00UNTYCOURTJOTmN& FILED MAY 25 ~ TILLAMOOK COUNTY TASSI O'NEIL (h j_ COUNry CLER'f\j GRANT AGREEMENT #2015-F15 TOURISM RELATED FACILITIES This Grant Contract is made and entered into by and between Tillamook County ("County"), and Tillamook Forest Heritage Trust ("Recipient"). RECITALS Whereas, in November 2013 Tillamook County voters approved a county-wide transient lodging tax (TL T) which requires that Seventy Percent (70%) of this tax be used for tourism promotion and tourism related facilities; Whereas, the funds provided under this Grant Contract were derived from TL T funds and designated for use on Tourism Related Facilities; Whereas, the Tillamook County Economic Development Council (EDC) and County have reviewed Recipient's application, submitted on January 15, 2016 (the "Application") and determined the Salmonberry Trail ("Project"), as hereafter defined, is feasible and merits funding. NOW THEREFORE, the parties agree as follows: 1. Contract. This Grant Contract shall include the following, which in the event of any inconsistency are to be interpreted in the following order of precedence: A. This Grant Contract without any Exhibits. B. Special Conditions of Award, attached as Exhibit A. C. Approved Project budget showing a breakdown of sources of funds, attached as Exhibit B. This Exhibit supersedes the Project budget submitted in Recipient's Application; and D. Recipient's application, which by this reference is incorporated herein. 2. Grant. In reliance upon Recipient's Application and covenant to comply with all local, state and federal laws, rules and regulations as set forth herein, County agrees to provide the Recipient funds in the amount of $100,000.00, the use of which shall be expressly limited to the Project and the activities described in the Application. -

Nehalem River Watershed Assessment 1 1.0 Introduction Purpose Watershed assessment is a process for evaluating how well a watershed is working. The purpose of this assessment was to determine how natural and human- induced changes have impacted the sustainability of salmon populations in the Nehalem River Watershed. Both historical and current information is included regarding the watershed’s ability to produce clean water and healthy salmon habitat. The assessment was prepared for the Upper and Lower Nehalem River Watershed Councils. It will be a baseline for developing and prioritizing potential restoration projects in terms of fish habitat. Geographic Information Systems (GIS) was used for much of the analysis and has been provided to the watershed councils. GWEB Draft Oregon Watershed Assessment Manual The assessment followed the procedures and guidelines described by the Governor’s Watershed Enhancement Board’s (GWEB) January 1999 Draft Oregon Watershed Assessment Manual. The riparian conditions component was started prior to 1999 and reflects the methodology described in the 1998 draft manual. The GWEB manual provides a consistent way of conducting watershed assessment. It is a framework for using existing data to evaluate important watershed components including historical conditions, channel habitat types, hydrology and water use, riparian conditions, sediment sources, water quality, channel modifications, and fish and fish habitat. Gaps in available data are identified and a summary of watershed conditions is included with recommendations for potential restoration projects. Background Physical Location The Nehalem River Watershed is located on the Oregon Coast. It lies completely within the temperate coniferous rain forest belt. Historically, the basin was dominated by old growth coniferous ecosystems with marshlands in the lower gradient areas and estuaries (Kostow, 1995). -

(FLRC), proposal to construct a new combined fish ladder and spillway. This project will restore seasonally variable flows, improve fish passage and connectivity to upstream and downstream habitat for threatened fish species such as Coho Salmon and for Pacific Lamprey, and will exceed State flood flow and dam safety requirements. The proposed combined spillway/fish ladder is an innovative design that could inspire modifications of other spillways that create fish passage barriers. By restoring a more normal seasonally varied flow downstream, it will also augment the riverine conditions of Fishhawk Creek and enhance aquatic habitat. This is a community initiated and led project that has been many years in the making. When accomplished, it will meet the goals of state and federal agencies and plans, including strategic goals of NOAA Fisheries, the Oregon Department of Fish and Wildlife, Oregon Water Resources Department, the Upper Nehalem Watershed Council as reflected in the Oregon Coastal Coho Recovery Plan, Oregon Coho Business Action Plan, and Upper Nehalem Watershed Council Strategic Plan. -

AN ABSTRACT OF THE THESIS OF Daniel Franklin Numfordfor the degree ofMaster of Sciencein Geology presented on May 27, 1988 Title: Geology of the Elsie-lower Nehalem River Area, South-Central Clatsop and Northern Tillamook Counties, Northwestern Oregon Abstract approved: Alan R. Niem The middle Eocene Tiflamook Volcanics form the oldest rock unit in the Elsie-lower Nehalem River area. K-Ar age determinations and age constraints imposed by foraminiferal and calcareous nannofossil assemblages of overlying sedimentary strata indicate an absolute age of about 42 Ma for the uppermost Tillamook Volcanics. Major oxide values indicate that the upper Tiflamook Volcanics are highly fractionated high Fe-Ti tholeiitic basalts and basaltic andesites. These volcanics were erupted in a developing forearc under an extensional plate tectonic setting and formed a moderately large oceanic island. These subaerial flows are predominantly aphyric to plagioclase-augite porphyritic and have a pilotaxitic flow texture. Epochs of both normal and reverse magnetic polarity are recorded. Thermal subsidence related to the end of the volcanism resulted in deposition of the transgressive late Eocene Hamlet formation over the "Tillamook island". The informal Hamlet formation consists of three members. From oldest to youngest they are: the Roy Creek member, the Sunset Highway member, and the Sweet Home Creek member. Three lithofacies are present in the Roy Creek member. The stratigraphically lowest of these consists of basaltic boulder-pebble conglomerate and locally fossiliferous pebbly basaltic sandstones which were deposited in a high energy nearshore environment around rocky basaltic headlands and sea stacks of the Tillamook Volcanics. Molluscan fossils in this lithofacies are correlative to themiddleto late Eocene "Cowlitz- Coaledo" fauna. -

Following a catastrophic storm with over 20” of rain over 2 days in December 2007, this rail connection was cut off due to major damage, particularly in a 16-mile stretch of tunnels and trestles deep within the Coast Range.
