President’s Introduction CIVA President Michael Heuer opened the Plenary Meeting at 09.15 on Saturday, 6 th of November. He welcomed the Delegates to Oberhausen and to this Plenary of CIVA. The following proxies were tabled: • China to Sweden • Mexico to Spain • Ukraine to Russia • Portugal to Italy Attendance was taken and it was established that there were 21 voting delegates/alternates present and 4 proxies, for a total of 25 votes. Briefly, on Sunday, 24 were voting. To achieve absolute majority, the vote must be at least 13, and 17 for a ⅔ majority. 2. Roll-Call Mr. Heuer welcomed Mr. Stéphane Desprez the recently appointed Secretary General of FAI. The President introduced the CIVA Bureau. LA RED BULL AIR RACE DE CANNES, BIEN SÛR QU’AVIATIK Y ETAIT ! La lumière est encore celle du printemps mais le soleil du Midi éclabousse les façades des maisons provençales en extrayant des ocres subtiles et des roses inattendus. Les iris sont en fleurs, les grappes des glycines dégringolent des pergolas, la garrigue évapore déjà ses huiles aromatiques qui s’épandent comme une nappe gazeuse et bleutée. Bien entendu, on a un peu traîné ce mati n sur la terrasse de l’appartement en remplissant nos yeux émerveillés d’une mer d’huile et de l’ombre chinoise du Cap des Mèdes veillant sur des marais salants endormis où s’éveillent des flammants roses en quête de leur petit déjeuner. Les colombins rouc oulent déjà juste interrompus, de temps en temps, par la plainte gutturale de goélands toujours affamés. Maintenant, nous approchons de Cannes. La silhouette déchiquetée mais harmonieuse du Massif de l’Estérel n’offre pas encore ses nuances d e vermillon de l’après - midi et la saison dorée du mimosa en fleur est terminée. On quitte l’A8 pour le parking Thalès où nous attend une noria de bus - navettes. Au nombre d’avions stationnant sur le tarmac de Mandelieu, on subodore l’animation qui s’empare des lieux pour ce jour exceptionnel à la météo tout aussi exceptionnelle. L’organisation du Red Bull Cannes Air Race est remarquable et nous nous retrouvons bien vite sur le quai du Vieux Port. Il est près de 10 heures et ça bouge bien ! Quelques pas pour se dégourdir les jambes au milieu des pointus et des yachts luxueux n ous mènent aux abords du Palais des Festival, entrée de la manifestation. -

The town of Cervia is located in Emilia Romagna, on a wonderful part of the Adriatic coast, 20 km south of Ravenna. Its 10 km shore is characterised by fine sandy beaches and shallow water. There are two international airports: Rimini (LIPR), located south of Cervia, Forlì (LIPK), located west of Cervia and Bologna (LIPE), located north of Cervia, all three airports with custom and handling service as well.
