The center fulfils this mission by promoting cooperation among non-governmental organisations, governments, businesses and other environmental stakeholders, and by supporting the free exchange of information and public participation in environmental decision making. The REC was established in 1990 by the United States, the European Commission and Hungary. Today, the REC is legally based on a charter signed by the governments of 28 countries and the European Commission, and on an international agreement with the government of Hungary. MESTI’s strategic documents, such as: Kosovo Education Strategic Plan 2017- 20211 and Quality Assurance Strategy for Kosovo Pre-University Education 2016- 20202, fail to address the problem of declining student numbers, schools and classes with fewer students, and reduced student-teacher ratio. Noting the decline of students and the rising school maintenance costs, the Municipality of Kamenica3 initiated a school reorganization reform, closing down schools with fewer students and providing organized school transportation for students.
