Mobility Division Internships and Veteran Fellowships

SUMMARY:

King County Metro’s Mobility Division will be filling seven (7) paid internship positions available to veterans and both college and graduate students during the 2021-22 school year (beginning in Summer 2021). The qualifications, benefits, and salary information below applies to all the positions. Computer equipment to allow for virtual participation until Covid-19 related stay at home orders are lifted and employees can physically return to the office will be provided. Specific information for each of the seven positions follows.

Minimum Qualifications for ALL Internship Positions: Interns must be college students, graduate students, or veterans: 1. Students should be pursuing college or graduate level degrees in business, public administration, transportation management, urban planning, or a related field 2. The successful Veteran Fellow candidate will have similar skills and background but do not need to be in a college or graduate degree program A strong interest in public transportation and the desire to make a difference in King County's transportation landscape by promoting the use of transportation solutions that get drivers out of single occupancy vehicles Excellent written, verbal, interpersonal, and visual communication skills Ability to work effectively in teams, collaboratively and respectfully with a diverse group of individuals from various positions and backgrounds Self-starter with the ability to take direction and work independently following through on multiple priorities and assignments in a fast-paced and agile work environment Experience with Microsoft Word and Excel; ability to learn online software quickly Commitment to equity, diversity and inclusion. Ability to promote an equitable, diverse and inclusive work environment and support equity, diversity and inclusion goals.

Benefits for all Internship Positions Interns/Veteran Fellows receive a free ORCA transit fare pass for unlimited rides on , , , Kitsap Fast , , , and , and Seattle Monorail. Additionally, Interns/Veteran Fellows will accrue .025 hours of paid sick leave for each hour in pay status. Veteran Fellows who work 30 or more hours/week for the duration of their assignment will also be offered medical benefits under the Affordable Health Care Act. Interns/Veteran Fellows are not eligible for retirement, holiday and vacation pay.

Specific Salary Ranges Undergraduate Interns: $17.7796 - $22.5365 per hour Graduate Interns: $20.0181– $25.3742per hour Vets 4 HIRE Veteran Fellows will be compensated at a range of $17.7796 - $32.1655 depending on military rank and education level. Veteran Fellow I - $17.7796 – $22.5365 per hour - High School graduate; or pursuing BA; or enlisted grade E4 or lower Veteran Fellow II - $20.0181 - $25.3742 per hour - Possess BA; or pursuing Masters; or enlisted grade E5 or higher Veteran Fellow III - $25.3759 - $32.1655 - Completed Masters or Officer rank

Each student intern or Veteran Fellowship assignment will involve a set of customized learning objectives and deliverables that provide hands-on experience assisting with and accomplishing specific work tasks or projects within each work group.

Specific Internship Position Information 1. Marketing Internship Position: Section within Metro Mobility Division: Customer Communications & Services Who may apply: Currently enrolled graduate students – enrolled during the entire internship except for the summer. Veterans who have left the military within the last five years and reside within King County will be given preference. Length of Internship: Year Long – June 2021-June 2022 Work Schedule: Students: Up to 40 hours / week during summer; up to 20 hours / week during the school year. Veterans: Up to 40 hours / week. The Metro Transit Marketing and Promotions team is a medium-sized work group made up of five marketing professionals who strategize, design, produce and launch campaigns, and events, in addition to creating both digital and print materials. Responsibilities of staff include project management, copywriting, campaign strategy, material design and distribution, and working with a variety of team members and vendors to complete their tasks. This is a dynamic work environment where no day is the same and everyone is continuously learning. Description of the Marketing Internship Position: Under the guidance and mentorship of professional marketing staff, the selected Intern/Vet Fellow will gain hands-on experience by assisting in the development and execution of marketing and promotional campaigns for the nation's seventh largest transit agency (in terms of daily ridership). Interns/Vet Fellows will design and apply creative approaches for messaging to targeted, diverse audiences. Additionally, the selected candidate will: Assist with varied forms of outreach such as direct mail, web, paid media, events, and social media. Write copy for multiple formats such as marketing materials, social media, and reports. Assist with creating visual communication pieces using tools of graphic design (or work with a graphic designer), layout, infographics for print and web, and will work on various language translation and translation review processes. Assist with development and implementation of social marketing and other strategies to inform and influence travel behavior. Use evaluation tools to assess market penetration such as surveys and social media analytics. Work with professionals from different disciplines within and outside Metro, including staff from local jurisdictions (cities), non-profits, and outside vendors such as copywriters, graphic designers, and direct mail and fulfillment houses. Coordinate in-language public transit educators to attend events and assist with community engagement.

