THE LOCAL GOVERNMENT SYSTEM IN saint LUCIA COUNTRY PROFILE 2017–18 SAINT LUCIA SUMMARY Saint Lucia is a constitutional monarchy with two levels of government: national and local. The constitution makes reference to local government but contains no specific provisions. The main legislative text governing local government is the Constituency Councils Act 2012. Local elections were suspended in 1979, and since then the Minister of Local Government is responsible for the appointment of all councillors. There are ten administrative quarters within Saint Lucia, which contain 15 constituency councils. In 2016/17, 45.3% of appointed councillors were women and in 2015/16 local government expenditure was 2.0% of total government expenditure. The functions and responsibilities of local government have been discharged by centralised authorities since 1980, and many of the services provided are carried out in tandem with other governmental agencies. 1. SAINT LUCIA ___________ No. 5 of 2020 AN ACT to amend the Labour Act, Cap. 16.04 and for related matters. [ 17th June, 2020 ] BE IT ENACTED by the Queen’s Most Excellent Majesty, by and with the advice and consent of the House of Assembly and the Senate of Saint Lucia, and by the authority of the same, as follows: 58 No. 5 ] Labour (Amendment) Act [ 2020 Short title 1. This Act may be cited as the Labour (Amendment) Act, 2020. Amendment of section 148 2. Section 148 of the Labour Act, Cap. 16.04 is amended by inserting immediately after subsection (3) the following new subsections (3A) and (3B) — “(3A) Notwithstanding subsections (1) and (2),where the Governor General by proclamation under section 17 of the Constitution of Saint Lucia, Cap. 1.01 declares that a state of emergency exists for the purposes of Chapter 1 of the Constitution of Saint Lucia, Cap. 1.01 — (a) subsection (1) applies to an employee who is employed in the hospitality industry or any other industry designated by the Minister as a seasonal industry and who actually performs work on a seasonal basis, except where work which the employee is habitually employed to do is not offered to that employee for the following season; (b) the Minister may, by Order published in the Gazette, extend the period of lay-off under subsection (1) for a further period of no more than twelve weeks. -

1 No. ] Inter-Governmental Agreement (Saint Lucia and [ 2021 the United States of America) (Amendment) Act EXPLANATORY NOTE INTER-GOVERNMENTAL AGREEMENT (SAINT LUCIA AND THE UNITED STATES OF AMERICA) (AMENDMENT) BILL 1. The Bill for consideration is the Inter-Governmental Agreement (Saint Lucia and the United States of America) (Amendment) Bill (the Bill). 2. The purpose of the Bill is to amend the Inter-Governmental Agreement (Saint Lucia and the United States of America) Act, Cap. 19.26 (the Act). 3. Clauses 1 and 2 of the Bill provide for the short title and interpretation of the Bill. 4. Clause 3 of the Bill amends section 2 of the Act (Interpretation) to add definitions for the words “Competent Authority” and “information”. 5. Clause 4 of the Bill amends the Act to insert a new section 3A (Competent Authority) to identify the Competent Authority. 6. Clause 5 of the Bill amends the Act to insert a new section 4A (Delegation of functions) to make provision for the Competent Authority to delegate its functions to a public officer. Clause 5 of the Bill also amends the Act to insert a new section 4B (Power to require the production of information) to allow the Competent Authority to serve a notice on a Reporting Saint Lucia Financial Institution to obtain information to monitor compliance by a Reporting Saint Lucia Financial Institution with the Act. 7. Clause 6 of the Bill amends section 5 of the Act by replacing the section heading to reflect the specific content of the provision and by deleting subsections (2) and (3) which are reflected under a seperate provision in the Bill. -

BUILDING RESILIENCE TODAY TO SECURE OUR FUTURE THRONE SPEECH By His Excellency Sir Emmanuel Neville Cenac GCSL, GCMG Governor-General of Saint Lucia On the occasion of the Third Session of the Eleventh Parliament of Saint Lucia Tuesday, March 20, 2018 Madam President, Mr. Speaker, Honourable Members… By the grace of the Almighty God, we his children, are present here, today, to celebrate the opening of this Third Session of the Eleventh Parliament of our beloved country. For this we are thankful for His favour. It has become the convention in the House of Assembly and in the Senate, that our first duty when assembled, is to show our obeisance to Him who made us to know Him, love Him and serve Him: that love to be shown equally by our love for one another. Mindful of the terms of that Divine Ordinance, we, once again, this morning, invoke God’s assistance, to knit together the hearts of every member, with a lively confidence in His readiness to grant a prayer faithfully made. Good morning, I therefore say to Saint Lucia, and to all here present, with the hope that every other would be better than the last. When we became a nation in 1979, and, therefore, subordinate to no one, internally or externally, the Constitution that made us so was sanctified by that same type of invocation. It was, and is, a summons, divine. 2 On the question of Parliamentary budgets: it mandates that “the resources of the State shall be utilised in such a manner as to subserve the common good” and “that there should be adequate means of livelihood for all”. -
