Pada tahun 1948, rekod menunjukkan, pelajar King Edward College of Medicine berjumlah 312 orang, bilangan pelajar Melayu hanya 25 orang (merupakan, 8 peratus daripada jumlah pelajar); pelajar di Raffles College, berjumlah 300 orang, bilangan pelajar Melayu hanya 33 orang (merupakan 11 peratus daripada jumlah pelajar), dan pelajar Malaya di United Kingdom berjumlah 200 orang, bilangan pelajar Melayu hanya 38 orang (merupakan 19 peratus daripada jumlah pelajar); bererti pada tahun 1948, terdapat hanya 96 orang pelajar Melayu mengikuti pengajian di peringkat tertiary. 3. Kongres yang berlangsung pada 14 dan 15 Ogos berpendapat, bahawa GPMS wajiblah di dirikan dengan tujuan menjaga hak-hak, mengemukakan segala permintaan dan memperbaiki keadaan pelajar-pelajar Melayu daripada segenap lapisan.

Baginda yang berpendidikan tinggi memperolehi Ijazah Sarjana Muda Ekonomi dari University of Nottingham, Britain pada tahun 1981 diikuti Diploma Pentadbiran Undang-undang Perniagaan University of London serta Sarjana Undang-undang dari Cambridge University pada tahun 1985. Baginda dilantik sebagai Raja Kechil Bongsu Perak pada 11 Mei 1987 diikuti Raja Kechil Tengah Perak pada 10 Mac 1998 dan Raja Kechil Sulung Perak pada 16 Mac 2010. Semasa hayat baginda, Almarhum aktif dalam sektor korporat dan memegang pelbagai jawatan penting dalam beberapa syarikat antaranya selaku Pengarah Bebas Bukan Eksekutif di KKB Engineering Bhd dan Kian Joo Can Factory Bhd. Kerabat Diraja, orang kenamaan dan rakyat jelata mula membanjiri perkarangan masjid seawal pukul 4 petang. Jenazah Raja Ashman Shah tiba di Masjid Ubudiah, Bukit Chandan di sini dengan pedati khas Seraja Diraja berwarna kuning pada pukul 6.40 petang untuk disembahyangkan.
