Its mission is to involve regional and local authorities and the communities they represent in the EU’s decision-making process and to inform them about EU policies. The European Commission, the European Parliament and the Council are obliged to consult the Committee in policy areas affecting regions and cities. It can appeal to the Court of Justice of the European Union if its rights are infringed or it believes that EU law infringes the subsidiarity principle or fails to respect regional or local powers. Back then, I said that we wanted to ensure that this network would not become just another EU talk shop. Today, with this very first implementation report, we can prove that it is not. The CoR can be proud of having set up this bold project from scratch at the end of last year and being able to present the first results today. This is the first tangible outcome of the Task Force on subsidiarity, proportionality and doing less more efficiently, to which the CoR contributed last year. At the end of last year, more than 80 regions applied for membership of the network and the 36 hubs selected now participate actively in its work. I would like to take this opportunity to thank all of them for their interest in and commitment to this flagship CoR project. Thanks to them, we finally have a tool to efficiently feed local and regional experience of technical implementation back into the policy making of the EU's institutions. Our goal is for this tool to become an integral part of the next European Commission's strategy on better regulation. This would be a true recognition of the importance of implementation experience of EU policies at all levels of government and of feeding back that implementation experience into the EU policy cycle. The success of the application process has allowed us to create a solid network of contact points. Only through their hard work was it possible to gather the important feedback on the implementation of the EU's public procurement policy, which you will find in this report. As you can see, our contact points have managed to obtain direct feedback from an impressive number of stakeholders. We are therefore confident that this valuable information can have added value for the European Commission's future policy work on public procurement. A special thank you should therefore go to them, for allowing the network to make an important contribution to the EU's Better Regulation Agenda. Karl-Heinz Lambertz President of the European Committee of the Regions 1 2 What can regions and cities do to help make EU policy-making more effective? This was the central question that guided the work of the CoR delegation in the Task Force on subsidiarity, proportionality and doing less more efficiently, chaired by the European Commission's first vice-president, Frans Timmermans, of which I was part as president of the CoR's Subsidiarity Steering Group, together with the CoR president, Karl-Heinz Lambertz and the first vice-chair of the CoR's CIVEX commission, François Decoster. Crucially, this objective required finding ways to better involve regional and local authorities in the follow-up of how EU policies are implemented. One of the ways that we identified was to set up the network of regional hubs for EU policy implementation review at the end of 2018, under the political guidance of the Subsidiarity Steering Group. Through this first implementation report of the network, an important step is made towards better application of the principles of subsidiarity and proportionality, which are cornerstones of EU law. The network of regional hubs is a good example of a practical way to build a common understanding of subsidiarity and proportionality and stronger involvement of local and regional authorities, which often play a specific role in implementing EU law on the ground. This "active subsidiarity" promotes greater ownership and understanding of what the EU does. It covers 29 kilometers, on tracks that run through verdant forests and across 12 bridges. Tip: Return tickets are 18€ for adults and 10€ for kids. Located in the main square of Millies, the actual construction date of the church is unknown. However, it was renovated in 1741.

ABSTRACT The subject of this paper is the research into the opinions of the local authorities in the region of Pelion, which is a part of the Natura 2000 network of protected areas, with regard to zoning and planning in the region. In particular, the objectives of the present research are: local authorities’ views on current planning and zoning (positive and negative), and on theories for future planning and zoning and the desirability/undesirability of their outcomes; the problems (developmental, environmental and social problems concerning the implementation of Natura 2000) faced in the area; the targets local communities would like to see accomplished by Natura 2000 and their suggestions on how these targets could be achieved; and how to solve local problems. The findings and the conclusions of this research reveal a conflict between policymakers and local communities. Much closer collaboration between the two is required before any long-term policy of development can have any chance of success. From this research it was found that local authorities propose: (a) zoning with moderate levels of protection, (b) terms and conditions of protection which focus on hunting and tree-felling and (c) mixed management teams (European, state and local agents.)     Perceiving Heritage in Greek Traditional Settlements Thesis submitted for the Degree of Doctor of Philosophy 2015 Ioanna Katapidi Abstract This research examines the way in which people perceive heritage in living heritage places focusing on Greek traditional settlements. Despite the widely acknowledged idea of heritage as a social construct which may be understood via perceptions, our knowledge is still far from complete. The thesis particularly examines what is identified and valued as heritage, and why, and how conservation may affect these processes. It reveals that these are not three different aspects which can be explained through single independent factors alone, but they are interrelated forming people’s perceptions of heritage. The research indicates that the way in which people perceive heritage depends on a dynamic relationship across the identification, evaluation and conservation of heritage and on a multiplicity of influential factors behind these processes. Examining both experts’ and residents’ perceptions in six traditional settlements, the study indicates that heritage may be collectively and individually perceived, as evident through the similarities and differences among participants. The conceptual framework uses a qualitative perception-based approach in which the different aspects of perception are examined. It is found that this may contribute to the way in which perceptions of heritage may be examined in future research. In addition, the examination of both experts and residents’ perceptions adds to our incomplete knowledge about the extent to which these two groups understand the concept of heritage. This suggests that their distinction as often presented by other studies may be inadequate in explaining the way in which heritage is perceived.

A 20001 preliminary study discussing the construction of an ART line in Mountain Pellion is reviewed. Te project is reevaluated using two different MCA methodologies AHP and MAMCA. For this purpose 3 alternatives are formed. For each one a SWOT analysis is conducted to highlight its key points. Furthermore a stakeholder analysis is undertaken to discover all those who can potentially be affected by the project. AHP compares the alternatives in pairs using 8 criteria, while MAMCA relies upon the views and criteria of each stakeholder. Both methods however arrive at to the same conclusion, that the partial implementation of the project seems the best solution. Finally using the experience gained by studying the project new features and expansions that will enhance its performance is proposed.
