in November 2017, most notably the opening of the Gura Bîcului Bridge.1 This key span on the main route through Moldova from the Black Sea towards the Baltic region had been closed since it was damaged in the fighting in June 1992, even after its repair in 2001. A successful meeting of the 5+2 in late November was followed by a strong programmatic statement agreed at the December OSCE Ministerial Council Meeting in Vienna, welcoming the remarkable progress achieved and confirm- ing support of all participating States for the “small-steps” approach adopted by the OSCE under recent Chairmanships. The Italian 2018 OSCE Chairman- ship continued along the same line, appointing former Foreign Minister Franco Frattini as Special Representative. Sufficient progress was achieved to hold a formal 5+2 session in late May. The settlement process continued with a high level of activity through the summer, with especially frequent, active contact between Chişinău and Tiraspol. As Special Representative Frattini visited the region in September 2018, most points in the “package of eight” had been agreed and implemented, and participants were examining how and where this remarkable progress in the settlement process might be extended. -

ELECTION OBSERVATION DELEGATION TO THE PARLIAMENTARY ELECTIONS IN REPUBLIC OF MOLDOVA (30 November 2014) Report by Igor ŠOLTES, Chair of the Delegation Annexes: A - List of Participants and Programme B - EP Delegation press statement C - Preliminary Findings and Conclusions Introduction On 18 September 2014, the Conference of Presidents authorised the sending of an Election Observation Delegation, composed of 7 Members, to observe the parliamentary elections in Moldova, scheduled for 30 November 2014. The participation of one of the members was canceled in last moment. Due to the impossibility to obtain a new accreditation for a replacing member, because of closed deadline for registration, the delegation was composed only of 6 members of the European Parliament. They represented five different EU countries and five different political groups according to the rotating d'Hondt system. The delegation included: Igor ŠOLTES (Head of delegation, Slovenia, Greens/EFA), Alberto CIRIO (Italy, EPP), Andi CRISTEA (Romania, S&D), Soraya POST (Sweden, S&D), Kristina WINBERG (Sweden, EFDD) and Konstantinos PAPADAKIS (Greece, NI). The Delegation conducted its activities in Moldova between 27 November and 2 December 2014. Following the usual practice in the OSCE area, the EP Delegation was integrated in the International Election Observation Mission (IEOM) organised by the ODIHR, and cooperated together with the Parliamentary Assemblies of the OSCE and the Council of Europe present on the ground. According to the preliminary findings and conclusions, which were as well endorsed by the European Parliament, the elections in Moldova were well administrated offering a wide choice of political alternatives, with an election campaign influenced by geo-political aspirations and marked by the late de-registration of one electoral contestants. -

Instead, power has become increasingly centralized in the hands of controversial oligarch Vladimir Plahotniuc. This thesis tracks Plahotniuc’s consolidation of power and analyzes Moldova’s recent political history to define the unique characteristics of corruption in a small state. ii This thesis is dedicated to Moldovans working for justice. MOLDOVA’S NEW GOVERNMENT Parliament of Moldova approves pro-EU cabinet headed by Natalia Gavrilița August 2021 Issues & Sectors Moldovan Snap Parliamentary Elections, Change of Government in Moldova Stakeholders Government of Moldova, Maia Sandu, Natalia Gavrilita, European Union, Russia Almost a month after the Party of Action and Solidarity (PAS), supporting pro-EU Moldovan President Maia Sandu, scored a landslide victory during Moldova’s long-awaited snap parliamentary vote on July 11th, Natalia Gavrilița, an economist and former Finance Minister, has been confirmed as the country’s new Prime Minister. Facing extremely high expectations from the Moldovan public, the Gavrilița Cabinet has already outlined a number of plans for the country’s immediate future, as Moldova continues its recovery from the COVID-19 crisis. Both the European Union and Russia have taken initial steps towards future cooperation with Chisinau, which so far appear to be constructive and focused on the economy rather than politics. Below we provide an introduction into the current state of Moldovan politics, prospects for the country’s political stability, the priorities of the Gavrilița Government, likely future post-election scenarios. as well as initial reactions to the change of government from the EU and Russia. The parliamentary vote came as a follow-up to last November’s Presidential elections, when former Prime Minister Maia Sandu, the then-leader of the pro-European Party of Action and Solidarity (PAS), defeated1 her long-standing political rival, Igor Dodon, the country’s former President who was backed by the pro- Russian Party of Socialists of the Republic of Moldova (PSRM). -

