Monitoring Agency for the Project. 2nd April, 2019. SUMMARY PROGRESS IN BRIEF 1. The total number of complaints received from the 15th June 2009 till 31st March, 2019 is 5998. Complaints received in this quarter are 228.During this quarter 113 cases were closed at the Monitoring Agency level to the satisfaction of the complainant. 10 cases were escalated to UGC. 5 cases were closed by UGC after following the due process. As of now 15 cases are pending with UGC. 2. Progress on development of data base of colleges is good. We have a data set of about 47982 colleges. Out of which we have E mail & phone numbers for roughly 38100 colleges. ___________________________________________________________________________ 1 Support Aman Movement For Eradication of Ragging. 1800 180 55 22 [email protected] 3. The campaign to register on line for affidavits is growing & going on strong. It will continue to grow in the future. As of now we have a data set of 5763768 students & E mail/Phone Contact data of 3565500 parents. 4. Progress on self declaration of “Compliance of Regulations” by Colleges/Universities is poor. So far – no work has been done in this regard. 5. Exceptionally high numbers of complaints continue to be received from Medical Colleges across the country. 28 complaints were received in this quarter alone. 6. On awareness the Trust has two dedicated internet lease lines that send 150000 e-mails per day to students & parents to create awareness against Ragging. This is a very successful awareness model. We are directly targeting the students & their parents. 7. Our Social Media platforms are also very active. The Aman Movement facebook is active. Slowly students & parents are connecting to it. PROGRESS REPORT Objective 1: To monitor each complaint received by the Call Centre to its logical conclusion __________________________________________________________________ 1. The total number of complaints received from the 15th June 2009 till 31st March, 2019 is 5998. The annual distribution is given in Table 1. In this year (2019) the number of complaints received is 228. Total number of complaints received from the 18th April, 2012 until the 31st of March, 2019, i.e., roughly in the past 6 years, is 4572 complaints as given in Table 2. Of these 3690 Complaints were closed at the Monitoring agency level. This is roughly 80%. Between the call centre & the Monitoring agency only 85 complaints are active. 15 complaints have been escalated to Regulatory Authorities for further action. That is less than 20%. The details of these 15 cases is given in Table 3. It is true to say that more colleges are responding & now roughly 80% complaints are closed at the Monitoring Level. Details of those colleges, during this quarter, that have responded & cooperated with the Monitoring Agency & for whom cases were satisfactorily resolved are given in Annex – 2. The details of those colleges – whose cases had to be escalated to UGC , during this quarter, – are listed in Annex – 3 4. 20% of complaints that are escalated to the Regulatory Authorities are those complaints where (i) either the College Authorities have refused to cooperate with the Monitoring Agency or (ii) the complainant is not satisfied with the action that has been taken by the College Authorities. Colleges that do not respond or colleges who refuse to recognize the authority of the “Ragging Prevention Program” get away without being asked by UGC as to why they have chosen to reject the UGC regulations? It is unfair on those colleges that are law abiding & cooperative.

    DISTRICT PROFILE KATIHAR INTRODUCTION Katihar district is one of the thirty-eight administrative districts of Bihar . Katihar was earlier a sub-divisional town of Purnea district and acquired the status of an independent district on 2nd October 1973. It is a part of Purnea division. Katihar district is situated in the plains of north eastern Bihar, surrounded by the districts of Purnea and Bhagalpur of Bihar State, district of Sahebganj of Jharkhand state, and districts of Malda and Uttar Dinajpur of West Bengal state. Rivers which flows in Katihar district are Mahananda, Ganges, Kosi and Righa . HISTORICAL BACKGROUND Katihar finds mentioned in legend of Mahabharat. It is said that during the period of incognito exile of the Pandavas, they spent some time in this area. It is said that the place Maniharan, now called Manihari gets its name from the story that Lord Krishna had lost his Mani here. Raja Virat of Morang is also said to have visited the place. Katihar was under the Angas and later under the Magadha kings during the time of Mahajanpadas. In course of time, Katihar was ruled by the kings of Pal dynasty. During the medieval period, the Khiljis subjugated the area and Katihar subsequently came under the rule of the Mughals. At that time, the region east of Mahananda river was constituted as Sarkar Tajpur, and the region east of Mahananda river was named Sarkar Purnea. The district passed into the hands of the English in 1770 from the control of Mohammad Ali Khan, the Governor of Purnea. In 1872, the district was transferred from the control of Bihar and Banaras Board of Commissioners to the Calcutta Board of Revenue.

One of the key strategies under the National Rural Health Mission is having a community health worker who is an Accredited Social Health Activist (ASHA) for every village with a population of 1000. Objectives- 1. To evaluate the work performance of ASHA workers in their field practice area 2. To gather feedback given by the ASHA workers regarding incentives received by them and the challenges they face during their disposal of duties and responsibilities. Methods and Methodology The present study is conducted in the Chaapi and Hazipur village of Katihar sadar Block, and Kolasi village of Korha Block of Katihar District (Bihar). In this study Purposive Sampling is used for selecting the sample of ASHA. Total 45 villages ASHAs were interviewed using predesigned semi- structured questionnaire from June to October, 2018. Results: Maximum numbers (68.89%) of ASHA were qualified to 8th Standard and only 2.22% respondents were having qualification of graduate and above. About 71.11 % and 17.78 % of the respondents spent 2-4 hours and 4-6 hours a day respectively for catering to health services in rural areas.
