United Nations Nations Unies RESTRICTED CONFERENCE CONFERENCE E/CONF.2/BUR/21 7 1948 ON DU January TRADE AND EMPLOYMENT COMMERCE ET DE L'EMPLOI ORIGINAL: ENGLISH THEFINAL ACT Note by the Executive Secretary At its last meeting, the General Committee considered document E/CONF.2/BUR/17 and agreed that at the conclusion of the Conference, there should be a Final Act. The Committee considered that certain changes were desirable in the draft contained in E/CONF.2/BUR/17 and the following amended draft is therefore submitted for consideration by the Committee: "FINAL ACTION OF THE UNITED NATIONS CONFERENCE ON TRADE AND EMPLOYMENT The Economic and Social Council of the United Nations by a Resolution dated 18 February 1946, resolved to call an international Conference on Trade and Employment for the purpose of promoting the expansion of the production, exchange and consumption of goods. The Conference which convened in Havana on 21 November 1947, and concluded on.1948, drew up a Charter of the International Trade Organization. The texts of the Charter in the English and French languages are annexed hereto and are hereby authenticated. There is also annexed to this Final Act an arrangement for the establishment of an Interim Commission of the International Trade Organization signed by the parties thereto, and the resolutions of the Conference. IN WITNESS WHEREOF, the undersigned Representatives signed this Final Act. DONE at Havana, this ............... day of ....... , 194.... in a single copy in the English and French [chinese, English, French, Russian and. Spanish] languages, each text being equally authentic. This Final Act shall be deposited with the Secretary-General of the United Nations who will send certified copies to each of the signatories of this Final Act.".

MORTON (Australia) DRAFT REPORT OF THE SUB-COMMITTEE T( COMMITTEE III (E/CONF.2/C.3/C/W,l8) The CHAIRMAN introduced the Draft Report consisting of Part I General Observations; Part II - conclusions reached by the Sub-Committee in respect of each of the Articles 32 - 39 inclusive of the Geneva Charter; Part III - the amended text of the Articles together with the Interpretative Notes. The Sub-Committee discussed the Draft Report page by page and. made certain minor drafting changes. It was agreed that all reservations to the proposed text of the Articles should be stated in Part II and not as Notes to the text of the Articles in Part III. The representative of France, while wishing to retain in the Report the reference to his proposal (item 7) with regard to the requirements of "direct consignment" in paragraph 6 of Article 32 (page 5 - 6 of the Draft Report), withdrew his reservation. The Sub-Committee with no dissentients approved the Draft Report and the Secretariat was instructed to prepare the Report for Committee III, as an unrestricted document, taking into consideration the decisions and changes made during the discussion. The CHAIRMAN informed the Sub-Committee that the Spanish translation of the Report was being prepared by the Secretariat.

Burton, January 8, 1949 Digitized by: James Mark Valsame Date: May 31, 2012 Robert Gregg Cherry (October 17, 1891 – June 25, 1957), Post-World War II governor of North Carolina and speaker and long-time member of the North Carolina House of Representatives, was born at Catawba Junction, near York, SC, to Chancellor Lafayette and Hattie Davis Cherry. His mother died when Cherry was one year old and his father, a farmer and Confederate veteran, six years later. Cherry was sent to Gastonia, just across the state line, to live with his maternal grandfather, pioneer Gastonian Isaac N. Davis, and his uncle, Henry M. Lineberger. Cherry attended the public schools of Gastonia and then was graduated from Trinity College in 1912. He completed a law degree at Trinity College in 1914, winning the Judge Walter Clark prize as the highest ranking student in the graduating class. Returning to Gastonia, he established a law practice with Alfred Lee Bulwinkle, long-time friend and future congressman from the area. When the United States entered World War I in 1917, Cherry delighted in organizing among men in the Gastonia area a machine gun troop of the First North Carolina Cavalry, which he trained and commanded during service overseas. He always took great pride in having developed a group of local men into a fighting cadre. His interest in the military continued after the war, and he maintained membership in the National Guard until 1924.

Chapter II Post-war reconstruction and development in the Golden Age of Capitalism Key messages • The World Economic and Social Survey was an early proponent of development as a process of large-scale struc- tural and institutional change for the promotion of high standards of living, full employment and social progress. Starting from the first edition, issued in January 1948, the Survey recognized the need for coordinated interna- tional action to accelerate economic growth, facilitate the cross-border flow of goods and services and support effective utilization of resources in the context of an expanding and integrated world economy. • The expansion of international trade and a functioning payments system were recognized as two critical factors for development in the post-Second World War period. However, large fluctuations in commodity prices and, cor- respondingly, in foreign exchange earnings were a source of economic instability for many developing countries back then and this has continued to be the case right up to the present. • In the 1950s, the flexibility that European countries were afforded in meeting their International Monetary Fund- related obligations enabled the successful creation of the multilateral international payments system. Six years after the initial commitment, most Western Europe countries had eliminated foreign exchange restrictions and established current account convertibility. A similar flexibility in debt negotiations was important for the facilita- tion of a rapid recovery in Europe in the post-Second World War period as well as in Latin America in the 1930s. • International solidarity has played an important role in development and reconstruction. Western European countries received resources equivalent to 1 per cent of the gross national product of the United States of Amer- ica in the period from 1948 to 1952 through the Marshall Plan.

I PREFACE Ma]or Economic Changes in 1948 is the third of a series of reports dealing with world economic conditions, prepared by the Department of Economic Affairs of the United Nations. The first, Economic Report: Salient Features of the World Economic Situation 1945-47, was issued in January 1948; a supple- ment to that report, Selected World Economic Indices, was issued in July 1948. The purpose of the present publication is to make generally available a preliminary review of important economic developments which occurred during 1948. It is being issued at this time in order to provide the Economic and Social Council with a useful factual background for discussion of the current world economic situation at its eighth session in February 1949. A comprehensive economic survey of the world situation will be issued towards the middle of 1949. That survey will take account both of the regional economic reports which will become available during the early months of 1949 from the secre- tariats of the regional economic commissions of the United Nations in Europe, Latin America and the Far East, and of the economic activities of the specialized agencies. Part I of Major Economic Changes in 1948 provides a broad picture of the main economic develop- ments during the year 1948, based on data, necessarily incomplete for the year, which were available at the time the report was prepared.
