Conform Standardelor Internationale de evaluare IVS 1: Valoarea de piaţă este suma estimată pentru care o proprietate va fi schimbată la data evaluării, între un cumpărător decis şi un vânzător hotărât, într-o tranzacţie cu pret determinat obiectiv după o activitate de marketing corespunzătoare, în care părţile implicate au acţionat în cunoştinţă de cauză, prudent şi fără constrângere. Conform definiţiei de mai sus fiecare proprietate are o valoare de piaţă „la data evaluării” şi nu intr-o anumită perioadă de timp determinată subiectiv. -

Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies. (2) Implementing Decision (EU) 2017/247 provides that the protection and surveillance zones established by the competent authorities of the concerned Member States in accordance with Directive 2005/94/EC are to comprise at least the areas listed as protection and surveillance zones in the Annex to that Implementing Decision. -

26.3.2019 ES Diario Oficial de la Unión Europea L 84/37 DECISIÓN DE EJECUCIÓN (UE) 2019/490 DE LA COMISIÓN de 25 de marzo de 2019 por la que se modifica el anexo de la Decisión de Ejecución (UE) 2017/247, sobre las medidas de protección en relación con los brotes de gripe aviar altamente patógena en determinados Estados miembros [notificada con el número C(2019) 2347] (Texto pertinente a efectos del EEE) LA COMISIÓN EUROPEA, Visto el Tratado de Funcionamiento de la Unión Europea, Vista la Directiva 89/662/CEE del Consejo, de 11 de diciembre de 1989, relativa a los controles veterinarios aplicables en los intercambios intracomunitarios con vistas a la realización del mercado interior (1), y en particular su artículo 9, apartado 4, Vista la Directiva 90/425/CEE del Consejo, de 26 de junio de 1990, relativa a los controles veterinarios aplicables en los intercambios dentro de la Unión de determinados animales vivos y productos con vistas a la realización del mercado interior (2), y en particular su artículo 10, apartado 4, Considerando lo siguiente: (1) La Decisión de Ejecución (UE) 2017/247 de la Comisión (3) se adoptó a raíz de la aparición de brotes de gripe aviar altamente patógena del subtipo H5 en varios Estados miembros («Estados miembros afectados») y del establecimiento de zonas de protección y de vigilancia por la autoridad competente de los Estados miembros afectados, de conformidad con el artículo 16, apartado 1, de la Directiva 2005/94/CE del Consejo (4). Contribution to the Estimation of Seismic Hazard
ACTIVE FAULT SYSTEMS IN THE SHABLA REGION (BULGARIA) AS INTERPRETED ON GEOPHYSICAL AND SEISMICITY DATA* IRINA STANCIU1,3, DUMITRU IOANE2,3 1 National Institute for Research and Development on Marine Geology and Geo-ecology – GeoEcoMar, Bucharest, [email protected] 2 Faculty of Geology and Geophysics, University of Bucharest, [email protected] 3 Romanian Society of Applied Geophysics Shabla region is located in NE Bulgaria and belongs from the tectonic point of view to the south-eastern part of the Moesian Platform. The study area covers parts of the eastern slope of the North Bulgarian arch, having the Bulgarian–Romanian border to the north, Cape Kaliakra to the south, Dobrich city to the west, and the Black Sea shelf to the east. Block faulting, horsts and grabens of different rank are the typical structural features. The crustal-scale Intramoesian Fault, considered to separate the Moesian Platform in two main compartments, reaches the Black Sea continental shelf in Shabla region, its path being ambiguously located on maps, as it does not outcrop. Analysis of regional seismicity data available from ROMPLUS Earthquake Catalogue and EMSC Earthquake Catalogue, integrated with available tectonic and geophysical data, as well as with geological, geomorphological and neotectonic field observations, offered the possibility to interpret W–E, NE–SW and NW–SE active fault systems within the study area and build the grounds for a much more comprehensive understanding of this region’s tectonics. STUDIA UBB GEOGRAPHIA, LVIII, 1, 2013, pp. 93-100 (RECOMMENDED CITATION) THE TOURISM CAPITALIZATION OF THE HYDROGRAPHIC POTENTIAL IN “MARAMUREȘ LAND” DEPRESSION AREA BY MEANS OF RURAL TOURISM ALINA SIMONA SIMION1 ABSTRACT. – The Tourism Capitalization of the Hydrographic Potential in “Maramureș Land” Depression Area by Means of Rural Tourism. The rural tourism of Maramureș is a complex activity, with multiple facets. It is not exclusively based on the peasant household, but also on holidays in the middle of nature, motivated by different activities that take place due to a rich natural potential. Out of this attractive natural potential, the hydrographic component was chosen to be analyzed, as it is an important resource, which determined the emergence, development and diversification of tourism in Maramureș Land. This study intends to present the tourism value and importance of the hydrographic resources of Maramureș Land, by means of which rural tourism can be diversified in this geographical area. The hydrography is the main factor influencing the modification of the Maramureș geographic space, the development and characteristics of the settlements, the economic activities performed by the local population. It is also the main factor in directing and orienting the transport network. Maramureș Land hydrographic network has a high variety, from fresh water, to salt water, from rivers with high flows to mineral water springs, being used in diverse manners. INTRODUCTION Rural areas are the framework for a range of tourism activities, specific for many forms of tourism. The built up area of the village with anthropogenic tourism resources is best suited for cultural, religious, recreational and partially for curative tourism.
