Supporting the removal of regulatory and procedural barriers to trade Mr. Avag AVANESYAN Deputy Minister of Economic Development and Investments 1 OPENING WELCOME Dear Colleagues, I would like to thank and congratulate the United Nations Economic Commission for Europe for their excellent job in conducting the “Regulatory and Procedural Barriers to Trade in Armenia: Needs Assessment” and the detailed “Business Process Analysis”. I am certain, that by addressing the findings and recommendations of the study, Armenia will be able to successfully increase the contribution of trade to development. With a per capita GDP of just under US$3,872 in 2017, a population of about 3 million, and limited natural resources, trade is very important to Armenia. The economy has a high degree of trade openness, with a trade to GDP ratio of 87%, and it is the Government’s priority to ensure that trade plays a greater role in job creation, so as to reduce reliance on remittances that accounted for 13.3% to GDP in 2017. In particular, the study provides sound analysis for turning trade into a tool for stimulating the structural transformation of the manufacturing sector towards increased specialization in high value-added products and the establishment of a knowledge-based economy, which will result in increased export diversification, job creation and reduced poverty. Hopefully, with the support of the UNECE, we will be able to engage donors to assist with the implementation of agreed upon recommendations that are contained in the study. -

Almaty–Issyk-Kul Alternative Road Economic Impact Assessment Almaty, a vibrant metropolis in Kazakhstan, is only kilometers away from lake Issyk-Kul in the Kyrgyz Republic, renowned for its mountains and moderate summers. However, the two destinations are separated by two magnificent mountain ranges. To bypass these mountains, the existing road stretches over kilometers, leading to long travel times. This economic impact assessment analyzes what impact a more direct road between the two destinations would have for tourism and economic development in both Kazakhstan and the Kyrgyz Republic. The report provides economically viable solutions that, within a supportive policy environment, would lead to strong economic development within the region. About Almaty–Bishkek Economic Corridor The Almaty–Bishkek Economic Corridor (ABEC) is the pilot economic corridor under the Central Asia Regional Economic Cooperation (CAREC) Program. The motivation for ABEC is that Almaty and Bishkek can achieve far more together than either can achieve alone. The two cities are only kilometers apart with relatively high economic density concentrated in services in the cities and agriculture in their hinterlands. Both Kazakhstan and the Kyrgyz Republic have acceded to the Eurasian Economic Union and the World Trade Organization. CAREC corridors and Belt and Road Initiative routes cross ABEC. The historic Silk Route, mountain ranges, and Lake lssyk-Kul underline the potential for tourism. But trade, especially in agricultural goods and services, between the two countries is below potential, and the region does not yet benefit from being one economic space. About the Central Asia Regional Economic Cooperation Program The Central Asia Regional Economic Cooperation (CAREC) Program is a partnership of member countries and development partners working together to promote development through cooperation, leading to accelerated economic growth and poverty reduction. -

