Selection and Training of Full-time workers. ● Three tested & dedicated youth at Anchal Level. ● One local youth at sanch (cluster) level. ● 5 days Dakshta varg at Anchal level. 4. Village survey – selecting villages as per criterion. 5. Teachers selection – selecting Teachers as per criterion and finalizing list after motivation test. 6. Primary Training – 5 days initial training by anchal trainers 2. School opening: Period 3 months 1. Inauguration of schools – village Level function. 2. Registration of students. 3. Monthly Acharya Abhyash varg (for 1 day) at sanch Level. 4. Half-yearly Teachers Abhyash varg for 5 days. 3. School Established: 1. New schools are allotted to donors after initial working. 2. School Information (SIF) is sent after schools are established. 4. Village selection criterion: 1. Predomently tribal or weaker section population 2. Availability of suitable Teacher in the same village. 3. Formation of Gram samity with responsible villagers. 4. Coverage of important villages of the panchayats of the block. 5. Village committee must have influence over nearby 3-4 villagers. 6. To cover 30 villages in one block area. 5. Teachers selection criterion: 1. Local youth educated up to matric level. 2. Selection by Gram samity. 3. Youth should have dedication for his own village. 4. Likelyhood to stay in village for a long time. 5. Youth should have influencing and leadership quality. 6. Youth must have good character and moral values. 7. Prathmic varg (Orientation) for 5 days at sanch level by Anchal Trainers. 8. Appointment of Acharya by sanch samity. 6. Local committees (samities): 1. At village – Gram samity – For Monitoring the school 2. At Block – Sanch(cluster) samity – For supervision & monitoring. 3. At District – Anchal samity – For co-ordination & Administration. 7. School Expansion Policy: 1. Advance Planning: 1. Advance planning must be finalized atleast one year ahead. 2. Plan should match to Area plan (ARP) or proposed Resource Plan (PRP). 2. Permission: 1. Consent by Bhag Abhiyan Prabhari for quality as per vistar guidelines (VGL) for old Anchal. 2. Consent by Bhag Abhiyan Pramukh for new Anchal expansion. 3. Written permission by chapter secretary in consultation with Anchal Samanvay Prabhari for financial support. 3. New schools: 1. One year target within Anchal for one Sankul (90 schools). 2. Prathmik varg of Acharya must be over as per training schedule. 3. Schools are to be established in……… 4. Every new Anchal (270 schools) must be completed in 3-4 years. 4. Changes: 1. Drop-out Acharyas must be replaced within two months. 2. Location of school can be changed within same revenue village. 3. In case replacing of school becomes imperative, the donor must be informed immediately. 5. Definition: 1. Area Plan (ARP) Area allocated to support organization (SPO). 2. Proposed Resource Plan (PRP) sanction number of schools for allotment to donors for specific chapter/region in the current year. 3. Allocation chart (ALC) schools allotment to donors of specific chapter/region. 6. Vistar (Expansion Guidelines (VGL): 1. Schools regularity in the Anchal (A Grade) 2. Training regularity (A Grade) 3. Reporting regularity (A Grade) 4. Swavlamban collection (A Grade) 7. School in progress – Number of schools for which initial working has been initiated. 8. School Regular – Number of schools for which all the parameters are properly complied. 9.   • 1 Transnational Hindutva Networks in United States 1 Over the Last
    Transnational Hindutva Networks in United States 1 Over the last several decades, a transnational network of American groups affiliated with Hindu nationalist organizations has embedded itself in the Indian diaspora in the United States.2 This network deserves special attention in the context of the recent debate around citizenship laws in India that target religious minority groups, specifically Muslims.3 The National Register of Citizens (NRC) and the Constitution Amendment Act (CAA) and the protest against it cannot be understood in isolation from the growing prominence of the Hindutva ideology in India. Through the ideological lens of Hindutva, India is an aspiring Hindu state, which would include the Buddhists, Jains, and Sikhs as organically deriving from India, but not Muslims, because Islam is characterized as an alien and invading religion. The citizenship laws also assert that all non-Muslims excluded in the nationwide National Register of Citizens (NRC) would re-qualify for citizenship via Constitution Amendment Act (CAA), while the Muslims living in India for generations would not. Instead, the Indian Muslims could be subject to severe punitive consequences including “statelessness, deportation, or prolonged detention”.4 Under such circumstances, and in the context of the riots in North East Delhi that experts have categorized as pogrom against Muslims5, the purpose of this testimony is two fold. First, it argues that it is unlikely that transnational Hindu nationalist network6 based in the United States is immune to Hindutva, the ethnonational exclusionary political philosophy propagated in India by Rashtriya Swayamsevak Sangh (RSS), the India-based Hindu nationalist paramilitary organization founded in 1925.7 Reference to 1 This testimony is written by a scholar of South Asia.