Additional Qualifications for the Marketing Internship Position: Graduate student working toward a degree in marketing, advertising, communications, business, public administration or urban/transportation planning or experience equivalent to an undergraduate degree

Desired Qualifications for the Marketing Internship Position: Graphic design skills Social media experience as a content provider Ability to speak, read and write one of the following most prevalent King County non- English language groups (such as Spanish, Vietnamese, Chinese, Somali, Russian, Amharic).

2. Business Passport Program Internship Position: Section within Metro Mobility Division: Market Innovation Who may apply: Currently enrolled, graduate students. Example Projects - Business Passport Internship Position: Business Passport Program development— identify gaps in the business market for and work on developing changes to address those needs. There is a focus on expanding access for lower income and essential workers. ORCA Data—support the build out of dashboards using ORCA data. Transportation Demand Management—support the development and evaluation of Transportation Demand Management programs such as Just One Trip.

Additional Qualifications for the Business Passport Internship Position: Experience and/or coursework in data analysis and/or policy analysis Research experience and an understanding of research design methods Strong GIS and/or Excel skills Experience using specialized software tools such as: 1. Data visualization and design software (e.g. Power BI, InDesign, Adobe Creative Suite) 2. Project management software (e.g. MS Project and SharePoint) 3. Programming and processing software (e.g. R, Python and MS Flow)

3. Fare Policy Internship Position: Section within Metro Mobility Division: Market Innovation Who may apply: Currently enrolled, graduate students. Veterans who have left the military within the last five years and reside within King County will be given preference. Length of Internship: June 2021 – May 2022 (starting month is flexible) Work Schedule: Students: Up to 40 hours / week during summer; up to 20 hours / week during the school year. Veterans: Up to 40 hours / week. The Fare Policy Team supports a variety of efforts related to fare payment including reduced fare programs, fare payment technology, and increasing equitable access to transit. It conducts data analysis, research and evaluation that informs Metro’s fare policy goals and long-term strategies. The team seeks to better understand the impacts of fare-related policies and products, including how to best invest in our transit system to improve access and affordability for those with the greatest need. Example Projects – Fare Policy Internship Position: Help research, analyze data, and summarize information on key rider segments such as youth or cash-paying riders. Support planning and implementation of community stakeholder workshops to help shape potential fare policy initiatives. Support the development and evaluation of fare policies related to the upcoming launch of next generation ORCA. Data analysis or literature review to support research evaluating the impact of fare subsidies. Additional support for our Business Passport employer ORCA program or Transportation Demand Management (TDM) program as needed.

4. Transit Route Facilities Internship Position: Section within Metro Mobility Division: Service Development Who may apply: Currently enrolled, graduate students. Veterans who have left the military within the last five years and reside within King County will be given preference. Length of Internship: 9 months: September, 2021-May, 2022 Work Schedule: Students: Up to 40 hours / week during summer; up to 20 hours / week during the school year. Veterans: Up to 40 hours / week. The Route Facilities Group is responsible for all curbside passenger facilities within the King County Metro system. The group oversees, maintains, and updates a network of approximately 8,000 bus stops and manages a wide variety of capital projects from initial planning, design, and implementation. With dozens of Sound Transit and Bus Rapid Transit stations coming online through 2025 combined with the Metro Connects focus on transit hubs, there is significant opportunity to shape and enhance the bus-rail and bus-bus transfer environments in high ridership areas. Example Projects – Transit Route Facilities Internship Position: Help the group plan and design passenger facilities through the development/utilization of multimodal transportation planning and placemaking skills related to transit, pedestrian, and bicycle access, wayfinding, and urban design.

Learning objectives for the internship include: Hands-on experience in the principles and practices of bus stop planning and design in a large public transit system. Identifying key locations to target access improvements for the mobility impaired. Experience in team building, problem solving, and consensus building as member of project teams that include responsibility for bus service and passenger facilities.

Additional Qualifications for the Transit Route Facilities Internship Position: Graduate student with a focus in Planning (Land Use, Urban, Transportation), Public Administration, Engineering, Architecture, Landscape Architecture. Knowledgeable in the use of InDesign, Adobe Creative Suite, GIS and/or other graphic and design tools.

