    Chapter Three A Mode of Production and Distribution An Economic Concept: “The Small Budget Film,” Was it Myth or Reality? t has often been assumed that the New Wave provoked a sudden Ibreak in the production practices of French cinema, by favoring small budget films. In an industry characterized by an inflationary spiral of ever-increasing production costs, this phenomenon is sufficiently original to warrant investigation. Did most of the films considered to be part of this movement correspond to this notion of a small budget? We would first have to ask: what, in 1959, was a “small budget” movie? The average cost of a film increased from roughly $218,000 in 1955 to $300,000 in 1959. That year, at the moment of the emergence of the New Wave, 133 French films were produced; of these, 33 cost more than $400,000 and 74 cost more than $200,000. That leaves 26 films with a budget of less than $200,000, or “low budget productions;” however, that can hardly be used as an adequate criterion for movies to qualify as “New Wave.”1 Even so, this budgetary trait has often been employed to establish a genealogy for the movement. It involves, primarily, “marginal” films produced outside the dominant commercial system. Within just a few days, I shall come to the end of my term as Director-General of the Cinémathèque française. As of February 1st, 2016, Frédéric Bonnaud will take up the reins and assume full responsibility for this great institution. We shall have spent a great deal of time in each other's company over the past month, with a view to inducting Frédéric into the way the place works. He has been able to learn the range of our activities, meet the teams and discover all our on-going projects. This friendly transition from one director-general to the next is designed to allow Frédéric to function at full-steam from day one. The handover will have been, both in reality and in the perception, a peaceful moment in the life of the Cinémathèque, perhaps the first easy handover in its long and sometimes turbulent history. That's the way we want it - we being Costa-Gavras, chairman of our board, and the regulatory authority, represented by Fleur Pellerin, Minister of Culture and Communication, and Frédérique Bredin, Chairperson of the CNC, France's National Centre for Cinema and Animation. The peaceful nature of this handover offers further proof that the Cinémathèque has entered into a period of maturity and is now sufficiently grounded and self-confident to start out on the next chapter without trepidation. But let me step back in time. Since moving into the Frank Gehry building at 51 rue de Bercy, at the behest of the Ministry of Culture, the Cinémathèque française has undergone a profound transformation.

    Jewish Experience on Film An American Overview by JOEL ROSENBERG ± OR ONE FAMILIAR WITH THE long history of Jewish sacred texts, it is fair to characterize film as the quintessential profane text. Being tied as it is to the life of industrial science and production, it is the first truly posttraditional art medium — a creature of gears and bolts, of lenses and transparencies, of drives and brakes and projected light, a creature whose life substance is spreadshot onto a vast ocean of screen to display another kind of life entirely: the images of human beings; stories; purported history; myth; philosophy; social conflict; politics; love; war; belief. Movies seem to take place in a domain between matter and spirit, but are, in a sense, dependent on both. Like the Golem — the artificial anthropoid of Jewish folklore, a creature always yearning to rise or reach out beyond its own materiality — film is a machine truly made in the human image: a late-born child of human culture that manifests an inherently stubborn and rebellious nature. It is a being that has suffered, as it were, all the neuroses of its mostly 20th-century rise and flourishing and has shared in all the century's treach- eries. It is in this context above all that we must consider the problematic subject of Jewish experience on film. In academic research, the field of film studies has now blossomed into a richly elaborate body of criticism and theory, although its reigning schools of thought — at present, heavily influenced by Marxism, Lacanian psycho- analysis, and various flavors of deconstruction — have often preferred the fashionable habit of reasoning by decree in place of genuine observation and analysis.

Hiroshima mon amour (1959) and L'Annee derniere a Marienbad (1961) I two films directed by Alain Resnais, are used as models for this purpose.