The functioning of democratic institutions in the Republic of Moldova Report1 Co-rapporteurs: Mr Egidijus VAREIKIS, Lithuania, Group of the European People’s Party and Ms Maryvonne BLONDIN, France, Socialists, Democrats and Greens Group Summary In June 2019, three months after the parliamentary elections, the Republic of Moldova faced an unprecedented political and constitutional crisis after the Constitutional Court decided to dissolve the parliament, without, as the Venice Commission noted, fulfilling the conditions required. The Monitoring Committee welcomes the resilience of the Moldovan people and the peaceful end of the crisis with the formation of a parliamentary coalition composed of political parties with divergent views but determined to pursue a common goal: "the de-oligarchisation of the country". The Committee welcomes this move but calls on the authorities to ensure that the reforms undertaken and the "cleansing of institutions" meet the standards of the Council of Europe, aim at the de-politisation and the independence of the institutions, in particular those of the judicial system and the public prosecution office. The Assembly should call on the authorities, with the assistance of the Council of Europe, to continue their efforts, improve their electoral legislation after the abolition of the mixed electoral system, reform the judicial system, fight against corruption and money laundering and shed light on the 2014 bank scandal. ENEMO International Election Observation Mission Early Parliamentary Elections, 11 July - Moldova 2021 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS 12 July, 2021 ENEMO preliminarily assesses that the electoral process, including the Election Day, was conducted mostly in line with international standards. Elections were administered efficiently and in a transparent manner by the electoral administration, although some of the most important CEC decisions put into question the impartiality of some of its members. The campaign was competitive but marred by a number of alleged violations including misuse of administrative resources, illegal financing, and vote-buying. The polarized and largely biased media landscape, as well as the dissemination of false information, have limited the range of political views presented to voters. Delays in complaints adjudication as well as inconsistent decisions on key aspects of the electoral process additionally affected legal certainty. 1 | P a g e On 1 June the European Network of Election Monitoring Organizations (ENEMO) deployed an International Election Observation Mission (IEOM) to Moldova to observe the Early Parliamentary Elections of 11 July 2021. This is ENEMO’s fifth mission to Moldova. ENEMO has accredited a total of 7 Core Team experts and ten long-term observers (LTOs). Due to health risks created by the COVID-19 pandemic, the IEOM is operating partially remotely, with only a part of the Core Team being deployed in the country. LTOs were additionally deployed in Moldova for Election Day, to observe a selected number of polling stations. ENEMO observed the opening of polling stations, voting and counting processes at 158 polling stations. Additionally, up until July 10, the ENEMO IEOM conducted 738 meetings, 274 with election management bodies, 98 with political parties, 58 with candidates, 94 with state officials, 59 with media, 138 with domestic civil society organizations and 17 with other stakeholders, in addition to observing 23 campaign activities (meetings or rallies). -

Nonetheless, pervasive corruption in the government sector, links between major political figures and powerful economic interests, as well as critical deficiencies in the justice sector and the rule of law continue to hamper democratic governance. Key Developments in 2020 • Former premier Maia Sandu of the Action and Solidarity Party (PAS) became Moldova’s first female president, defeating incumbent Igor Dodon in a free and fair two-round November election. • While authorities instituted largely proportional COVID-19-related restrictions, some businesses and individuals received arbitrary fines and the media regulator unsuccessfully attempted to limit journalists’ ability to quote unofficial sources. Nearly 144,000 COVID-19 cases and 3,000 deaths were recorded by year’s end. • Oligarch Vladimir Plahotniuc, who fled Moldova in 2019, was charged by TOP prosecutors for his alleged involvement in a banking scandal in May. -

Public Opinion Survey: Residents of Moldova September 11-October 16, 2018 Detailed Methodology • The survey was coordinated by Dr. Rasa Alisauskiene from Baltic Surveys/The Gallup Organization on behalf of the Center for Insights in Survey Research. The fieldwork was carried out by Magenta Consulting. • Data was collected throughout Moldova (with the exception of Transnistria) between September 11 and October 16, 2018 through face-to-face interviews in respondents’ homes. • The sample consisted of 1,503 permanent residents of Moldova aged 18 and older and eligible to vote and is representative of the general population by gender, region and settlement size. • Sampling frame: Moldova Statistical Databank. Weighting: Data weighted for 11 regional groups, urban/rural and gender. • A multistage probability sampling method was used, with the random route and next birthday respondent selection procedures. • Stage one: All districts of Moldova are grouped into 11 groups; all regions (with the exception of Transnistria) were surveyed. • Stage two: Selection of the settlements (cities and villages). • Settlements were selected at random. • The number of settlements selected in each region was proportional to the share of population living in the particular type of settlement in each region. • Stage three: Primary sampling units were described. • The margin of error does not exceed plus or minus 2.5 percent for the full sample. • The response rate was 68 percent. • Charts and graphs may not add up to 100 percent due to rounding. • The survey was
