We are currently in the first coalition Government David Cameron for over 60 years. In 2010, the Government inherited the largest deficit since the Second World War and one pound in every four that the Government spent was borrowed. • A Study of the Uk E-Government Lamya Alnassar1
International Journal of Economics, Finance and Business Management Studies | LAMYA ALNASSAR | 28 3.18.BG48-5910 ACHIEVING BUSINESS AND ITS ALIGNMENT IN THE DIGITAL SERVICE REDESIGN: A STUDY OF THE UK E-GOVERNMENT LAMYA ALNASSAR1 ABSTRACT Prior research has shown that there are a variety of ways in which business-IT alignment (BIA) can help an organisation. BIA can increase the UK’s e-government maturity level and can improve the quality of e-government and the service redesign process, and ensure the establishment of an integrated, coherent, user-centred, and agile digital culture. However, business-IT alignment is challenging when there are many organisations (central and local government organisations) involved in the process. This research aims to increase our understanding of the ‘process of aligning’, both vertically (between central and local government), and horizontally (across government agencies). Analysis of the data suggests that decentralisation is a barrier, whereas communication is a significant enabling factor. This study not only provides ‘theory for explanation’, making it scientifically useful, but also offers ‘theory for design’, for practical uses. It links alignment and e-government together, a connection which is not fully explored in the literature. Keywords: Business-IT alignment, E-government, UK service re-design, Communication, Grounded theory INTRODUCTION Over time, government agencies are becoming more reliant on IT for their e-government initiatives and services redesign. The literature has recognised that alignment facilitates a strategic and more effective use of IT (Karpovsky and Galliers, 2015). The UK is continuously increasing its IT investments and re-shaping how it uses and buys technology (Bracken, 2015).

  • MEMO+ New UK Parliament and Government
May 2010 Minority Ethnic Matters Overview MEMO+ is an occasional series of briefing papers on topics of interest to minority ethnic communities in Scotland. Supported b y It is produced by the Scottish Council of Jewish Communities in partnership with the Black and Ethnic Minority Infrastructure in Scotland , and is supported by the Scottish Government. Briefing: The New UK Parliament and Government General Election Results The elections to the UK Parliament in May 2010 resulted in the Conservative Party having the largest number of seats although no single party has an overall majority. Number of MPs elected in each political party Conservative 306 Labour 258 Liberal Democrat 57 Democratic Unionist Party 8 SNP 6 Sinn Fein 5 Plaid Cymru 3 Social Democratic & Labour Party 3 Alliance Party 1 Green 1 Independent 1 One seat still has to be decided. This is because one of the candidates for Thirsk and Morton died after nominations closed. As a result, no voting took place in that constituency, and a by-election will be held on 27 May. Negotiations between the main parties have resulted in an agreement to form a Conservative/Liberal Democrat coalition government, the first such agreement since 1945. The practicalities of this are not yet clear, but the Ministerial team includes MPs from both parties, and some policy compromises have already been announced. 1 MEMO+ The New UK Parliament and Government May 2010 How does the Parliament work? The Speaker The Speaker, who is elected from among their own number by the MPs themselves, chairs proceedings in the House of Commons.

  • Building Britain's Future
Introduction: Today’s Britain June 2009 Presented to Parliament by the Prime Minister by Command of Her Majesty June 2009 CM7654 £26.60 This paper outlines the action that the UK Government is taking to move the UK from recession to recovery and forge a new model of economic growth; restore trust and accountability to the political system through democratic reform and renewal; and modernise our public services and national infrastructure. Much of the work outlined applies across the UK, in those policy areas where Government’s responsibilities extend across England, Northern Ireland, Scotland and Wales. However, many other aspects of policy highlighted in the document are devolved, in differing settlements, to the administrations in Northern Ireland, Scotland and Wales. It is the benefit of devolution that the Devolved Administrations can tailor their policies and thus deliver public services to meet the specific needs of their countries. Government and the Devolved Administrations will continue to work closely together to build a more prosperous, stronger, fairer UK, whilst recognising their particular and varying responsibilities. © Crown Copyright 2009 The text in this document (excluding the Royal Arms and other departmental or agency logos) may be reproduced free of charge in any format or medium providing it is reproduced accurately and not used in a misleading context. Cabinet Office Government Digital Strategy November 2012 01 Executive summary 02 Introduction 03 What the strategy is about 04 The potential for more people to use government digital services 05 What we have already done 06 Developing digital transactions 07 Assisted digital 08 Persuading those who are online to use government digital services 09 Principles and actions Annex 1 Glossary Annex 2 Service transformation Annex 3 Initial outline of proposed digital by default (transactional) service standard Annex 4 Guidance on how to identify departmental priorities Annex 5 Description of a Digital Leader’s role 1 01 Executive summary Watch a British Sign Language version of this summary (http://www.youtube.com/watch?v=cKj9MNXmvtM) This strategy sets out how the government will become digital by default. It fulfils the commitment we made in the Civil Service Reform Plan (http://www.civilservice.gov.uk/reform). By digital by default, we mean digital services that are so straightforward and convenient that all those who can use them will choose to do so whilst those who can’t are not excluded. We estimate that moving services from offline to digital channels will save between £1.7 and £1.8 billion a year. Government is improving the way it provides information by moving to a single website, GOV.UK (https://www.gov.uk/). Transactional services now present the biggest opportunity to save people time and save the government money. People will only choose to use government services digitally if they are far more straightforward and convenient. The vast majority (82%) of the UK population is online but most people rarely use online government services.

Help is at hand Cymru A resource for people bereaved through suicide or other unexplained death, and for those helping them. Acknowledgments In 2011 the National Advisory Group on Suicide and Self-harm Prevention to the Welsh Government, chaired by Public Health Wales, tasked itself with creating a Wales and Welsh version of Help is at Hand, a resource for people bereaved by suicide or other sudden traumatic death. The original guide was developed by Professor Keith Hawton and Sue Simkin at the Centre for Suicide Research, University of Oxford, in collaboration with an advisory group. It was first published in 2006, supported by funding from the Department of Health, and drew on a bereavement pack previously developed by the Centre and published by the Royal College of Psychiatrists. We are indebted to all those who helped in the development of the guide and this version is little changed to that original document, but incorporates suggestions from the evaluation of the resource and comments from the Wales National Advisory Group. Members of the advisory group who contributed to this Wales version include representatives from the Samaritans, Papyrus, MIND Cymru, Welsh Government, Cruse Bereavement Care, All Wales Spirituality and Mental Health Special Interest Group and Public Health Wales. Special thanks go to Ann John, Sian Price, Phill Chick, Alan Briscoe and Dean Piper for their contributions and to Public Health Wales for funding the project.
