Suceava County Council Gura Humorului Town Hall Council Bucovina Cultural Center Suceava County Council Gura Humorului Town Hall Council Bucovina Cultural Center THE INTERNATIONAL FILM FESTIVAL ” AUTUMN IN VORONET” the 36th edition GURA HUMORULUI, ROMANIA, 14 - 16 October, 2016 THE FESTIVAL’S REGULATIONS The International Film Festival ”Autumn in Voronet”, the 35th edition, will be held in the European town of Gura Humorului, Romania, between 14 – 16 October, 2016 The International Film Festival ” Autumn in Voronet” is first of all a competition, an event ment to promote documentary films, video productions and audio-visual communication culture. The Festival’s aim is to foster the film schools’ creativity, authority and professionalism in the domain, as well as to encourage contacts among different generations of film makers and embolden young film producers. THE FESTIVAL’S SECTIONS The Festival’s programme contains three sections in the official competition: Documentary film section – short and medium feature film College production film section - short film ( documentary, fiction, experimental film etc ) Tourist travel theme film section - short film The Festival will include other events, outside the official competition, such as preview screenings of feature length films, portraits of well-known personalities of Romanian cinematography, projections of patrimonial films from the national archive, a caravan to promote the Romanian film, workshops, exhibitions of visual arts, book launches, conferences, concerts, etc. THE JURY OF THE FESTIVAL The organisers would nominate one jury from well-known film art personalities (script writers, producers, critics, cinematographers, etc.) to preselect the film entries for the festival 1 The organisers would nominate another jury from well-known film art personalities (script writers, producers, critics, cinematographers, etc.) to nominate the rewarded films. The jury takes full responsibility for awarding or not awarding or redistributing the prizes The jury has the responsibility to decide which films can be awarded prizes by sponsors, associations, mass-media, institutions, trading companies, private persons etc, with their full agreement. THE PRISES OF THE FESTIVAL Documentary film section – short and medium feature film - Prize for the best documentary film- 550 € - Prize for the best production - 220 € - Prize for the best pictures - 220 € College production film section - short film ( documentary, fiction, experimental film etc ) - Prize for the best college production - 550 € - Prize for the best production - 220 € - Prize for the best pictures - 220 € Tourist travel theme film section - short film - Prize for the best tourist travel theme film - 220 € GENERAL CONDITIONS: The festival is open to all producers, film makers and cinematographers The festival theme is free of choice. All documentary film categories and productions done after January, 1st, 2015, are accepted in the festival. Each participant can enroll 1 or 2 productions. Romanian or English subtitling is required for the foreign films, while the Romanian ones will be subtitled in English The organisers of the festival require the films to be sent as digital files with such technical characteristics for image : mov or mp4, encoder H264, max. 20000 kbps constant bit rate, ideal resolution 1080p (1920 – 1080) and sound: AAC 48kHz/16bit. Films will be sent by transfer (ex. dropbox, MyAirBridge, etc), till september, 25th, 2016, to the following e-mail address: [email protected]. 2 By september 25th, 2016, the producers/film makers will be informed on e-mail or on telephone about the results of the pre-selection In the festival, the productions will be screened in digital format Starting with october, 14th, 2016, the producers/film makers whose films were selected will be invited to the festival, having accomodation and all meals provided by the organisers. The transport will be on their own expenses. The above mentioned expenses cover one person/film selected in the competition. The films enrolled in the festival will be part of the festival’s archive and will not be returned. The organisers will be entitled to use them for promotional, didactic, educative and cultural purposes. The films cannot be used for commercial purposes. WAYS TO ENROLL IN THE FESTIVAL The participants will mail on the address [email protected] the following forms: - Registration form with all the required information filled in. - Films sent as digital files with such technical characteristics for image : mov or mp4, encoder H264, max. 20000 kbps constant bit rate, ideal resolution 1080p (1920 – 1080) and sound: AAC 48kHz/16bit. - The contestant’s CV - The contestant’s filmography - The film synopsis - A photography of the contestant - 1 or 2 representative shots from the film and 2 or 3 shots taken while filming. The pictures will be used for the ”Making-off” exhibition. The contestants will authorise, free of charge, the organisers to use the information and the pictures sent to edit the catalogue and to organise the ”Making-off” exhibition. The media can use the pictures/information for newspapers and for a TV programme dedicated to the Festival, with no finantial pretentions. No enrolling or participation fee No entrance fee to any of the events of the International Film Festival ”Autumn in Voronet”.     