It aimed at providing farmers, traders and policy makers the regional and national data on marketing infrastructure and facilities for cereals, livestock and fisheries. Some of the data covered the period 2009-2014, while others have shorter periods due to data availability constraints. The first part of this report focuses on marketing infrastructure, while the second part presents the marketing facilities for cereals, livestock and fisheries. The information contained in this report were sourced primarily from the Philippine Statistics Authority (PSA) and other agencies, namely, National Food Authority (NFA), Department of Public Works and Highways (DPWH), Philippine Ports Authority (PPA), Bureau of Animal Industry (BAI) and National Dairy Authority (NDA). -

DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS OFFICE OF THE SECRETARY Manila DEPARTMENT ORDER) SUBJECT CRITERIA AND GUIDELINES FOR ROAD CONVERSION FROM LOCAL TO NATIONAL ROADS AND VICE VERSA NO. 133 )~ Series of 20~~.~. c( To provide a set of criteria and guidelines for the evaluation of roads for conversion from local to national and vice versa relative to Executive Order (EO) No. 124, series of 1987, Section 5(i), which mandates the DPWH to classify roads and highways into national, regional, provincial, city, municipal, and barangay roads and highways, based on objective criteria it shall adopt; provide or authorize the conversion of roads and highways from one category to another that focuses on the functionality of a road in relation to the national road network. I. The conversion of roads and highways shall be evaluated based on the following road functional classification criteria: NATIONAL ROADS: 1.) Primary Roads 1.1 A contiguous length of significant road sections extending linearly without any breaks or forks that connect major cities (At least around 100,000 population) comprising the main trunk line or the backbone of the National Road System. 2.) Secondary Roads 2.1 Directly connect cities to national primary roads, except in metropolitan areas 2.2 Directly connect maior ports and major ferry terminals to national primary roads 2.3 Directly connect major airports to national primary roads 2.4 Directly connect tourist service centers to national primary roads 2.5 Directly connect cities (not included in the category of major cities) 2.6 Directly connect provincial capitals within the same region 2.7 Directly connect major national government infrastructure to national primary roads or other national secondary roads 3.) Applicable only for Primary and Secondary Roads 3.1 Bypass/Diversion Roads • Roads that divert through traffic away from the City/Municipality Business Center (with affirmative Feasibility Study). -

Audit Observations and Recommendations
AUDIT OBSERVATIONS AND RECOMMENDATIONS The observations and recommendations herein discussed include those reported in the Management Letters issued to 12 Area Centers. Financial and Compliance Audit Philippine Accounting Standards (PAS 1) Par. 15 of PFRS provides that – Financial statements shall present fairly the financial position, financial performance and cash flows of an entity. Fair presentation requires the faithful representation of the effects of transactions, other events and conditions in accordance with the definitions and recognition criteria for assets, liabilities, income and expenses set out in the Framework. The reported balances of the accounts in the Financial Statements showed various accounting errors and deficiencies which affected the fair presentation of the reported Assets, Liabilities and Equity as discussed in the succeeding paragraphs. Unreliable balance of Cash and Cash Equivalents account 1. Various Cash in Bank accounts in the amount of P2.7 billion as of December 31, 2016 is understated by P133 million due to unrecorded reconciling items. Furthermore, book balances of Cash Accounts in Area Center III is unreliable due to non- preparation of Bank Reconciliation Statements (BRS). 1.1 Verification of Bank Reconciliation Statements disclosed that reconciling items from CYs 2008 to 2016 amounting to P133,070,842.44 remained unrecorded/unadjusted in the books, details shown below: Cash in Bank Reconciling Items GL 111 - CIB, Local Currency, Current Account 4,610,943.70 GL 112 - CIB, Local Currency, Savings Account 8,034,448.11 GL 116 - CIB, Foreign Currency, Savings Account 120,425,450.63 Total 133,070,842.44 1.2 Reconciling items pertained to unaccounted deposits, unrecorded remittances, bank and debit memos. -
