West Bengal Pollution Control Board WEST BENGAL POLLUTION CONTROL BOARD (Department of Environment, Government of West Bengal) Paribesh Bhawan,10A, Block – LA, Sector III, Salt Lake Kolkata – 700 098, Ph.: (033)2335 8212, Fax : (033)2335-8073 Website: www.wbpcb.gov.in Memo No. 2221-5L/WPB/2012/B-17/00298 Dated : 08-11-2012 CLOSURE ORDER WITH DISCONNECTION OF ELECTRICITY WHEREAS a complaint petition was received by the West Bengal Pollution Control Board (hereinafter will be referred to as the ÁState Board©), on 07-03-2012 against a dyeing unit namely M/s B. D. Dyeing, located at Vill: Suryapur(West), Barisal Para, P.O.: Suryapur, P.S. Titagarh, Dist.: North 24 Parganas, alleging water & air pollution and other environmental hazards due to dyeing of cloth as well as other related activities. AND WHEREAS the unit was called for hearing on 19-04-2012 by the State Board to remain present with all statutory licenses, including `Consent to Establish/Consent to Operate' of the State Board and nobody appeared on behalf of the unit. However, the said unit was directed not to operate without valid `Consent to Operate' of the State Board. AND WHEREAS, inspection of the said unit was conducted by the State Board official on 26-06- 2012 and it was observed during inspection that the effluent from dyeing operation was directly discharged in to the adjacent Ruiya Canal. A wood fired baby Boiler found with improper stack sampling arrangements. Moreover, the unit was running without NOC/Consent of the State Board. AND WHEREAS the unit was again called for hearing again on 06-09-2012 by the State Board due to its non-compliant attitude and this time also nobody appeared on behalf of the unit. NOW THEREFORE, considering operation of the unit without statutory licences including valid Consent of the State Board, that M/s B.D. Dyeing, is hereby directed to close all kinds of operation at the present location with immediate effect. Electricity connection of the said unit is ordered to be disconnected forthwith. The Director(HR), WBSEDCL, is requested to take necessary steps to disconnect the electricity connection of the unit immediately. Closure order will take immediate effect and the Officer-in-Charge, Titagarh Police Station, under Barrackpore Police Commissionerate is requested to execute the closure order against the aforementioned unit and submit the compliance report to the State Board within seven days from the receipt of this memo. This direction has been issued to the Officer-in-Charge, Titagarh Police Station and the Director(HR), WBSEDCL, in conformity with the orders of the Hon©ble High Court, Calcutta, dated 21-08-1998 and 28-04-1999 respectively. The Environmental Engineer, Barrackpore Regional Office of the State Board is requested to take necessary steps for proper execution of the closure order and ensure the disconnection of electricity of the said unit. He is also requested to visit the unit involving the local police authority, if situation demands. -2- This direction has been issued in exercise of the powers conferred under the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981 and Environment (Protection) Act, 1986 and Rules made thereunder. A STUDY OF THE NORTH TWENTY- FOUR PARGANAS OF WEST BENGAL Piyashee Mallik School of Oceanographic Studies, Jadavpur University, Kolkata, India Email: [email protected] Abstract: A substantial proportion of the population of the developing nations either lives in small urban centers or are inhabitants of rural areas relying on small urban centers for access to markets, services, and government facilities. Urban development should be guided by sustainable planning and management vision to ensure mixed-use development. Measuring sustainability in urban areas is a challenging task in itself as it encompasses social, political, economic and environmental components. This study focusses on the sustainability of small urban centers in the North Twenty-Four Parganas district of West Bengal. Hot Spot Analysis and Principal Component Analysis conducted on several chosen parameters resulted in the identification of such urban centers which can act as growth poles as well as small urban centers which if supported by local and national governments have the ability to sustain in the long run. Key words: Small Urban Centers, Urban development, Sustainability, Hotspot Analysis Introduction Sustainable urban development consequent upon the successful management of urban growth is pivotal to the implementation of the United Nations 2030 Agenda for Sustainable Development (UN Nations). This becomes highly significant in developing nations where a gradual and sustained rural to urban migration has been noticed in recent times. The 2018 Revision of World Urbanization Prospects produced by the Population Division of the UN Department of Economic and Social Affairs (UN DESA) reveals that India, China, and Nigeria collectively will account for 35 percent of the projected urban population growth of the world between 2018 and 2050 (United Nations, 2018).

Most of the land is fertile, so agricultural production is quite good to supply food for its inhabitants. Due to the strong pressure of the population, overall development is most important. For this reason, the North 24 Parganas are being developed rapidly. Rural area developing its own way and urban areas are also growing according to its needs. This development reflected on the land use pattern of the whole district. So the land transformation of this district is very distinct for the identification of rapid change. Some determinants have been taken for detecting the change, like area population relation, changing worker category, increasing built-up area, land conversion.