5. Service Planning Internship Position: Section within Metro Mobility Division: Service Development Who may apply: Currently enrolled, graduate students. Veterans who have left the military within the last five years and reside within King County will be given preference. Length of Internship: Yearlong: June 2021- May 2022 Work Schedule: Students: Up to 40 hours / week during summer (June-September); up to 20 hours / week during the school year (October-May). Veterans: Up to 40 hours / week. Service Planning leads Metro's mobility services planning process and develops service changes designed to continuously improve the transit system and meet customer needs. This group develops service changes two times per year for fixed-route bus service, and more frequently for flexible services. Service Planning is committed to developing services in a way that advances equity, inclusion, and social justice. Example Projects – Service Planning Internship Position: Planning related to the impact of Covid-19 pandemic on King County, the transit system, and transit customers. Data collection, analysis, reporting and visualization. Developing and writing memos, reports, and presentations. Supporting public and stakeholder engagement related to service planning for Metro route and schedule changes around East Link, Lynnwood Link, and/or Federal Way Link light rail extensions.

Learning objectives for the internship include: Build skills in data analysis and planning using a variety of general as well as transit- specific tools Experience and build experience with a variety of communication methods Learn more about transit service development and design Tasks may be customized depending on the intern’s specific development goals and interests

6. Mobility Services / Fleet Operations Management Internship Position: Section within Metro Mobility Division: Contracted Services Section Who may apply: Currently enrolled, undergraduate students. Veterans who have left the military within the last five years and reside within King County will be given preference. Length of Internship: Year long: May 2021- May 2022 Work Schedule: Students: Up to 40 hours / week during summer (June-September); up to 20 hours / week during the school year (October-May). Veterans: Up to 40 hours / week. Metro's Mobility Services Fleet Operations team provides support for the largest, longest-running public commuter van program in the nation, recently celebrating its 40th VANniversary, as well as several other ridesharing and flexible services fleets. The team works to plan, pilot, implement, operate and maintain multiple commuter and community-centered flexible service and ridesharing transit fleets, including Vanpool, Vanshare, carpool, and flexible transportation services alternatives such as DART, Community Van, and real-time ridesharing app-based products. Example Projects – Mobility Services / Fleet Internship Position: Assist Fleet Operations staff to support commute and community-based rideshare and flexible services fleet operations and planning. Assist with the development and improvement of fleet operations products and planning tools. Help research and develop fleet operations parameters, key performance indicators, and standard operating processes. Assist with automated fleet management system administration, defining and documenting customer supporting business functions and processes, workflow, and interface analyses. Help to design, develop, interpret, publish, and report on customized fleet operations reports and queries, as well as test and implement processes for upgrades and conversions.

Learning objectives for the internship include: Gain insight into public transportation, business operations, customer relationship management , and data management. Learn how King County Metro plans, resources, and provides programs, projects, and staff for commute and community-based rideshare fleet operations and planning. 7. Innovative Mobility Internship Position: Section within Metro Mobility Division: Contracted Services Section Who may apply: Currently enrolled, graduate students. Veterans who have left the military within the last five years and reside within King County will be given preference. Length of Internship: Yearlong: June 2021- June 2022 with the possible extension Work Schedule: Students: Up to 40 hours / week during summer (June-September); up to 20 hours / week during the school year (October-May). Veterans: Up to 40 hours / week. Metro’s Innovative Mobility Program leverages emerging mobility services and new technologies to give people more ways to get around in King County. Through strategic research initiatives and service pilots, Metro is exploring approaches such as shared mobility, Mobility-as-a-Service and Smart Cities. Metro believes that the best innovations come out of partnerships among government agencies, communities, and the private sector. Example Projects – Innovative Mobility Internship Position: Assist with program implementation and development for On-Demand or Flexible Service programs/pilots. Assist with marketing of Metro’s suite of On-Demand or Flexible Services program/pilots. Assist with the planning and development of a same-day service pilot for people with disabilities registered for ADA paratransit service. Research best practices, data collection, analysis and reporting if needed. Strengthen communication and collaboration skills through interaction with King County Metro department staff, area employers and their employees, local jurisdictions, and transportation management associations. Experience being part of a transit/transportation street team effort.

Learning objectives for the internship include: Gain insight into emerging mobility services, new technologies, and transportation demand management (TDM) concepts and tools. Work Schedule Student applicants should expect to work up to 20 hours/week during the school year; up to 40 hours/week during the summer; non-student applicants (Veterans) should expect to work up to 40 hours/week. Work will generally be carried out during regular business hours (Monday-Friday, 8am-5pm). Interns/fellows may work with their supervisors to accommodate class schedules or other conflicts.

Temporary Telecommuting Requirement The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
