These men and women should not be unfairly penalized and have to worry about incurring additional costs while they continue their vital work; we must ensure their children are taken care of while this crisis continues. CCDBG has long enjoyed bipartisan support as a commonsense investment in American families. Through CCDBG, the federal government has successfully worked with states to support local providers to ensure affordable, high-quality childcare is available to working parents and their children across the country for years. New Congress, Same “Committee Tax” How the parties pressured legislative leaders to raise huge sums of campaign cash during the 116th Congress — and are poised to do so again this year By Amisa Ratliff One of the open secrets of Washington is that both the Democratic and Republican parties strong-arm influential legislators to raise astronomical amounts of campaign cash. Referred to as paying “party dues,” lawmakers are pressured to transfer huge sums from their campaigns and affiliated PACs to the parties as well as spend countless hours “dialing for dollars” to raise six- and seven-figure amounts for the parties, often by soliciting corporations, labor unions, and other special interests that have business before Congress. CORY GARDNER A SPECIAL REPORT FROM THE CONGRESSIONAL INTEGRITY PROJECT Ensuring that public officials are working in the public interest is one of Congress’s most important responsibilities. But year after year, some lawmakers get it backwards: They attempt to distract the public from real corruption while they use their positions to enrich themselves and those close to them. Sen. Cory Gardner (R) of Colorado has a history of taking policy positions that benefit his wife’s business interests as a consultant and advocate for fossil fuels—and by extension, his family’s bottom line. This report, part three of our “Covering for Corruption” series, details how Sen. Gardner’s official actions overlap with entities Jaime Gardner has worked for or represented. For years, the Gardners have skirted ethics rules so that Jaime can profit off of fossil fuels while Cory boosts those same industries through official actions. While we do not know exactly how much the Gardners have profited from this arrangement, it reeks of the self-dealing that Washington insiders love but voters despise. And while his family profits, Cory Gardner uses his public platform to moralize against self-dealing. Gardner should come clean to his constituents about his intermingled public and private interests by disclosing his wife’s client lists and any overlap with industries that have business in front of the legislatives bodies he’s served in. We can’t force Gardner to act with integrity. But we can expose his record to stop him from misleading and manipulating voters.

These incentives will play a critical role in America’s economic recovery, alleviate some of the pollution impacts that have been borne by disadvantaged communities, and help the country build back better and cleaner. The clean energy sector was projected to add 175,000 jobs in 2020 but the COVID-19 pandemic upended the industry and roughly 300,000 clean energy workers were still out of work in the beginning of 2021.1 Clean energy, energy efficiency, and clean transportation tax incentives are an important part of bringing these workers back. It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.

However, we are concerned that the COVID-19 relief packages considered thus far have not provided direct funding to stabilize smaller counties, cities, and towns—specifically, those with populations under 500,000. As such, we urge you to include direct stabilization funding to such localities in the next COVID-19 response bill, or to lower the threshold for direct funding through the Coronavirus Relief Fund to localities with smaller populations. Many of us represent districts containing no or few localities with populations above 500,000. Like their larger neighbors, though, these smaller counties, cities, and towns have faced enormous costs while responding to the COVID-19 pandemic. These costs include deploying timely public service announcements to keep Americans informed, rapidly activating emergency operations, readying employees for telework to keep services running, and more. This work is essential to keeping our constituents safe and mitigating the spread of the coronavirus as effectively as possible. We fear that, without targeted stabilization funding, smaller localities will be unable to continue providing these critical services to our constituents at the rate they are currently. H.R. 1595, sponsored by Representatives Ed Perlmutter (D-CO), Denny Heck (D-WA), Steve Stivers (R-OH) and Warren Davidson (R-OH), along with more than 200 bipartisan House members, includes an important provision ending Operation Choke Point. Specifically, it prohibits a federal banking agency from ordering a bank to terminate a banking relationship with a legal business unless there is a valid reason and that reason is not based solely on reputational risk. The ostensible intent of Choke Point program was to prevent criminal fraud. However, in actuality, federal officials pressured banks to close accounts of businesses operating within state and federal law without legal recourse or due process solely because the officials were ideologically opposed to the businesses’ existence. Under Operation Choke Point, businesses that were operating legally suddenly found banks terminating their accounts, in some cases accounts that the business had had for years, without explanation. While the program was targeted at gun dealers and payday lenders, other businesses, such as installment lenders, were also impacted. No legal business should be targeted solely based on the political bias of a particular administration.