OBJECTIVES The objectives of this initiative are to: • Create an ASEAN single market by 2015 by strengthening ASEAN economic integration through liberalisation and facilitation measures in the area of logistics services; and • Support the establishment and enhance the competitiveness of an ASEAN production base through the creation of an integrated ASEAN logistics environment. II. MEASURES This Roadmap provides concrete actions that ASEAN Member Countries shall pursue to achieve greater and significant integration of logistics services in ASEAN, through progressive implementation of the measures, which include the liberalisation of logistics services, enhancing competitiveness of ASEAN logistics services providers through trade and logistics services facilitation, expanding capability of ASEAN logistics service providers, human resource development, and enhancing multi-modal transport infrastructure and investment. III. COVERAGE The scope of the measures will cover freight logistics and related activities. The implementation of the specific measures shall be subject to the relevant national laws and regulations. IV. COORDINATION The Senior Economic Officials Meeting (SEOM) shall be the overall coordinating and monitoring body in the implementation of this Roadmap, with Viet Nam as the Country Coordinator. 1 NO. The Possibility of “Six Sector Industrialization” in Kyrgyzstan Agricultural Products ■Profile of Kyrgyz Republic The Kyrgyz Republic (Kyrgyzstan) is a state in Central Asia. Located in the western and central part of the Tien Shan mountain system. In the north it borders with Kazakhstan, in the west - with Uzbekistan, in the south-west - with Tajikistan, in the east and southeast - with China. The Kyrgyz Republic is a sovereign, democratic, legal, secular, unitary, social state. Independence Date - August 31, 1991. The state language is Kyrgyz; the official language is Russian. The territory is 199.9 thousand km2 (5.8% - forests, 4.4% - water, 53.3% - agricultural land, 36.5% - other lands). Almost 90% of which is located 1,500 m above sea level. The capital is Bishkek (859.8 thousand people). Big cities include Osh (255.8 thousand), Jalal-Abad (98.4 thousand), Karakol (68.0 thousand). Kyrgyzstan consists of 9 administrative-territorial units - Chui oblast, Talas oblast, Issyk-Kul oblast, Naryn oblast, Jalal-Abad oblast, Osh oblast, Batken oblast, Osh city and Bishkek city. An Overview of the Medical Device Regulations in the Russian Federation
International Medical Device Consultants Since 1997 AN OVERVIEW OF THE MEDICAL DEVICE REGULATIONS IN THE RUSSIAN FEDERATION Russia has a population of 149 million and is a potentially lucrative market for medical device companies. In 2007, the Russian market for medical devices and related supplies totalled US$1.8 billion. This puts the market among the top 20 in the world, although per capita spending remains very low compared to the European or US markets. The registration of medical devices and medical equipment in Russia is, however, challenging. Russia has made efforts to improve the process in the last few years but there are still many areas of ambiguity. In 2006, the government initiated a Priority National Programme in Public Health Service, which aims to improve Russian healthcare standards and a regulatory process that was bureaucratic and lacked clarity and transparency. Since the project’s implementation, numerous medical facilities have been upgraded. This plan is benefiting equipment manufacturers as around 80% of the market is supplied by imports. Germany, the USA and Japan were the leading suppliers in 2007, accounting for more than half of all imports. Perhaps most problematic for foreign manufacturers seeking device registration is that Russia still relies on a system of product testing as a tool for determining product safety and efficacy. As Russia has its own national standards, such testing is also required for products that already possess CE marking, US Food and Drug Administration 510(k) clearance or other national approvals. Even products that have been for sale on the US and European markets for many years require product testing to Russian standards as well. -

Overall Objective(s): This Twinning supports the adoption and effective implementation of the European Union-Azerbaijan ENP Action Plan of 14 November 2006 as regards approximation of Azerbaijani legislation on standards, technical regulations and conformity assessment to those of EU and in line with WTO requirements. 2.2. Project purpose: • The first purpose of the Project is the creation of a horizontal framework legislation for quality infrastructure in Azerbaijan which is conforming with EU’s internal market and also fulfils the requirements of the rules of the World Trade Organisation related to free movement of goods. This will help in accelerating the trade exchange of goods between Azerbaijan and the EU by reducing the need for re-testing, re-inspection or re-certification by enhancing the acceptance of Azerbaijani and EU conformity assessment results issued in Azerbaijan or EU. • In order to have the legislative framework implemented and operating effectively, the second purpose of the Project is the improvement and strengthening of the infrastructure capacity in SASMP for the implementation of the EU technical legislation principles (mainly the Global Approach) and in line with WTO-TBT requirements for transparent access to regulations related to free movement of goods. -

E. Rahmonov Chairman of the Government Republic of Tajikistan No. 172 April 3, 2007 1 GENERAL PART SECTION I. GENERAL PROVISION CHAPTER I. GENERAL PROVISIONS 1. These Regulations on the peculiarities of licensing certain types of activities (hereinafter – the Regulations) have been drafted pursuant to the Law of the Republic of Tajikistan “On Licensing Certain Types of Activities”. 2. These Regulations shall govern relations pertaining to the implementation of activities (actions) subject to licensing by relevant licensing agencies. 3. Licenses can be issued by central or territorial structures of the licensing bodies envisaged in the special part of these Regulations. 4. Licenses shall be signed by the head of the licensing body or his/her deputy and sealed. When licenses are issued by the structural departments of the licensing bodies or their territorial structures, they shall be signed by the head of the structural department or the territorial structure and sealed. 5. Legal entities, regardless of the form of incorporation and ownership, and individuals willing to engage in certain types of activities subject to licensing, shall be obliged to obtain a license based on the procedure established by these Regulations.
