Country (ies) in which the activities take place (if different from 1.7): Bulgaria 2. Assessment of implementation of Action activities 2.1. Activities and results Please list all the activities in line with Annex 1 of the contract during the reporting period Activity 1 Development of Gavroche as a centre for becoming literate and keeping in school of children in risk. Team: The direct work is performed by a team composed of three teachers. For specific activities the team includes also a psychologist, medical nurse, kitchen worker and an assistant-educator (Annex 5). The teachers - Rositsa Ivanova, Mariana Mereva and Ivelina Ilcheva are specialists with higher or semi-higher education trained to work with children in risk and are part of the overall team of Gavroche Association. They perform the activities for set-up the groups, becoming literate and care for the children. In their work they are supported by assistant educator – Valentin Dimitrov who facilitates the contacts with the families and the very children in view of the language barrier. The psychologist – Gergana Encheva has a Master degree in Psychology and performs individual and group consultations with the children as well as organizes the rationalization of the free time. 1.1. Survey and set-up of groups for becoming literate Target group: children in risk who are endangered by dropping out from the educational system and are with low educational status. The service is rendered to totally 6 groups of children with 10 children in each group. For the period 01.06.2007 - 31.12.2007, 3 groups of 10 children each have been set-up. 20 children from them have visited the Day Centre for street children with the “Gavroche” Association and this is performed as a state delegated activity with Municipality of Varna since November 2006. For these 20 children directions have been received for using the service of the Day Centre as a state delegated activity by the Department for protection of children with the Directorate “Social aid” - city of Varna, which does not include activity for becoming literate. After the assessment of the level of literacy of the children and of the risk 1 “Target groups” are the groups/entities who will be directly positively affected by the Action at the Action Purpose level, and “final beneficiaries” are those who will benefit from the Action in the long term at the level of the society or sector at large. 2006 2 for dropping-out from the education system they were included in activities for becoming literate in two groups according to their age and their educational needs as follows: 1-st group - literacy – 10 children of which 8 boys and 2 girls. 2-nd group – graduate – 10 children of which 6 boys and 4 girls. After visiting the Roma neighborhood in the Varna quarter Vladislav Varncnechik and carrying of talks with parents, a third group was set-up of 10 children at lower age that should be prepared to enroll in I-st year in school. The criterion for the selection of children is the risk that they could not be included in the educational system. They originate from poor families with low social status and parents with low education. For each child a risk assessment has been prepared. 3-rd group – preparation for I-st year in school – 10 children, of which 3 boys and 7 girls. The parents of the 30 children from the three groups applied with a request before the Action manager for using the social service, on the grounds of which 30 contracts were signed for rendering of the service for becoming literate. 20 contracts of them are signed for the service for becoming literate which service is not included in the services of the Day Centre as a state delegated activity. The remaining 10 contracts are signed for using of the whole complex of services in the day centre which was opened within the Action under the PHARE Program. The following documents are prepared – “Risk assessment” and “Individual plan” for cares of the three groups of children – totally 30 (Annex 5). For the period 01.01.2008 - 31.03.2008, three new groups were set-up of 10 children each which are using the service for becoming literate in the Day Centre. The 30 families of the children were visited. The mothers wrote 30 applications for using the service of the day centre and these applications were presented to the Department for protection of the child with Directorate „Social aid” in the city of Varna. Contracts were signed with the parents for using the social services. 20 contracts of them are signed for the service for becoming literate which is not included in the services of the Day Centre as a state delegated activity. The remaining 10 contracts are signed for using of the whole complex of services in the day centre which was opened within the Action under the PHARE Program. The following documents are prepared – “Risk assessment” and “Individual plan” for cares of the three groups of children – totally 30 (Annex 5). Together with the assistant educator of Roma origin were investigated and set-up three groups of children on their educational need and level of literacy, as follows: 1-st group – Preparation of children in risk for first year in school. The group consists of 10 children, of whom 3 are boys and 7 are girls at the age of 6-8 years and who have to be subscribed as first year in school and who have not visited kindergartens. 2-nd group – group for supporting the stay and the graduating the school year - 10 children, who have cancelled their education or are in risk to cancel school of which 6 boys and 4 girls. 3-rd group – for giving literacy to children who have dropped-out from school – 10 children, of which 3 boys and 7 girls. Lists with the names of the children have been prepared from each group of the two periods (Annex 5), in which the children who used the services were signing-in on a daily basis, as well as the educators on shift. We will work with the groups according to programs specially adapted to the educational specific features of the children and which are in accordance with the state standards for preparatory groups (Annex 5). Tests were made for initial, intermediate and final level with the purpose of tracing of achievements and capabilities of the children (Annex 5). 2006 3 During the two periods an opportunity is provided for each group for sports and culture activity. Theaters are visited and walks have been performed in the sea park (Annex 5). Carried are 5 meetings with representatives of the Complex for social services to children and families with the purpose of clarification of joint activities for support of the families of the children /Annex 5/. 1.2.Preparation of children in risk for first year in school For the period 01.06.2007 - 31.12.2007 Since 01.06.2007 the work with the 3 groups of children has started according to adapted for them programs. Each group is composed of 10 children. Everyday the children are transported from the Roma neighborhood in the quarter Vladislav Varnenchik to the Day Centre and return. In the centre, each day the children participated in teaching lessons for writing, reading and arithmetic as well as for different subjects according to the program. For each day a material book was filled-in (Annex 5). The Centre has an attendance list for each group. Besides the lessons for becoming literate and preparation for school the children were included in activities for rationalization of the leisure time – games with sports elements, competitions, ceremonies, children theaters and using of the computer hall with the Day Centre. The dossier files of all children are kept according to the Ordinance for criteria and standards for social services for children. Within the group for preparation for first year in school accent was put to the assimilation of Bulgarian language and formation of basic social skills.

The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units.
