We are eager to cheer and rejoice at many sporting events, a wonderful performance at a concert or even a commercial for a stick of gum, but for some reason, displays Weekend Masses of emotion and enthusiasm in church leave us fearful, disoriented and threatened. His dynamism, creativity and pastoral sense will be sorely missed. Father Mark is the fifth priest of our Archdiocese to be named bishop in the last eleven years, and the second this year, with Bishop Stephen Jensen now in Prince George. These appointments indicate the Holy Father’s recognition of the strength of our presbyterate, for which we are all extremely grateful.     Most Reverend Richard J. Gagnon, D.D. Archbishop of Winnipeg ichard Joseph Gagnon was born on June 17, 1948 in R Lethbridge, Alberta to parents Therese Demers Ga- gnon and George Gagnon. He moved to British Columbia with his family while still a child and attended both Catho- lic and public schools. He graduated from Saint Thomas Aquinas Regional Secondary School in North Vancouver before proceeding to study philosophy, history and English at Simon Fraser University, completing his Teaching Certi- fication for British Columbia in 1976. Bishop Gagnon’s Seminary Studies were taken at the Pontifical Beda College in Rome from 1978-1983. Rev. Richard Gagnon was ordained to the priesthood at Holy Rosary Cathedral on June 24, 1983, the Feast of St. John the Baptist, by Archbishop James Carney. In the Archdiocese of Vancouver he served in many ca- pacities, including as Pastor, Vicar General, Archdiocesan Consultor, Director of the Office of Religious Education and member of the Presbyteral Council. In February 2003, Pope John Paul II named Father Ga- gnon a Prelate of Honour, in recognition of his faithful service to the Church and exemplary performance of his duties. At his investiture ceremony Archbishop Exner rec- ognized that Msgr. Gagnon had “rendered outstanding dis- tinguished service in the Church in Vancouver as a loving, effective, and dedicated pastor, a man who is ever ready to meet new challenges — a servant ready to go wherever called.” On May 14, 2004, Pope St. John Paul II appointed Richard Joseph Gagnon as the 16th Bishop of the Dio- cese of Victoria.

In a statement, Archbishop Miller called the news “troubling.” “The pain that such news causes reminds us of our ongoing need to bring light to every tragic situation that occurred in residential schools run by the Church. The passage of time does not erase the suffering that touches the Indigenous communities affected, and we pledge to do whatever we can to heal that suffering,” he said.     Northern dioceses among top priorities for new bishops’ conference president Like anyone starting a new job, Winnipeg Archbishop Richard Gagnon concedes there is going to be a learning curve involved as he settles into his new role as president of the Canadian Conference of Catholic Bishops (CCCB) for the next two years. But Gagnon has shown since he first joined the priesthood in 1983 that he’s a quick study. Of particular concern to him is to make sure his new role as CCCB president doesn’t adversely affect his ability to maintain the service he provides as Archbishop of Winnipeg. “It is above and beyond being a bishop, you have to strike some kind of balance,” Gagnon said. Gagnon, who is adding the role of CCCB president to his existing duty as Winnipeg’s Archbishop, is not a novice when it comes to learning how to strike such a balance. He served as CCCB vice-president for two years under former CCCB President Lionel Gendron before being elevated to the CCCB presidency at the end of the annual CCCB Plenary in Cornwall, Ont., on Sept. 27. “I’ve been involved as vice-president and I’ve observed the commitment involved of being president. It is another level of commitment,” he said in a phone interview from his home diocese. He sees his role as CCCB president as being a facilitator, of making sure that the collective decisions and initiatives of Canada’s bishops are acted upon with the support of the CCCB. “The role of the president is not to come with any kind of platform or agenda,” Gagnon said, but to follow through on CCCB permanent council and executive decisions.
