COMMUNITY POLICING IN SINGAPORE by Mark Low Jian Neng A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF MASTER OF ARTS in The Faculty of Graduate Studies (Geography) THE UNIVERSITY OF BRITISH COLUMBIA (VANCOUVER) April 2012 ©Mark Low Jian Neng, 2012 ABSTRACT This thesis is devoted towards unpacking how community policing has been managed as a state discourse by the Singapore Police Force. Firstly, community policing is located within the historical context of a modernising Singapore. This begins with the need for crime prevention that was disseminated through decentralised neighbourhood police posts in the 1980s. With economic restructuring in the 1990s, community policing was rescaled to meet the changing demography of the population. Following an enhanced deployment of counter-terrorism discourse in the wake of 9/11, community policing was re-invented as part of a (re)bordering strategy to safeguard territorial sovereignty and social cohesion. Secondly, the methodology of community policing is visualised through the changing frames of the state-produced docu- drama, Crime Watch. As a television programme that has consistently raked in high viewership numbers for 25 years, Crime Watch texts deserve their fair share of critical scrutiny to reveal the means of community engagement by the state police. Thirdly, the personal networks of Volunteer Special Constables are studied for the insights that they can reveal into the work of policing one’s community. Personal interviews with sixteen volunteers provide the empirical data for analysis. Volunteers have committed much time and effort into performing the work of volunteer police officers. Mediating the boundaries between the police and the public, these volunteers translate community policing into practice in complicated ways that have not been adequately documented. -

(2011) 23 SAcLJ Modernising the Criminal Justice Framework 23 MODERNISING THE CRIMINAL JUSTICE FRAMEWORK The Criminal Procedure Code 2010 The concept of “balancing” prevalent in criminal justice discourse is premised on a paradigm where “state” and “individual” interests are perpetually in conflict. This article outlines the key components of the new Criminal Procedure Code 2010 and discusses another dimension of the state- individual relationship. Rather than being inherently incompatible, synergistic common goals can, on occasion, be pursued between the State and an accused. The article will also consider areas in the Criminal Procedure Code 2010 where conflicts between “state” and “individual” interests have in fact arisen, and will outline the pragmatic approach that has been adopted towards their resolution. Transparency and Authoritarian Rule in Southeast Asia
TRANSPARENCY AND AUTHORITARIAN RULE IN SOUTHEAST ASIA The 1997–98 Asian economic crisis raised serious questions for the remaining authoritarian regimes in Southeast Asia, not least the hitherto outstanding economic success stories of Singapore and Malaysia. Could leaders presiding over economies so heavily dependent on international capital investment ignore the new mantra among multilateral financial institutions about the virtues of ‘transparency’? Was it really a universal functional requirement for economic recovery and advancement? Wasn’t the free flow of ideas and information an anathema to authoritarian rule? In Transparency and Authoritarian Rule in Southeast Asia Garry Rodan rejects the notion that the economic crisis was further evidence that ulti- mately capitalism can only develop within liberal social and political insti- tutions, and that new technology necessarily undermines authoritarian control. Instead, he argues that in Singapore and Malaysia external pres- sures for transparency reform were, and are, in many respects, being met without serious compromise to authoritarian rule or the sanctioning of media freedom. This book analyses the different content, sources and significance of varying pressures for transparency reform, ranging from corporate dis- closures to media liberalisation. It will be of equal interest to media analysts and readers keen to understand the implications of good governance debates and reforms for democratisation. For Asianists this book offers sharp insights into the process of change – political, social and economic – since the Asian crisis. Following these amendments, the general rule is that an appeal against an order made at the hearing of an interlocutory application can only be made with the leave of a judge. In The Company of Citizens: The Rhetorical Contours of Singapore's Neoliberalism Abstract: This essay explores how the language and priorities of the corporate world seep into the halls of government, and the ensuing implications of such rhetoric. Situating my analysis in Singapore’s National Day Rally addresses from 1960 to 2018, I uncover two rhetorical signatures unique to Singaporean neoliberalism: the location of national character in economic performance, and the act of packaging and selling the nation to its people. I conclude by examining the implications of a corporate constitution of the nation for evoking affective ties to the nation, and by considering the value of Singapore’s case to broader critiques of neoliberalism.
