The report:(1) lists the members and staff of the commission; (2) outlines the new university programs reviewed and approved by the commission; (3) describes the Inter-Universities North (IUN) joint venture to provide courses and degree programs to students in northern Manitoba; (4) describes enrollment trends at Manitoba universities from 1967 to 1993;(5) lists the number of degrees awarded by Manitoba universities since 1967;(6) examines the budget process for 1992-93 university allocations; (7) describes faculty and staff trends; and (8) outlines capital projects. Seven appendixes provide statistical information on university academic programs, the IUN program, student enrollment, degrees granted, operating and capital grant expenditures for 1992-93, allocation of operating and capital grants for 1993-94, and audited balance sheets. Introduction At the annual general meeting of the Manitoba Progressive Conservative Party held last spring, leader Hugh McFadyen acknowledged that while it had had some disappointing setbacks, the Party was nonetheless on the verge of a “great renewal”. In light of the Party’s diminishing fortunes over the past decade, and most recently in the May 2007 election when it suffered its worst electoral showing since 1953, McFadyen’s attempts to instill hope in his Party’s faithful is understandable. Whether the Party is simply experiencing the ebb and flow natural to all political organizations, or is suffering from a deeper, more serious malaise, however, remains disputable. What is clear is that the Conservatives, as they enter the 21st century, are at a turning point in their history. The extent to which it is able to overcome its current woes, and be viewed as a credible and realistic alternative to the governing New Democrats by a wider proportion of Manitobans, is the fundamental question before the Party today. It is also the focus of this paper. In addressing the varied challenges confronting the P.C. Party as it enters the new millennium, the paper will draw on interviews with party insiders as well as a variety of primary and secondary documents1. -

ANNUAL REPORT 2006 An independent office of the Legislative Assembly December 17, 2007 The Honourable George Hickes Speaker of the Legislative Assembly Room 244 Legislative Building Winnipeg, Manitoba R3C 0V8 Dear Mr. Speaker: I have the honour of submitting to you my annual report on the activities of Elections Manitoba for the 2006 calendar year. This report is submitted pursuant to subsection 32(1) of The Elections Act and subsection 99(1) of The Elections Finances Act. In accordance with subsection 32(5) of The Elections Act and subsection 99(2.1) of The Elections Finances Act, annual reporting under these statutes have been combined. The applicable legislation states that the Speaker shall lay the report before the Legislative Assembly forthwith if the Assembly is in session or, if not, within 15 days after the beginning of the next session. Pursuant to subsection 32(4) of The Elections Act and subsection 99(3) of The Elections Finances Act, an annual report that contains recommendations for amendments to these Acts stands referred to the Standing Committee on Legislative Affairs for consideration of those matters.