SUCEAVA COUNTY COUNCIL Department of external partnerships and diaspora Chernivtsi region The most important activities commonly developed, since the signing of the partnership between Suceava county and Chernivtsi region, in Ukraine, were as follows: - twinning between schools and territorial-administrative units from Suceava county with similar ones from Chernivtsi region; - exchanges of experience between specialists from different fields of activity in the two regions; - participation, based on reciprocity, in rest camps, organized for children; - organizing, in common, folklore festivals, poetry contests, performances; - study trips; - sport competitions between students; - organizing conferences, symposiums, training activities with the participation of teachers, school inspectors and school directors from the two partner regions in order to conclude partnerships and to promote projects of common interest; - exchange of teaching materials, books; - providing school programs for the assimilation (familiarization with) of the mother tongue, knowledge of the history and traditions of minorities; - regular work meetings at the headquarters of the two administrative-territorial units, as well as at the PCTF Siret-Porubne and Porubne-Siret, with the participation of the administrative leaders of Suceava county and Chernivtsi region. This overall decline in population is not entirely true for the towns and cities of the North-East Region, as during the same period they recorded both decreases and increases in population due to positive natural balance. The North-East Region (partially superimposed over the historic region of the western Moldova) is considered the poorest region in the European Union and a disadvantaged area. The rural young population of Moldova is a reservoir which supplies urban areas and especially large cities. In these circumstances, the small towns of the North-East Region are seeking balance (demographic, economic, functional). This paper examines the demographic evolution of the small towns located in the area under analysis, in the post-communist period, illustrating the types of fluctuations in statistical methods as regards demographic changes and the risk of depopulation in the future, correlated with a lower overall population of Romania. Păsărin1 1University of Agricultural Sciences and Veterinary Medicine Iasi, Romania Abstract Research was carried out on three trout breeds, rainbow trout (Oncorhynkus mykiss), brown trout (Salmo trutta fario) and brook trout (Salvelinus fontinalis), which are the most farmed salmonid species in N-E part of Romania. To assess the meat quality of rainbow, brown and brook trout we considered that it’s necessary to make some histological investigations about muscle fibre diameter. The research was done using fish of two years old. Muscle was systematically sampled and differentiated by breed and body mass and the results were statistically analyzed and interpreted. The comparative statistical analysis revealed significant differences between the three trout breeds. After the histological examination of rainbow, brown and brook trout muscles the conclusion that emerges is whatever of breed, the muscle fibre structure and fineness has a significant trend according to the dynamics of growth.     PRESS RELEASE OF THE ROMANIAN BORDER POLICE Cigarettes to the value of 445.000 lei seized at the Northern border 08 November 2016 The border police within the Territorial Inspectorate Border Police ITPF Sighetu Marmaţiei discovered over 43,200 packages of cigarettes of Ukrainian origin, to the value of approximately 445.000 lei, hidden in the double ceilings of a bus stopped in traffic but also at the green border. A Romanian citizen is being investigated for committing the offence of smuggling in continued form and the entire quantity of cigarettes was lifted for seizure. Yesterday, on 7 October, within the Sector Border Police Vicovu de Sus, an action was initiated in the line of combatting the smuggling of cigarettes of Ukrainian origin, in the area of responsibility. Thus, around 12.00 o’clock, in the jurisdiction of Vicovu de Sus, Suceava county, a Volkswagen bus was identified in traffic, of which it was said that it transported smuggled cigarettes. The border policemen stopped for control the bus in question, at the wheel of which was Ionuţ A., 37 years’ old, from Dolj county. Following the control, the border police noticed inside the vehicle a space arranged, by doubling the wall separating the compartment for the passengers from the merchandise one, therefore there was taken the measure of driving the bus together with the driver to the premises of the sector, with a view to continuing the searches. During the detailed control, 15,480 packages of cigarettes were discovered, of various brands and of Ukrainian origin, hidden in the space arranged for building a false wall.

The data were processed and converted into tables, graphs and then interpreted and analyzed.Data used in this study are part of the textbook on the desk. Bucovina is a spring of traditions and customs well preserved by its inhabitants who send them with love to future generations. The accommodation capacity registered fluctuations, after the 1990s followed a fall, which was later recovered in 2005, followed by a huge increase until 2015, having a double accommodation capacity compared to the year 2000. The index of accommodation capacity utilization during the period 2010-2015 did not suffer drastic changes. An improvement was noted in July-January in 2015, the most significant increase being in the summer months of July and August.
